1 ADDENDUM NUMBER THREE REQUEST FOR PROPOSAL NUMBER 18-R14 TRANSPORTATION NETWORK COMPANY ALTERNATIVE TRANSPORATION FOR PARATRANSIT SERVICES CLARIFICATION Brokered Trips LYNX is embarking on a journey to provide stellar customer service to our paratransit customers in Orange, Osceola, and Seminole Counties. Central Florida is experiencing a tremendous growth in population which is increasing our need for services across the board. Paratransit services (ACCESS LYNX) is a vital component for the transportation needs of our citizens. Currently our primary provider for paratransit services is MV Transportation. LYNX intends to augment its existing paratransit services by brokering a minimum of twenty percent (20%) of its total trips to other Transportation Network Companies in order to meet the service delivery. ACCESS LYNX currently uses Trapeze software to schedule trips. We are currently in the process of designing a solution system that will make brokering more user friendly, take advantage of opportunities by contracted TNCs, and to move trips more effectively throughout the system. Once the Source Evaluation Committee (SEC) selects the Proposer(s) to provide this service, LYNX will meet with each Proposer to confirm proposed targeted areas for potential service opportunities. LYNX will pre-assign trips to TNCs. Other trips will be brokered via same-day requests, scheduled requests, will calls, and emergency requests. Proposers shall indicate if they are available for scheduled trips only or can accept same-day requests. LYNX will schedule all trips the day before and provide a schedule to the Proposer the night prior to the requested trips for those known requests. Compensation for Services to be Provided LYNX is offering Proposers the opportunity to price trips that reflect the most cost-effective measures for their operations. LYNX may use any pricing scenario to determine the best pricing method for the services to be provided. Attached are the pricing proposal sheets as outlined below. The Proposers must complete at least one (1) Pricing Proposal Sheet and return with their Proposal. 1

2 Pricing per Revenue Mile The miles are listed in a range to allow flexibility in trip assignments, grouping of low mile requirements, and the ability to control cost. Pricing per Flat Rate One-Way Trip This pricing scenario allows for total cost per one-way. This allows for a flat rate to take the passenger to any destination in the service area at any time. Pricing per Vehicle per Day Please provide a daily rate to provide services per vehicle type (e.g. ambulatory or wheelchair) on your letterhead. Innovative and Creative Alternative Pricing Solution Proposers are encouraged to provide, on their letterhead, pricing for solutions that are innovative and creatively embrace the mobility management concept. Questions and Answers: 1) Question: Will proposed vendor utilize LYNX existing fleet of 185 vehicles? The current fleet is being utilized by MV Transportation. 2) Question: Access LYNX Service Please clarify meaning of brokering trips. Response: LYNX will determine provider trip assignments based on the proximity of the origin and destination of the trip to the provider s service area, the cost of providing the trip, the needs of the customer, etc. 3) Question: If proposed vendor is a transportation broker, will they meet the requirements of approved vendor in Orange County if all their 3 rd party vendors are approved? Response: You will need to contact Orange County EMS for their response. 4) Question: Does vendor need to create an API to connect with PawPass Smart Phone Application? 5) Question: If LYNX is looking for Door to Door Service how can Transportation Network Companies provide the service? Response: Customers assigned to providers who are not able to provide door-to-door services will be contacted to ensure that they do not need that level of service. 6) Question: This is a big investment for any transportation provider. Why is the contract award for only one year? 2

