2 It is the intent of this specification to provide for the purchase of (3) New and Unused Self-Propelled, Rider Type, Propane Powered Sweeper/Scrubbers Sweeping/Scrubbing System 1. The unit shall be complete, ready to use and the Manufacturer s standard unit. (No Exception). Specify make and model bid. Price shall include delivery and installation to ASPA. 2. The unit shall be equipped with a minimum 50-inch long main sweeping brush. 3. Unit shall be equipped with a minimum 24 inch side broom that is retractable upon impact or have adequate impact protection. 4. Scrubbing path shall be minimum 54 inches, with (3) 17 inch disc type scrub brushes, able apply min. 600 lbs. down pressure. 5. Unit shall have hydraulically driven, high volume vacuum fan. 6. The unit shall be equipped with Extended Scrub Feature, with solution recycling system to allow scrubbing up to 4 hours. 7. The machine shall have a minimum 100 gallon solution and 100 gallon recovery tank, with a detergent metering system. 8. The machine will come equipped with an automatic water and hydraulic shut-off system that will stop brushes and water flow when machine is not moving. 9. The machine shall be equipped with a clogged dust filter indicator. 10. To prevent damage, the squeegee and scrub head will raise when in reverse to prevent damage and will be of breakaway design. 11. If water is swept, the filter areas shall be protected by a baffling system and a vacuum fan shut off and/or a pre-filter to prevent water from reaching filter. 12. Detergent capacity shall be a minimum of 5 gallons. 13. Solution and recovery tanks shall be tilt-out design and constructed of non-corroding stainless steel or approved equal.

3 Debris Handling System 14. The unit shall be equipped with a minimum 60 dumping height, with multi-level dump. 15. The hopper must be a minimum of 14 cubic feet and have a minimum 1200 lb. lift capacity. 16. The hopper compartment must be constructed of non-corrosive material or Rhino coated or equivalent coating applied to hopper interior and exterior. 17. The machine shall have a minimum 4 inches ground clearance, with 16 inch tires. Dust Control System 18. The dust filter(s) shall be a minimum of 100 sq. ft. 19. The dust filter(s) shall be cleaned by use of timed shaker motor(s). 20. Machine shall be equipped with separately driven fan and vacuum motors. Safety Features 21. Machine shall come equipped with overhead guard. 22. The propelling system must deactivate when the parking brake is engaged. 23. The machine shall have flashing overhead, high visibility strobe light. 24. Unit shall be equipped with service and emergency braking systems. 25. Unit shall have back-up alarm. 26. Unit shall have fire extinguisher 27. Machine shall be OSHA approved and include all required safety features, including head and tail lights, seat belt.

4 Propulsion & Operation Systems 28. The unit shall be equipped with a minimum 90-HP liquid cooled, L/P gas engine. 29. Engine shall comply with EPA emission standards 30. Tow valve shall be provided to protect components when machine is being towed. 31. Machine must be able to turn within a 10 ft. area, either right or left. 32. Machine shall come equipped with power steering. 33. Unit shall be equipped with low oil press., high coolant temp, shut down system. 34. Unit shall have industrial (4) core radiator and hydraulic oil cooler. 35. Sweeping and scrubbing functions must operate independently. Service, Support, Warranty 35. A full day installation by a qualified factory service representative shall be provided. Training shall include detailed instruction for both operator and service personnel. 36. Each unit shall come with spare propane cylinder. 37. Vendor must have full parts and service facility within a reasonable distance of ASPA facility. State location and distance. 38. Documentation including parts, service and operating manuals, detailed troubleshooting information and an operators training video shall be provided for each machine. 39. Warranty coverage shall be provided for a minimum of 3 years, 2000 hours on parts, 2 years labor, 8 years solution & recovery tanks. Options: 1. 5 INSTRUCTIONS FOR BIDDERS ALABAMA STATE PORT AUTHORITY This instruction sheet is provided as a guide to facilitate the bid process and highlight important points for consideration by bidders. Each bidder is responsible for fully reading and complying with the instructions on the Alabama State Docks Department bid form. This instruction sheet is to be used as a guide only. 1. No consideration will be given to bids unless presented on the Alabama State Port Authority "Proposal for Supplies or Goods" Form with suitable attachments as deemed necessary by the bidder. Alternate bid proposals may be rendered, with proper support. 2. If your company is not prepared to submit a bid, so state and sign to avoid being deleted from the prospective bidder's list. 3. The Alabama State Port Authority reserves the right to reject any and all bids if deemed in the Alabama State Port Authorities' interest. 4. No allowance will be made for error, either omission or commission. 5. Unit price governs in Errors relating to extension of prices. 6. Alabama State Port Authority policy has changed. Bids will not be accepted via FAX. All bids must be sealed and sent via mail or hand delivered to the Alabama State Port Authority before the specified date and time. 7. The Alabama State Port Authority accepts no responsibility for facilitating the receipt of bids. 8. Bids over $7,500 must be notarized. 9. Bids received after specified opening time will be returned to the bidder unopened. Bidders are requested to show a return address on the bid envelope. 10. Bid proposals must be filled out completely, including the name, address, telephone number, fax number (if possible), and signature of responsible person. 11. Questions may be directed to the Alabama State Port Authority, Central Garage, at (251) , 7:00 a.m. to 2:30 p.m., Monday through Friday. 12. All hand delivered bids must be tendered to the specific Alabama State Port Authority site listed on the bid form, at or before specified time. 13. All regular U.S. Postal Mail must be tendered to Alabama State Port Authority, Attn: Central Garage, P.O. Box 1588, Mobile, AL Include bid # 2521 on envelope. 14. Notarization not required on "SALE" BIDS. 15. Special mail deliveries requiring a physical address should be tendered to: Alabama State Port Authority, Attn: Central Garage 1301 ASD Blvd. Mobile, AL Awarded vendor will be required to complete the attached State of Alabama Disclosure Form.

