Project Owner: Southem Power Corporation Total cost estimate: about 51.6 billion VND. Funding: loan of the World Bank (\VB) 1.2. PROJECT LOCATO1\" The 110kV Giong Trom- Binh Dai transmission line (TL), Ben Tre province starts from pole N 130A of the existing 11 OkV Ben Tre Ba Tri (in the distance between poles and it is 15m far from pole N 130). The end point of the transmission line is gate of Binh Dai kV substation (planned to be constructed). The 110kV Giong Trom- Binh Dai will be passing 03 districts: Giong Trom, Ba Tri and Binh Dai- Ben Tre province. From that, the following communes are passed by the TL Giong Trom district: Giong Trom town, Binh Thanh and Chau Binh communes; Ba Tri district: My Hoa, tan My communes; Binh Dai district: Thanh Tri and Binh Thoi commune; 1.3. SOME CHARACTERSTCS OF THE PROJECT Total length of the 110kV Giong Trom- Binh Dai TL is 20,905 m. the TL is consisted of 15 sections. There is one section of the TL passing through Ba Lai River with the distance is more than 700 m. The followings are main characteristics ofthe TL: Length in total: 20,905m. Number of turning angles: 16 angles: GO, Gl, GA, GB, G2, G2A, G3, G4, G5, G6, G7, G8, G9, G0. Times crossing power lines: 5 times, including 3 times crossing 3 phased MV line; 2 times crossing 1 phase MV line; Times crossing roads: 8 times; Times crossing inigations, river: 8 times; Number of houses within ROW: 15 houses, including 2 huts for shrimp controls PROJECT OBJECTVES The construction of is initiated in order to supply electricity for Binh Dai substation with the following objectives: Meet power demand that rapidly increased of Binh Dai district up to the year 2015; EMP 7

9 Sub-project: 110kV Giong Trom- Binh Dai Transmission Line ncrease reliability of local power supply of Binh Dai, Ba Tri and part of Giong Trom district PURPOSES OF THE ENVRONMENTAL MANAGEMENT PLAN This Environmental Assessment Report and Environmental Management Plan were conducted to aim at: Analyzing and reviewing of environmental impacts that may arise during the construction of 110 kv Giong Trom- Binh Dai power line; Creating an effective Environmental Management Plan in order to limit to the lowest level of environmental impacts during construction and operation of the project 2. PROJECT DESCRPTON The 110kV Giong Trom- Binh Dai transmission line (TL), Ben Tre province starts from pole N 130A of the existing 110kV Ben Tre Ba Tri (in the distance between poles and it is 15m far from pole 130). The end point of the transmission line is gate of 110/22kV Binh Dai substation (planned to be constructed). Table 2.1. Temporary: During construction, a part ofland be acquired to excavate, cast foundations, tower erection, cable pulling. During foundations and poles construction, each position need about m 2 of ground area in order to gather soil, materials and poles. This area will be acquired about 3 months. Beside that, when pulling cables, wires for lightning protection, crops will be affected in 5m wide strip ofland. Time need for cable pulling will last for a short period of time. Since 1995, EVN did not allow purchase new equipments containing PCBs. Thus no equipments containing PCBs will be bought and used for the project - No project component relates to the removal or replacement of electrical equipment. Thus there will be no risk of manipulating old electrical equipments that might contain PCBs. - The project does not use chemical and explosive therefore no risk associated to hazardous substances will be posed. - Land mine clearance in the Project site has been carried out after the War. There is no potential for finding of explosive material. Excesses soil will be reused to fill in the poles' foundations. Thus there will be no soil, rock left after the project construction. - Thus the impact on surface water pollution in the project area is small, minor. Small Short - Noise and vibration are caused by: equipment, material transportation, project's vehicles, pole's erection and cable's pulling, generators (if there are any) The 110 kv line is designed to be far from residential areas as well as the concentration of human activities such as towns and townships. Yet along the route, a number of residents living near power lines will also be affected by noise and vibration. - Places with high potential of being affected by Project's noise and vibration are: Thanh Tri commune Binh Dai district; Chau Binh commune - Giong Trom district when the TL is crossing HHs. - The main work will be done manually or by small scale machines. Duration of construction for each site at pole's foundation is short from 2 or 3 days for foundation excavation, 5 days for pouring concrete, 2 or 3 days for cable pulling. The transportation of raw materials, construction materials and equipments for the project is relatively significant. t also causes dust and air pollution. - The project is constructed away from residential and urban areas therefore air pollution (dust) does not affect much on people ring in the project area Small Medium - Some of productive land will be mobilized for construction purpose in a short period of time. Therefore the temporary acquisition of productive land will only cause damages in a seasons or maximum 02 seasons of producing - Project owner has planned and will implement the compensation for the land acquisition. The compensation will not be only for the directly affected season but also for the next 02 or 03 harvests. Medium Short - Transportation of material and equipment, soil excavation and cable pulling activities will disturb the nomlal traffic in the areas during short period of time; - n open areas, the transportation of construction materials is generally easy due to relatively developed traffic system in the project area; - Conditions for transportation of material and equipment are generally convenient. The system of provincial and inter-district road is relatively good. Walking trails in the area of agricultural land, orchards are generally well developed. - The transportation of construction materials and equipments for the project will not exceed the capacity of the existing traffic flow in the area, - 18 valuatiol1 of impacts ----, Average and MitigabJe

The river in this section is about 700 m wide. Boat transportation in the Ba Lai river will be disturbed during cable pulling in this section. Duration of this disturbance is about 1 to 2 days.,-- r - 12 Degradation of the existing rural roads '--- - degradation. Minor Short - Transportation of construction materials with high frequency may cause damage to the existing rural roads; - Raw materials are transported by trucks along the inter-provincial and inter-district roads. At the foundations far from roads, materials are moved manually to construction positions. Therefore, the frequency of transport just increases very little on the soil roads with not good quality so Project activities will not cause serious impacts on these roads. - Currently, the local government and people, supervise the management of rural roads relatively well. Large load transportations are not allowed to run through roads whose quality is not good enough. This is also an issue that the contractors have to comply and thoroughly transporting options to avoid rural road Minor

Activity 2: Site investigation, establish Environment Protection Committeemen (EPC) and Environmental Management Plan (EMP) for the project Activity 3: Organizing public consultation. For public consultation of the 110 kv TL Giong Trom- Binh Dai, there were 3 meetings with local people was carried out at the following places: Office of People's committee of Binh Dai district- Ben Tre; Office of People's committee of Binh Thanh commune, Giong Trom district- Ben Tre; Office of People's committee of Tan My commune, Ba Tri district- Ben Tre; Project owner and Consulting Company held public consultation for Environmental management plans of 02 Projects: 110 kv TL Giong Trom- Binh Dai and 110 kv Binh Dai substation. Representatives of Project Owner and Consulting Company presented to the public on the main issues: Project description: route, the necessity of project construction; The possible environmental impacts might be caused by the project; Measures to mitigate the impact. Public's representatives invited to attend public consultation meetings include: representatives of affected households, government representatives, people associations and local power company (See detailed list in Appendix 4) Table 5.1.
