Previous Action Items There were no outstanding action items from previous meeting 2. Logistics Common Services - Air EMERGENCY CARGO FLIGHTS - MUHAGERYA AND LABADO IN SOUTH DARFUR UNJLC coordinated a United Nations flight that successfully delivered an urgent consignment of WHO medical supplies to Muhajariya in South Darfur on the 15th of February Disruption in normal supplies due to insecurity, were causing concerns that the clinics would run out of vital medical stocks. Concerns were of high morbidity and mortality due to different endemic or epidemic diseases resulting from massive displacement of population were being raised. Clinics in Labado, Muhajariya and Um Shageria had not received any medical supplies due to access limitations. All three clinics were are severely short of all basic health care items (both medical materials and drugs). Supply flight requests to ensure, at least, that basic health care services can continue in these locations. These requests were supported by WHO and UNICEF. 1,000kg of medical materials (including syringes for vaccines), Drugs, Diagnostic Tests, Therapeutic Food were flown to Muhajariya. A subsequent flight to transport 850 Kg of medical supplies is being coordinated for Labado. 2 United Nations Joint Logistics Centre Khartoum Office, Sudan ND New schedules UNHAS circulated the current weekly flight schedule for ND, as well as a new one proposed to replace the current one. UNHAS noted that the main reason for the changes was to ensure maximum and cost-effective utilization of the air assets. Participants suggested, UNHAS flights should give at least 3 hours to passengers on the ground (before the return trip). ND Special flight procedures UNHAS explained the difference between Special Flights and Chartered Flights. Costs of flights/hour are for charter flights only (Heli costs $ 4,065/HR, PAC fixed wing about $1,700/HR to be confirmed), there are no costs for special flights. An Agency/NGO which wants a special flight approaches UNHAS to request the special flight. UNHAS will give consideration to the proposed destination, availability of GPS coordinates, asset availability, number of passengers, number of hours requested on ground before pick up, etc. UNHAS will discuss the request with UNJLC and OCHA and a decision taken and communicated directly to the Agency/NGO. ND Review of unhas & security procedures UNHAS noted that its position on the issue of relocating Agency/NGO Contractors (non-staff members) was clear UNHAS cannot move any contractor. All passengers for evacuation should be on the INGO/Agency staff list, with proper photographic IDs, and also included in the staff ceiling. UNHAS can only evacuate the number of staff corresponding with the information provided on a weekly basis by INGOs/Agencies. ND Medevac/secevac forms & procedures UNHAS circulated both sets of forms. SECEVAC forms UNHAS noted that UNDSS is the focal point for processing the SECEVAC forms. Once DSS received the completed form from the requesting Agency/NGO they brief the UNHAS accordingly. MEDEVAC forms for the medevac to be undertaken, the requesting party would be required to provide a fit-to-fly certificate/statement to UNHAS, preferably issued by a UNAMID doctor. The fit-to-fly certificate, plus booking form(s) are required before the mission will be undertaken. There will be no medevac in the absence of this statement/certificate. WEST DARFUR HELI-USER GROUP MEETING NOTES, FEBRUARY 11TH, 2009 WD Closure of Tendelti, Armankul, Bir Digig: The landing site closed due to the presence of CAOG in North El Geneina upon recommendation of UNDSS. WD Um Kher landing site: UNHAS informed that an assessment was carried out on 4th of February with Intersos. UNHAS requested to enlarge additional 3 metres the landing area. Participants asked for clarification regarding the need of having a UN doctor. It was clarified that NGOs are responsible to find a doctor, anyone State recognized. Clinic name is not needed. WD Request by MSF-CH for landing site in juruf/arafa: HUG requested for more information (number of agencies, reason for having a Landing Site). MSF-CH stated that the helipad is for evacuation purpose SOUTH DARFUR (SD) HELICOPTER USERS GROUP (HUG) MEETING. FEBRUARY 4TH, 2009 SD UNHAS update. We are facing problems and the service has been disrupted. No regular connections were closed, but the current security situation has led to several cancellations. Most of these impediments were enforced by NISS/MI. SD Update on night medevac procedures. The service is not available. Only UNAMID has one helicopter capable of such flights. A discussion ensued regarding the advantages of UNHAS services over commercial air services in Sudan, UNHAS fly to dangerous locations, conduct Medical and security evacuations, heavily subsidise helicopter flights and maintain very high safety standards. 