6 Alabama State Docks/Port Authority Bid Description: Purchase (3) Mid-Size Rider Sweeper/Scrubbers for GCI Bids to be Open: 7/15/08 The following paragraph shall be considered a part of the above referenced bid: Indemnification Clause The Contractor shall assume all liability for and shall indemnify and save harmless the State of Alabama and the Alabama State Docks/Port Authority and its officers and employees from all damages and liability for injury to any person or persons, and injury to or destruction of property, including the loss of use thereof, by reason of an accident or occurrence arising from operations under the contract, whether such operations are performed by himself or by any subcontractor or by anyone directly or indirectly employed by either of them occurring on or about the premises, or the ways and means adjacent during the term of the contract, or any extension thereof, and shall also assume the liability for injury and/or damages to adjacent or neighboring property by reason of work done under the contract. The Awarded Contractor Will Be Required to Obtain Security Credentials

7 Procedure for Obtaining ASPA Credentials Effective April 1, 2008, ASPA will no longer issue new ASPA IDs or renew existing IDs unless the applicant has received, or has applied for, a Transportation Worker Identification Credential (TWIC). The TWIC enrollment center is located on the first floor of the International Trade Center at 250 North Water Street. Applicants for ASPA credentials must either have a TWIC in their possession, or have the receipt which is printed after the enrollment process has been completed and required federal fees have been paid, in order to apply for an ASPA credential. The compliance date for TWIC was set by Congress as September 25, 2008, but each local Coast Guard Captain of the Port will set the implementation date for his Sector based on enrollment progress, and it may occur earlier than the congressionally mandated date. Until the TWIC is mandated by the USCG Captain of the Port, we will continue to require ASPA credentials. We currently plan to discontinue using ASPA credentials once the TWIC is required by the Captain of the Port. To request ASPA credentials to access Port Authority facilities, the following information must be submitted on a company letterhead: 1) The purpose for entering the port and the locations for which access is requested, 2) The name, social security number, date of birth, driver s license number and race of all employees applying for credentials. Fax this information to ASPA CREDENTIALS REQUEST at (251) Security awareness training is required for all persons requesting access to Alabama State Port Authority facilities. Classes are held at 9:00 a.m. each Monday at the International Trade Center, 250 North Water Street in the main dining room of the restaurant on the fourth floor. Reservations are required. You will be responsible for contacting Megan Clark via at mclark@asdd.com or via phone at (251) for reservations. Please note this is a two step process. You must fax the required information to ASPA Credentials Request AND make a reservation for the class. The cost of the ASPA ID badge, background check and security class is $60.00 ($35.00 after April 1, 2008). All fees must be paid at the Credentials Office before your credential will be issued. Vehicle decals are $25.00 and may also be purchased at the Credentials Office. Payment may only be made by money order, cashier s check or credit card (MasterCard or Visa). If you need additional information, please contact the Port Authority Police Department s Credentials Office at (251) Persons who apply for and are granted credentials Tuesday through Friday of each week will receive a TEMPORARY credential upon successful completion of the required background check. The temporary credential will be valid for NO MORE THAN ONE WEEK and only one temporary credential will be issued per person. Spanish language classes are held upon request normally at 10:30 a.m. on Monday in the Port Police building at the ASPA Main Docks. Applicants must confirm their immigration status at the Port Police Credentials Office and register for the class as described above before 4:00 PM on the Thursday preceding the class. REVISED:
