4 Go/oTc706 Paae: 3of 15 Pm B 1 Purpose To ensure all Drivers have thorough knowledge of routes over which they are required to drive trains. 2 Scope This standard applies to all Business Units, Private or Residual Operators, Franchises and other Personnel responsible for Drivers who are involved in the driving of trains over BR lines. 3 Principle Before any Drivers are permitted to work trains over any given route, they must have thorough knowledge of the route concerned. Before a Driver certifies a route for the first time, the person s competency must be assessed by a Traction lnspector~raincrew Leader who has a thorough knowledge of the route. Records of individual route knowledge of all Drivers must be maintained. Permanent notice BR 32709/4 (see Appendix C ), sets out the requirements, applicable to Drivers Route Knowledge. This notice must be displayed to all staff responsible for driving trains. Systems for route knowledge retention must exist. 4 Route Knowledge For a Driver to be competent to work over a route, knowledge of the following is required:- a) Geographical layout of route, centres served, and principal landmarks, including tunnels and junctions b) Names of running lines and directions of travel c) Location and capacity of loops and sidings d) Gradients and catch points

5 GO/0TC~06 Paqe: 4of 1!5 4.1 Route knowledge (cont.) e) f) Curvature and permanent speed restrictions Location on route where restrictions of speed apply to specific vehicles 9) Position and function of all signals h) i) j) k) 1) m) Knowledge of signaling systems applying within the route so that emergency rules can be properly carried out Position of ground frames The location of level crossings, particularly open crossings and those equipped with automatic half-barriers and miniature red/green lights If applicable, within areas electrified with overhead lines, knowledge of neutral sections and wired/unwired sections of route Location of signal-boxes, signals, stations and other points where telephone equipment is available for reporting of incidents, etc. and availability of emergency equipment Knowledge of authorised walking routes applicable to all locations to which the person has programmed work. 5 Certification of Route Knowledge After learning a route, the person must be assessed by a Traction inspector/traincrew Leader who must have a thorough knowledge of the route. The Driver must be assessed for competency in items as detailed within section 4 of this standard. A Route Knowledge Record Card is required for each individual. The card must ref Iect:- a) the sections of routes that the depot is programmed to operate over in accordance with the standards required for route knowledge retention b) name and signature of person who assessed the driver for competence, and actual date of the assessment c) columns for certification/cancellation of routes by the Driver d) a section for re-certification on an annual basis All route cards must be checked and certified every twelve months for each Driver by a competent person who is aware of the route knowledge requirements of the person s link position. All entries on the route cards shall be in ink, and be clear and concise.

6 GC)/0TC706 Page: 5of 15 5 Certification of Route Knowledge (cont.) 5.5 Signing or re-certifying a route must always be carried out in the presence of a competent person who will countersign the certification. 5.6 Any Driver who wishes to cancel a route knowledge entry must agree the justification for doing so with the appropriate manager. If it is considered the cancellation is justified, the Driver must not work over such route until such time as a refresher is given or a route conductor provided. 5.7 Where a route is re-signed after being cancelled, no further alteration must be made to the original entry, but a fresh entry should be made on a new line, or the card renewed. 5.8 Any cancellation, re-signing or amendment of a route must be accompanied by signature of re-certification and inspection. 6 Route Knowledge Retention 6.1 Criteria Work must be arranged so that route knowledge retention is maintained. A link of drivers must normally contain at least 5 days work in 12 weeks, or 7 days work in 16 weeks, over each route, When these criteria cannot be achieved, the route concerned must be evaluated by the Chief/Senior Traction inspector/lraincrew Leader for the depot concerned, to establish the required criteria. Consideration must be given to the complexity of the route, taking into account length, speed, signaling and type of train being worked, etc. The criteria must be underwritten by the Manager responsible and documented for auditing purposes, 6.2 Minimum Frequency of a route If a Driver has not travelled over a route on one occasion in six months, a route refresher must be provided before the route is next worked over. However, if a route has been subject to major change or the criteria for link size/structure cannot be achieved, a lesser period than six months might be justified. 6.3 Control Each depot must have a control system in place to identify a need for route refreshing.

