2 Existing 830MW High Desert Power Plant & Hybrid Power Project Planned in Close Proximity to Site High Desert Power Plant The High Desert Power Project (HDPP) located directly to the west of the subject site was the first new major power plant for Southern California in more than a decade. The project was completed in 2003 after having been in development since the mid-1990s. Hybrid Power Plant The HDPP uses Combined-Cycle Gas Turbines, comprising three gas turbines and a steam turbine. It was named Power magazine s 2003 Plant of the Year because of HDPP s innovative approaches to project partnering, air emissions offsetting and water management. To be located upon a 300-acre site directly to the north of the subject site on Colusa Road, the Victorville 2 Hybrid Power Project is a 563 megawatt hybrid natural gas-fired combined cycle and solar thermal power plant. Victorville 2 was originally approved for construction by the California Energy Commission (CEC) in July of The Hybrid Power site is a shelfready project with high power transmission lines, gas and water infrastructure at the site.

3 Strategic Location - Next to Airport, Power Plant and Planned BNSF Rail Spur RANCHO RD EMERALD ROAD Adelando Industrial Park I Located near Southern California logistics Airport (SCLA), which has the 2nd longest runway in North America. The city of Victorville and Sterling Investments is redeveloping the former George Air Force Base into SCLA, the largest fully-integrated commercial project in the region, which is anticipated to bring more than 30,000 jobs to the area. The planned 3,500-acre Southern California Rail Complex envisioned by Burlington Northern Santa Fe Railway will feature 20 million square feet of distribution and manufacturing space at the former George Air Force Base. With over 3,000 employees SCLA will continue to draw an industrial work force and attract national and international companies to conduct manufacturing, warehousing, logistics and aero space related services.

4 280 Acres 8,500 Acre Industrial & Commercial Complex Subject site is located east of the Southern California Logistics Centre (SCLC), which is offers a variety of warehouse and distribution facilities, ranging from 50,000 square feet to over 1 million square feet. The 2,500-acre industrial complex is entitled for 60 million square feet of diverse development. To date, 3 million square feet has been developed at SCLC and over 3,000 jobs have been created in the region. SCLC is a part of the Global Access master plan and the city s public/private partnership with Stirling Capital Investments. Major tenants include Fed EX, Boeing, Dr Pepper Snapple, FedEx Goodyear Tire, Newell Rubbermaid, Plastipack, Red Bull, 3M and Mars Inc. SCLC features a rail connection, international air cargo facilities and hangars, corporate office campuses, biomedical and technology centers, aviation maintenance facilities, an executive jet travel/business center and recreational amenities. This 8,500-acre multimodal freight transportation hub is supported by extensive air, ground and rail connections. It includes the Southern California Logistics Airport, a 2,500-acre cargo and aviation facility; the Southern California Logistics Centre, a 2,500-acre commercial and industrial complex entitled for 60 million square feet of development; and the planned Southern California Rail Complex, which will be a 3,500-acre intermodal complex featuring rail-served facilities.

5 Future High Desert Corridor E-220 Planned Near Site Victorville brings ground, rail and air transportation together, creating a pro-business, fast track environment. As a result, an estimated 60% of all goods moving into and out of Southern California travel through Victorville. The E-220 corridor is a vital east / west trucking and logistics freeway linking the greater Los Angeles basin with the High Desert. June 2016, the Final EIS / EIR has been approved. The 63-mile multi-modal link between the Victor and Antelope valleys will address current and future regional growth, bolster east-west mobility and improve connections between regional airports and increase efficiency in the movement of goods and address current projected growth in the region. This project would connect some of the fastest growing residential, commercial and industrial areas in Southern California.