3 Response: The contract is for one (1) year with the option to extend for four (4) one-year periods. This allows LYNX to evaluate the service for the first year and make business decisions for the remaining years. 7) Question: Orange County requires limits of $1,000,000 for transportation network providers. Why are the limits being required $5,000,000? This will add additional expense and drive up the cost per trip and eliminate many companies from bidding. Response: You may submit a request for consideration of different insurance limits. 8) Question: I am not clear on how to fill out the price proposal Exhibit L. Please clarify on how you want the price proposal filled in. Do we provide the average trips we expect to provide monthly? Do we provide the per trip rate, customer pay, LYNX cost and LYNX extended cost? Or are we responsible for just the per trip rate? Response: Please see the clarification statement above the question and answer section of this amendment, as well as the attached revised Exhibit L. 9) Question: What is a P-Card for payment? Response: Is a form of payment. It is a credit card payment method. 10) Question: Will there be zone break outs? (example: Longwood, Apopka, Orlando, Maitland, Kissimmee) Response: If the Proposer would like to limit the area that they serve, it is up to the Proposer to tell LYNX which areas of our two thousand five hundred (2,500) square mile service area they would like to provide services within. 11) Question: Is there information for the ridership according to zones? (example: the mile radius, number of riders within each zone, % of ambi vs no ambi?) Response: As indicated above, the Proposer should indicate if they would prefer to provide services in a limited area. The attached spreadsheet shows, for a seven (7) day period in January 2018, trip counts by origin zip codes across the top and destination zip codes down the left side. In our National Transit Database reporting for Fiscal Year , our average multi-loaded trip distance was miles. 12) Question: Average Trip length by zones Response: The attached spreadsheet shows, for a seven (7) day period in January 2018, estimated direct distance (not multi-loaded) for trips by origin zip codes across the top and destination zip codes down the left side. In our National Transit Database reporting for Fiscal Year , our average multi-loaded trip distance was miles. 13) Question: Access to software API (Application Program Interface) or Export of data into excel to assist with billing and reconciliation. Response: Software API can be discussed. Excel export can definitely be done. 3

4 14) Question: Is it possible to dispatch our own drivers while working closely with your dispatchers to ensure quality service to both rider and driver provider? Response: Proposers should plan to dispatch their drivers based upon the trips assigned. LYNX will not control the dispatch functions of TNC drivers, although LYNX will maintain oversight of quality assurance and service delivery. 15) Question: Approximately how many trips can one driver execute in an average route or day? Response: Proposers should calculate anticipated productivity levels based upon their experience. The number of trips that can be provided by one (1) driver would depend on the length of the driver s shift, road/weather conditions, time of day, driver experience, length of trips, trip origin/destination, and other considerations. 16) Question: What are your peek days and hours for contracted assistance? Response: LYNX peak service day is on Wednesdays. Other weekdays are relatively consistent. Saturdays are about fifty percent (50%) of a weekday. Sundays are about twenty-five (25%) of a weekday. Morning peak time is 6:00-10:00 a.m. and afternoon peak time is 2:00-6:00 p.m. 17) Question: Are you willing to compensate for no shows? Response: LYNX will not compensate for no shows. 18) Question: Are you willing to adjust training hours to 2 to 3 vs 6 and can certain portions of the training be completed online vs in physical classroom? Response: Training is to be conducted in person. LYNX believes that six (6) hours is acceptable and will not reduce training hours. 19) Question: If we are using cars such as Lyft or taxi s what are the mileage limits on the odometer? Response: The Federal Transit Administration has determined the useful life of a sedan as being four (4) years of age and one hundred thousand (100,000) miles. Unless the Proposer is proposing an alternate model of service delivery, the Proposer should own the vehicles to be used in this project. 20) Question: Is this proposal for Shared Ride or One On- One Service? Response: Proposers should submit their best proposal using anticipated options that are cost effective, but still provide quality customer service. 21) Question: The Proposal states a 30 minute pick up window. Would LYNX consider a pick up window of 15 minutes before and 15 after the scheduled pick up time? 22) Question: Is it the intention of LYNX to utilize their current software (Trapeze) with MDT in the proposer s vehicles? 4

5 23) Question: Would you be able to provide the number of trips by each county? Response: Trip counts are supplied in the attached spreadsheet. Approximately 68.14% of trips are provided to Orange County residents, 13.71% to Osceola County residents, and 18.15% to Seminole County residents. 5
