10 Statewide TOC & SSP Procurement TOC & Statewide ATMS Services Contract awarded May 2013 Brought consistent approach and measures to VDOT s Operations Program Contract terminated in 2015, emergency contracts setup with sub-contractors VDOT developed de-bundled replacement contracts Re-procurement strategy shared at industry forum in Jan 2016 One-on-one meetings conducted with 16 firms, received candid feedback Request for Information (RFI) issued to refine scope of RFP Four proposals received, contract awarded to AECOM 5-Year Initial Contract Term with two, 2-Year Optional Renewal Periods Initial Term Value = $172M 10

Actively participate in the timely resolution of incidents. Disseminate accurate and timely information to motorists and stakeholders. Maintain situational awareness on how Transportation System is operating. Resolve incidents in a timely manner with safe and quick clearance. Provide assistance to motorists within areas of defined route coverage in a courteous and dependable manner. Operate as an extension of the TOC by providing accurate, timely, and appropriate information. Work within the incident command structure on-site, when possible. Deliver ITS field device operational availability, when needed. Provide transparent and easy-to-use tools to manage a consistent state-wide ITS Maintenance Program. Protect the value of the client s (VDOT) assets and reduce the total cost of ownership. Enterprise approach to lower total ownership cost. Statewide interoperability between TOC s, Regions and Districts. Facilitate ability of TOC to achieve operational outcomes. 12

13 Outcome-based Approach to Performance Measurement All measurements should drive service areas toward improvements in VDOT s primary operations performance metrics: Reduce vehicle hours of delay Reduce roadway clearance time Contractor incentivized to meet one or more desired Service Area Outcomes (SAO) Key Performance Indicators (KPI) used by regions to identify issues, trends and possible improvement strategies Contractor required to meet Contractor Service Obligations (CSO) or face disincentives 13

16 Lessons Learned & Best Practices Be open and transparent about risks and ambiguities Only require deliverables that add value Change Management/Control Program-wide vs. service area Carefully consider scoring criteria great and bad proposals shouldn t end up 1 point apart! Gauge industry interest and ability to participate Consider lot size in light of consistency, level of competition and administrative burden Consider agile delivery for ATMS deployments 16
