1 Kitsap 911 Class Specificatin PUBLIC SAFETY TELECOMMUNICATOR I/TRAINEE Reprts t: PUBLIC SAFETY COMMUNICATIONS SUPERVISOR General Statement: (CALEA 4.1.4a) The respnsibilities f this classificatin include answering emergency telephne calls, determining the nature and gegraphic lcatin f the emergency, respnd t a high vlume f calls, many f which invlve accidents r crimes in prgress. Newly hired Trainees receive classrm and flr training. Upn cmpletin f training the incumbent will answer rutine citizen calls f a nn-emergency nature, ffering advice r instructins t callers, answering cmplex citizen calls that are ften f an emergent nature; calls requiring assistance are ruted t the apprpriate Dispatcher. Examples f Duties: These listings are nt designed t list every duty r respnsibility, but rather t illustrate the essential functins and respnsibilities the jb: Answer nn-emergency telephne calls cming in t Kitsap 911; gather necessary infrmatin by interviewing callers and enter respnses int a cmputer system. Determine apprpriate prcedures and guidelines t apply t specific calls and situatins. Maintain recrds f calls and actins taken; cmplete detailed written reprts. Use maps and electrnic mapping technlgies t lcate addresses and jurisdictinal bundaries. Receive emergency calls cming in t Kitsap 911. Take charge f cnversatins, btain accurate infrmatin and enter int a cmputer while talking, and quickly priritize emergency calls. Assign emergency respnse pririty by determining whether immediate respnse culd save lives r prevent crimes. Rute calls fr assistance t the crrect Dispatcher r apprpriate agency. Cmmunicate with emergency agencies. Run license plate numbers and names as requested by fficers. Perfrm ther duties as assigned. Pssess technical skills sufficient t reslve and address issues with technlgy equipment, sftware, and hardware (per assignment), and t prblem slve independently. Facilitate teamwrk and mrale when participating in prjects, and supprt the effrts f ther team members. Develp effective wrking relatinships with peers, ther staff, and user agencies Cmmunicate effectively, in writing, ver the phne, and in persn, using tact, patience, respect, and curtesy. Wrking Envirnment/Physical Requirements fr all jb levels wrking n the dispatch flr: (The physical demands described are representative f thse that must be met by the emplyee t successfully perfrm the essential functins f this jb. Kitsap 911 prvides reasnable accmmdatin t enable individuals with disabilities t perfrm the essential functins.) Psitins in this classificatin typically require: Perfrming wrk in a high security, emtinally demanding and high activity cmmunicatin dispatch center. Sitting fr lng perids f time while perfrming dispatch duties. Reaching, handling/grasping dcuments. Walking shrt distances. Visin sufficient t read written materials and cmputer screen data. Repetitive mtins fr cmputer use. Clear speaking and adequate hearing sufficient t cmmunicate effectively and respnd apprpriately thrugh the Cmputer Aided Dispatch System. Use f telephne-peratr type headsets t precisely hear vices and ther sunds. Wrking a variety f rtating shifts in a 24 hur-a-day, 7 day-a-week peratin with diverse shift schedules (such as day shift, swing shift, graveyard, and ther variatins) that includes irregular hurs, weekends, hlidays, mandatry vertime required reprting regardless f weather cnditins, and smetimes, limited time ff. Exertin f frce f 20 punds ccasinally and/r 10 punds frequently t lift/carry/mve bjects, files, and ther materials. Incumbents may be expsed t: Cmputer mnitrs, and high nise levels and sunds, i.e. tnes and alarms. Ptentially very emtinally demanding cnditins when cmmunicating with distraught callers, victims f crimes, vilent r hstile individuals. Minimum Qualificatins One year wrk experience in a fast-paced and multi-tasking public cntact envirnment (e.g. bank teller, waiter) r a large public safety cmmunicatins envirnment; AND Telephne and cmputer data entry experience. Up t nine mnths training in a 911 telecmmunicatins prgram may be substituted fr up t nine mnths f the required experience. Required Licenses, Certificates, Examinatins/Tests and Other Requirements Please nte: The incumbent is respnsible fr btaining and maintaining all f the fllwing required licenses, certificatins and ther requirements. Prir t emplyment the successful candidate must: Pass a series f written and cmputer based pre-emplyment examinatins. Successfully pass each part f a multi-phase pre-emplyment examinatin, which includes medical/fitness, hearing test, drug test, and psychlgical examinatins as well as a criminal backgrund check that includes a natinal fingerprint check thrugh law enfrcement (CALEA and 4.3.8). At time f appintment, the successful candidate must pssess (and maintain during emplyment) the fllwing: A private telephne line fr 24-hur availability. A dependable means f transprtatin. Willingness t carry a pager and/r cellular phne A valid Washingtn State Driver s License. Within ne year f appintment, the successful candidate must: Demnstrate prficiency with cmputer aided dispatch system, call receiving, and law enfrcement r fire/medical dispatch prir t cmpleting prbatinary perid. NOTE: Upn cmpletin f the fllwing requirements, an Emergency Call Receiver Trainee may be prmted t an Emergency Call Receiver r Emergency Dispatcher trainee, Step 2: Successful cmpletin f the Kitsap 911 Primary Call Receiver Academy and n-the-jb training requirements.
