7 WB6 process - Soft measures Soft measures in transport and energy are about aligning technical standards and formalising cross-border operations between networks They are essential for adding value to the infrastructure investments the EU has pledged to co-finance with up to 1 billion within the current financial perspective Achievements so far have been poor Essential to get progress before the summit in Paris for 2 reasons: 1) to maintain the Berlin process 2) to guide future co-financing, which will reflect country progress on the soft measures The progress in implementing the soft measures will be reflected in Commission`s future funding decisions on infrastructure co-financing

8 Paris Summit - July 2016 Paris Summit will enable progress on two priorities: 1.Potential two political deliverables: The Transport Community Treaty (pending) and the creation of a Regional Market for Electricity for the Western Balkan 6. 2.Connectivity infrastructure: to facilitate the opening up of the region and promote economic exchanges, source of growth and employment identify new infrastructure to be priority attention in the field of transport and energy first assessment of the implementation of the soft measures agreed in Vienna in 2016 to promote the success of connectivity projects

9 Key notes The efforts must be continued to ensure that everybody deliver on the commitments made in Vienna as well as to prepare the ground for the summit in Paris on 4 July The progress in implementing the soft measures will be reflected in Commission`s future funding decisions on infrastructure co-financing Need to receive priority project funding requests by the end of March. Only makes sense if the countries have made sufficient progress on the soft measures and that the sufficiently mature priority projects are available
