How many people were involved? What role did you play? What did you learn? Do you have an emergency response team or plan?

5 Introduction to Workshop Part 1 Basics of exercise design and an introduction to today s scenario. Part 2 Executive approval, selecting a design team and exercise component development. Part 3 Exercise day communication, exercise facilitation, hot wash and after action reports.

6 Exercise Types Orientation Introduction of a new plan, team or procedure. Table Top Facilitated discussion within an organization. Drill focused on a single operation or function. Functional Simulated event, but no physical movement of personnel or equipment. This may or may not include a simulation team. Full Scale Everyone and everything is in play. Situation changes based on players response. May or may not include outside agency participation.

8 Purpose, Scope and Objectives Purpose - Why do we exercise? Definition - Something performed or practiced in order to develop, improve, or display a specific power or skill. Scope - Who, What, Where and Why? Objectives - SMART Objectives. This is not a test! This is training!

9 Transitions from Incident Management to Crisis Management to BCP Bring the BCP team in early to understand the impact of the incident

10 Executive Approval Why do you need Executive approval? Align with management objectives. Understand time commitment for exercise design team members. Understand time / productivity loss during the exercise. Request management support. Complete a summary for executive approval. This includes the purpose, scope, objectives, participants, budget, date, and duration. Pitfalls, presentations and how best to present to executives. (i.e. 1 page presentations, nothing too technical, and how it benefits the organizations.

11 Santa Clara Region Earthquake Exercise Full scale exercise will be conducted on June 24, Employee communication will be delivered through multiple mediums. Evacuation of ALL SCLA buildings (campus by campus) between 9am 11:30 am. Evacuation duration will be approximately 30 minutes. No additional impact to operations or normal daily activities. Additional activities (simulated and live) included in the exercise include: Establishment of response command posts at each campus. Facility assessments to determine if buildings are safe to reoccupy. Triage (sorting) and treatment of earthquake victims. Will have makeup to add to realism. Santa Clara Regional Crisis Management Team and Business Unit Business Continuity Teams activated. Satisfies corporate annual requirements for exercises and evacuation drills. Estimated budget - $5,000.

WHAT DO WE KNOW AT THIS TIME Police, Fire and EMS are on scene and have cleared it of any hazards (including the shooter) and all victims. Evacuated employees, family members and community leaders are assembled outside the police barricades. Local media has picked up the story and has already been broadcasting the breaking news about a shooting at Alpha Logistics Company. WHAT DON T WE KNOW AT THIS TIME The status of employees, contractors, visitors and other individuals in the building. The identity of the shooter. The scope of the event.

17 The Design Team Managers of each participating organization. Develop specific objectives and training for their organization. Determine involvement of specific team members. Understand specific and general roles and responsibilities (R&R). Align on expectations and outcomes. Determine what training and/or supplies will be needed. Develop time commitment in the planning and exercise day. Develop and agree on meeting calendar. Agreement of date and time of exercise

Do you need a release of liability form? What supplies are needed? Start creating checklists for before, during and after. Refreshments. Have a plan for everything to go wrong. Keep people fed and hydrated

27 Exercise Day Communication Send out final notification to employees. Post training in progress signs. Exercise design team leader to announce start of exercise. Communication between design team members to ensure the exercise stays on track and on schedule.

28 Exercise Facilitation Intent is to apply a little stress but not so much they give up or feel like there is a no win strategy. Follow your master sequence of events. Slow it down if it is too overwhelming. Speed it up if it s too easy. Monitor exercise progress. Time outs are okay. Hard stops / redirections. Prepare for real world events. Set them up to be successful
