SAPCA have established a working group to develop a Quality Control Framework for the Supply of Performance Infill into Sports Surface. The working group and protocol is supported / encouraged by all the key sporting organisations. The industry needs to be proactive not reactive to prove compliance with legislation and avoid future problem. The working group includes representatives from infill suppliers, a turf manufacturer, contractor and a test institute. Input will also be provided by key sporting organisations. SAPCA will chair the working group. Speed of delivery / implementation is essential it is anticipated it will be published 1 st January 2018.

FAO on performance infill: From the FAQ: The stakeholders are in discussions with SAPCA, the UK trade body for the sports pitch industry. SAPCA is developing a voluntary industry standard for pitch infill materials that will provide minimum requirements that go above and beyond what is currently required for rubber crumb under European Regulation. Sport England and the sport governing bodies all support this approach and will continue to work with the industry to provide greater reassurance that pitches in this country are safe.

Develop a Quality Control Framework for the Supply of Performance Infill into Sports Surface. Select what requirements and standards are to be used Must comply with current legislation Must include traceability of materials Provide the installer / client with evidence of the process Agree how it will be managed and administered via SAPCA Get support of relevant organisations Include ALL performance infill

Application for infill use to SAPCA Company provide evidence of testing process and compliance Company / infill approved on the SAPCA list of compliant products Spot check on installed infill including sampling and testing (independently) SAPCA audit of company (membership required?) Company provide evidence that infill meets all requirements Infill supplied to projects with traceability to SAPCA protocol (MDS Certificate) Ad hoc audit of company process / infill quality

PRODUCTION TESTING PROCESS Parameter Test / Method Frequency Requirement Product Identification Product Name Material Type Material Source Material Specification Initial only (unless supply / specification changes) As per product declaration from the supplier TEST PROCEDURE/ STANDARDS Physical Testing Environmental Testing Shape - (BS EN 14955) Size Grading - (BS EN 933-1) Bulk Density - (BS EN ) Colour - (Visual, RAL) UV Ageing - (BS EN14836) Every 12months Initial only (unless supply / specification changes) Grey Scale 3 ± 10 % of product declaration AND as per BS EN (and other Sports Governing Body Requirements) Chemical Testing PAH - AfPS 2014:01 PAK Representative sample (minimum 20 g) to be taken every day of production. Daily samples to be combined for 10days of production. This combined sample to be tested. < 20 8 PAH; & < PAH Heavy Metal Migration EN 71-3 Every 12 months Cat 3 as per EN 71-3 Toxicology EN ISO As per EN ISO Note: Material supplied to every site needs to be in receipt of a report with full traceability demonstrating compliance with the above criteria. This should include availability of all raw data for audit and inspection by an independent body approved by SAPCAat all times. Materials on site found not to have met the above will need to be tested from the site samples for ALL the above requirements by an independent laboratory. Should any requirement not be met the supplier is responsible for the replacement of the infill material and all associated costs including but not limited to new materials, construction (removal and re-infill), re-testing, loss of income from the venue and cost to dispose of old infill. Use of reclaimed / recycled materials to be included in this process frequency, volume to be included!

SITE SPOT CHECK TESTING PROCESS Parameter Test / Method Sampling Requirement Product Identification Product Name Material Type Material Source Material Specification As per product declaration (may require an audit) TEST PROCEDURE/ STANDARDS Physical Testing Shape - (BS EN 14955) Size Grading - (BS EN 933-1) Bulk Density - (BS EN ) Colour - (Visual, RAL) 2.5 kg taken from 6 locations to be mixed / combined for testing. ± 10 % of product declaration AND as per BS EN (and other Sports Governing Body Requirements) Chemical Testing PAH - AfPS 2014:01 PAK < 20 8 PAH; & < PAH Heavy Metal Migration EN 71-3 Cat 3 as per EN 71-3 Toxicology EN ISO As per EN ISO Note: Materials on site found not to meet the above requirements by an independent laboratory the supplier is responsible for the replacement of the infill material and all associated costs including but not limited to new materials, construction (removal and re-infill), re-testing, loss of income from the venue and cost to dispose of old infill. If a supplier is found not to have the appropriate traceability of material records a full audit is required. If a lack of traceable information / evidence can t be identified during the audit the supplier will be considered in breach of this regulations and they will be responsible for the replacement of the infill material and all associated costs. They also risk loss of SAPCAmembership. Consider site / environmental contamination (from traffic, etc ) and how this can be mitigated against! Background / nearby testing levels from soils etc
