Brokers are subject to fines for each shipment going into, out of, or throught the State of California if non-compliant. Administration Changes to Dispatch Tab: System Administration DISPATCH Tab Changes: 1. Changed wording Require FHWA to Require MC/MX# 2. ADDED Require DOT Number We have added the option to require DOT number. Currently the CA TRU database uses only DOT number. They will be adding MC number but it is not completed yet. System Administration SYSTEM DEFAULTS Tab Changes: We added the following comment area. This will print on all LOAD AGREEMENTS where the Load is marked as a TRU COMPLIANT load: Compliance Comments for Load Agreement THIS IS AN ARBER -COMPLIANT TRU LOAD. Only ARBER Compliant TRUs Carriers can be dispatched on this load. Carrier or its agent certifies that any TRU equipment furnished will be in compliance with the in-use requirements of California's TRU regulations. Signature: Signature here confirms acceptance of this ARBER load and confirms that carrier acknowledges and agrees that all TRU requirements of ARBER and Broker will be followed. If you are using your own LOAD AGREEMENT YOU HAVE TO INCLUDE THE COMMENT TAG IN YOUR AGREEMENT FOR THIS FEATURE TO WORK. Security Question Changes: 1

2 We have added the following new security questions: #197 - ALLOW USER TO UNCHECK TRU COMPLIANT BOX #198 ALLOW USER TO BOOK NON-TRU CA COMPLIANT CARRIER The defaults are set to NO CARRIER File Changes: Carrier General Info Tab Changes: 1. If you have set DOT Number Required in ADMIN this field will be displayed in blue and you will get an error Message if attempting to save without it being completed. 2. If checked it should verify that no other carrier has the same DOT# like we do for MC#. Allow DUPLICATES only if it is a branch of the same carrier.(see MC# check.) Carrier Authorities Tab Changes: 1. We added a new box to the bottom right of the screen. This box is called: California Compliant Company Verified 100% Compliant Check Box Last Verified Compliant Date Compliant Through Date Full Company ARBER Certification On File. CARRIER CONTRACT Changes See System Administration Changes for changes to Carrier Contract. CARRIER DROP DOWN SELECTION LISTS We added a field in all DROP DOWN LISTS displaying carriers. Title: 100% TRU Compliant. If Carrier record is marked 100% compliant and Through Date is Greater than the Current date we display YES in the field and the line will be light green. 2

3 DISPATCH File Changes: Load Create/Edit Screen Changes: 1. We added a new line to the LOAD HEADER with a check box to indicate: THIS IS A CALIFORNIA TRU COMPLIANT LOAD. 2. If any shipper or consignee in the load has CA in the state field and the equipment type is REEFER we automatically check this box. Be sure you have defined all reefer equipment with the category of REEFER. We check equipment type then the equipment category to see if it is defined as a reefer type.. 3. The user has the ability to check it even if there is no shipper or consignee with a California address. This is so that a load traveling through California, even if there are no stops in the state, can be marked. 4. We have added security question #197: Allow user to UNCHECK TRU COMPLIANT Box on loads with no California address. The default is N. If a supervisor overrides the box it will be logged. We WILL NOT remove the check automatically the load is edited and all California stops are removed. We have no way of knowing if the load will still traverse California. 5. Any addition or editing of Shippers/Consignees/Intermediate Locations will check for CA and mark the box if CA is found. 6. If the Load is Posted and is now identified as TRU it must be reposted. Dispatch Quick Load Entry/Edit Screen Changes: 1. We added a new line to the Quick LOAD HEADER with a check box to indicate: THIS IS A CALIFORNIA TRU COMPLIANT LOAD. 2. If any shipper or consignee in the load has CA in the state field this box will automatically be checked. 3. We have added security question #197: Allow user to UNCHECK TRU COMPLIANT Box on loads with no California address. The default is N. If a supervisor overrides the box it will be logged. 4 Dispatch Master Load and Duplicate Load: The appropriate changes have been made as listed in Load Create/Edit Available Load Changes: If the LOAD is marked as100% Tru Compliant the line will be displayed in light green. Available Carrier Changes: If the CARRIER is 100% Tru Compliant the line will be displayed in light green. Tracking Changes: If the LOAD is marked 100% Tru Compliant the line will be displayed in light green. Carrier Booking Changes: 1. We have added a line in the area at the top of the screen to indicate if this is a TRU load. This line will be displayed: THIS IS A CALIFORNIA TRU COMPLIANT LOAD You will not be allowed to book a Carrier on a Tru Compliant load that has not been marked Tru Compliant in the Carrier File without proper authority. Load Agreement Changes: 1. We have added a NEW LOAD AGREEMENT Comment for LOADS MARKED TRU Compliant: THIS IS AN ARBER - COMPLIANT TRU LOAD. Only ARBER Compliant TRUs Carriers can be dispatched on this load. Carrier or its agent certifies that any TRU equipment furnished will be in compliance with the in-use requirements of California s TRU regulations. Signature: 4

SEE ADMINISTRATIVE CHANGES Bill of Lading Changes: The following has been added to the Bill of Lading: THIS IS AN ARB-COMPLIANT TRU LOAD. Only ARB Compliant TRUs Carriers can be dispatched on this load. Carrier or its agent certifies that any TRU equipment furnished will be in compliance with the in-use requirements of California s TRU regulations. Signature: UTILITY We have added a utility to update the 100% compliant and last checked date in carrier file from CSV file from California Data Base. ADDITIONS not yet released. CARRIER REPORTS Add a selection for CA TRU. Also add to the export. Additional Updates Pending: 1. When Booking a CA TRU load save the Tru Data from the Carrier s record to the same database we save Safety Ratings to when booking. 2. Create another tab on the Documents Show ratings. We should rename the Drop Down to say Show Ratings/Tru/Ins/Auth. 5

6 3. Create a report that can be printed or ed from a button on this screen. Call the report DUE DILIGENCE REPORT. 4. On the insurance tab add expiration date or continuous and deductible amount. 6