3. Logistics Common Services - Surface ACTED ROAD REHABILITATION IN WESTERN BAHR EL GAZAL UPDATE ACTED is undertaking spot rehabilitation of the 54 km network of feeder roads connecting the villages of Mapel, Medil, Kuajena, and Mbili within the Kuajena Payam (Jur River County- South Sudan). The population living in Kuajena Payam (approximately 109,000) has limited mobility, given the poor state of connecting roads in the area. ACTED s rehabilitation work funded by CHF will ensure accessibility of settlements within the Kuajena Payam otherwise cut off during the rainy season. Communities will be able to increase movements, leading to exchange of information and revival of trade. The increased movement of commercial and humanitarian transport and lesser delays also mean reduced costs and better supply of commodities. The Agency for Technical Cooperation and Development (ACTED) is an apolitical, and non-confessional international relief agency created in 1993 and active today in 23 countries. In Sudan, ACTED has been present in Darfur since 2004 and in South Sudan since UNJLC IS LOOKING TO PROMOTE LOGISTICS RELATED WORK BY HUMANITARIAN ORGANIZATIONS IN SUDAN BY PUBLISHING AND DISSEMINATING ARTICLES IN LOGISTICS BULLETINS, UNJLC WEBSITE AND LOGISTICS COORDINATION MEETINGS. UNJLC WOULD LIKE TO INVITE ANY HUMANITARIAN ORGANIZATION WHO S WORK IS RELATED TO LOGISTICS TO CONTACT UNJLC, WHERE APPROPRIATE UNJLC WILL PUBLISH ANY RELATED ARTICLES. UNMAO DE-MINING ACTIVITIES IN NORTHERN SUDAN In the Eastern State, MAG resumed operations in Al Lafa and cleared 1,444 sq. metres. They also cleared 17,262 sq. metres in Garada and 11,826sq metres in Um Brega. In Blue Nile states, MECHEM Group 3 continued verification and clearance activities on the Bullen - Bakori- El Deim- AbuSheneina track in Geissan locality and on the Djebel Kanje Geissan track in the Kurmuk-Geissan locality. A route survey had been planned for Samaha (SE of Nyala) in response to access by Humanitarian Organizations in light of the fighting that took place in the Muhajeriya area. The survey is postponed pending a report on security by UNDSS. 4. Logistics Assessments NSTR 5. Logistics Information Services UNJLC LOGISTICS MAPPING SERVICES UNJLC has a GIS mapping unit in its Juba field office now has an expanded capacity with 2 new staff. The primary activity is producing key logistics maps distributing over 2,500 hardcopies over the course of the year. UNJLC maps are published on; UNJLC Logistics Maps These include; Road Rehabilitation Priority Map, South Sudan Transport Overview Map, State level Transport Overview Map, Town Maps, Flood maps, Road rehabilitation progress maps, Road practicality and seasonal conditions map and mapping requests. We would like to thank the following agencies for their contributions to the mapping of Southern Sudan s roads; IOM, UNDSS, UNOPS, GTZ, Louis Berger Company, WFP, Ministry for Transport and Roads UNJLC also initiated an interagency GIS partner s coordination forum in South Sudan in collaboration with OCHA and SIM. UNJLC GIS officers conduct trainings and loan GPS units for partner who are willing to collect data for mapping requests. Mapping Requests ANY HUMANITARIAN ORGANIZATION CAN SUBMIT REQUESTS TO UNJLC FOR THE PRODUCTION OF LOGISTICS MAPS. UNJLC mapping unit will undertake any request that is within our capabilities to produce maps on behalf of the humanitarian community in Sudan. 6. AOB UNJLC River Assessment Report was circulated and is published on the UNJLC website at CARE/UNJLC is started the first period of free common transport services on 16 February. This is a free transportation service exclusively for NGO cargos from Khartoum to the Darfur capitals. To date, four trucks have been dispatched to Nyala other NGOs cargos are due to be transported next week. 8 HUMANITARIAN AIR SERVICE FUNDING A CRITICAL SERVICE IN 2009 $24 million (27%) funded Special thanks to ECHO, Denmark, Canada and Japan association with UNHAS WFP s largest air operation serving 315 agencies flying to over 188 locations in Sudan (108 in Jan) Fleet of 23 aircraft including five helicopters in Darfur - monthly average of 14,000 passengers & 120MT of NFI On forecast is US$5M from CERF and US$3M from CHF. If confirmed this will sustain operations to end of June 09.
