5 INTRODUCTION The NSW Government understands some people with significant disability and their carers cannot use regular accessible toilets, and require adult-sized change tables and hoists. Lift & Change facilities are larger than standard accessible facilities, have extra features and more circulation space to meet the needs of people with disability and their carers. The Lift & Change Facilities Trial is an initiative of the NSW Government. The trial, in partnership with Local Government NSW, aims to promote the benefits of Lift & Change facilities and encourage positive, inclusive behaviour in local communities. This checklist is designed to assist NSW government organisations and local councils in the development of Lift & Change facilities by providing information and dimensions of all required features, from concept to completion. It also lists features of changing places toilets as detailed in the Changing Places Information Guide & Technical Standards (June 2017), and the requirements of the Disability (Access to Premises Buildings) Standards (2010), particularly Australian Standard AS (2009), which are mandatory for all new building works. The main features of a Lift & Change facility are: a fold-down, height-adjustable change table; a ceiling hoist on an X-Y tracking system; a peninsular toilet; and, where appropriate, a shower. The facilities are designed to provide ample circulation space for the manoeuvrability of a wheelchair or power chair and up to two carers. In locations where facilities need to remain locked to prevent misuse, a locking system such as the Master Locksmiths Access Key (MLAK) is required to gain entry. The provision of a Lift & Change facility also requires participating authorities to provide a nearby accessible toilet that complies with Australian Standard AS (2009), and which can remain open to people with disability in need of a standard accessible toilet and for those who do not possess an MLAK. 5

6 SITE CONSIDERATIONS The aim of Lift & Change facilities is to improve access to the community for people with multiple/profound disability and their carers. A Lift & Change facility should not replace an existing accessible toilet but be built in addition to an accessible toilet. People with disability who mobilise independently in a wheelchair generally require a standard accessible toilet. If a standard accessible toilet is replaced with a Lift & Change facility (which may require locking) then a significant proportion of the disability community will be inconvenienced. Because Lift & Change facilities contain expensive equipment, and depending on the location, they may require safeguarding through the installation of the Master Locksmiths Access Key (MLAK) system. Sites should be chosen where there is a demonstrated need for the facility by both local and visitor populations, e.g. shopping centres, aquatic centres, sporting facilities, visitor centres on major transport routes and major public transport stops. GENERAL PRINCIPLES New public sanitary facilities (new-build and retrofit) are to comply with the National Construction Code, depending on the class of building, e.g. a new, stand-alone public convenience is a Class 10 building The Disability (Access to Premises Buildings) Standards, 2010, provide the required dimensions and details of fittings and circulation space for Lift & Change facilities The hoist system is to provide full room coverage Operating instructions for the both the hoist and change beds are to identify the same maximum safe working load (SWL) Signage at the facility is to comply with the nominated Lift & Change sign Councils web home pages and other sources of information are also to list the features provided, the SWL of the hoist and change table, and the location of the MLAK Councils are required to acknowledge the support of the NSW Department of Family and Community Services and Local Government NSW in all promotional material or public statements about Lift & Change facilities A decision to apply for accreditation under the Changing Places Toilet Program is at the discretion of individual councils Registering the facility on the Changing Places interactive map is encouraged. The new facility is to be registered on the National Public Toilet Map. The information is to list the features provided, including the SWL of the hoist and change table and the location of the Master Locksmiths Access Key (MLAK) if appropriate 6