8 Go/oTclo6 Page: 7of 15 Appendix C (BR 32709/4) British Railways Board NOTICE ROUTE KNOWLEDGE OF TRAINCREWS Every member of Traincrew is required to re-certify route knowledge annually by signing and dating in the space provided on the Record Card. Any member of Traincrew who at any time wishes either to add to, or cancel part of, his/her route knowledge record, must immediately advise the Traincrew Manager / Traction Inspector, stating what change is required. The Traincrew Manager/Traction Inspector, in cases of wishing to cancel, will, if they consider it justified, either arrange for the necessary refresher or will enable amendment to the Route Knowledge Record Card. No member of Traincrew may work trains over any section of the line unless he/she has signed a Route Knowledge Record Card, or is provided with a competent conductor. On application, reasonable facilities will be afforded to Traincrew to learn new routes or to regain or refresh the knowledge of routes for which they have previously signed, provided that, in the view of the Traincrew Manager/Traction Inspector, and subject to the provisions of any local arrangements which may be in operation, knowledge of such routes is required. 9 Go/oTclo6 Appendix D Code of Practice ROUTE LEARNING AND REFRESHING Paae: 8of 15 fi General Appropriate Route Learning in accordance with Group Operational Traincrew Standards GO/OTCl 06 must be given to enable required standards of competency to be achieved for safety and interworking. This Code of Practice is advisory and details the:- a) Various methods of acquiring route knowledge b) Learning techniques, including use of visual aids, handouts, etc. c) Control of route learning and refreshing. 2 Acquisition of Route Knowledge 2.1 Methods Route knowledge may be gained by any of the following methods:- a) Unsupervised self-education on the job b) Supervised training c) Training at a Route Learning School. 2.2 Unsupervised self-education on the job This method involves observation while riding in a driving cab and/or on foot in complex station / yard areas, A trainee should do the majority of this route learning in daylight but should also travel over the route in darkness. Careful control is required, with concentration on the first section of a route of suitable length before progressing to the following section(s). Each section is then continuously refreshed while traveling to the next section(s). The boundaries of each section for progressive route learning should be determined by the nature of the route and the train service available on which the trainee can travel. 2.3 Supervised training on the job Consists of the following:- a) A route learning saloon in which a number of train crew can ride with a good view ahead while receiving a commentary on the route from a Route Instructor. This method of training is normally used where considerable numbers of staff require to be trained at one time, or over diversionary routes having little or no booked train service, as well as for refreshing such routes.

10 Go/oTclo6 Page: 9of 15 Appendix D - Code of Practice (cont.) b) When route learning saloons are not available or the number of staff involved is minimal, a full/part time route learning instructor may be provided to accompanying the trainees over the route. 2.4 Route Learning Schools Instruction is by the showing of charts, colour slides or videos, accompanied by explanations of necessary features by an instructor. In addition, some schools can provide facilities for walkabout training in complex areas by small groups of trainees with an instructor. Wherever schools exist to give training on a route they should normally be attended by every person learning that route before going out in a saloon or out on trains under self-instruction. Note:- Attendance at a Route Learning School is not sufficient in itself to gain a satisfactory level of route knowledge for initial Iearning purposes, and must be used in combination with on-the-job training or self - education. It may be suitable in isolation for refreshing purposes. It is essential that continuity of learning of a route be provided wherever possible, as interrupted learning can never be as efficient. 3 Aids to Learning Diagrams, photographs, slides, route learning videos and scripts should be provided where appropriate. The production of such aids will be the responsibility of Business Unit Profit Centre Headquarters, Traction Inspectors, Route Learning School Instructors, or other staff as available. Where aids to route learning are provided, it is essential that these are kept current. A system should be in place to update any changes. 4 Control of Route Learning The need for route learning must be very carefully considered and kept under tight control. Where the need does arise, Traincrew Managers must consider the means available to gain the necessary knowledge in relation to the numbers involved, learning time, etc. Each depot should have a learning pian for all routes (form D1 ). As previous experience of staff traveling over a route will vary widely, such plans need to be applied flexibly, Learning plans prepared by the Traction inspectors/traincrew Leaders should specify the number of days to learn the route with no previous experience of it, taking account of complexity, learning methods available, train service and should provide an outline diagram day by day. This will constitute the normal maximum norm. Drivers learning the route are not required to take the full period of the maximum norm. Traincrew Managers should indicate for each route a norm range to cover the needs of Drivers with the variations of experience indicated in 4,3.

Traction inspectors/traincrew Leaders should assess an appropriate norm, within the norm range, for each individual according to their knowledge and previous experience, and provide learning programmed for each day of the norm period. The norms and learning plans should be developed by the appropriate manager in conjunction with staff side representatives. A Driver or Relief Driver engaged in learning or refreshing routes must always carry written authority to do so signed by their supervisor. An example of this is attached as Form D2. For staff involved in learning over long sections of line, opportunity should be taken of obtaining a supervisors signature (on the form) from the furthest point, thus ensuring that the person has adhered to the plan. The form should be handed in at the depot and checked to ensure that all relevant information has been provided. A record must be kept of route refreshing performed to ensure that no unnecessary work is authorised. Following this check, the document should be dealt with in the normal way for paybill and other purposes. On return to the depot the form, with route learning diagram attached, must be handed to the Supervisor, (where such resources permit) who must check that all necessary endorsements have been made and that the reasons for any departure from programme are explained. The form should be retained and filed away for record purposes. 5 Monitoring of Route Learning The Traction inspector/traincrew Leader should obtain, not later than 08,00 each Monday, details of who will be engaged in route learning during the week, the times on duty and the services on which they will travel. A copy of this form must also be available to the Traincrew Supervisor ( example form D3). From this information, opportunity should be taken to monitor the person s progress and to ensure they are only learning routes for which they are programmed to. This could take the form of spot checks, to ensure that the plan is being adhered to, or occasionally riding with the person to ensure that no difficulties are being encountered. 6 Observance of Assessed Norms Prior to completion of the individual s assessed norm, the Supervisor should seek an assurance that the person will be in a position to sign for the route within that time. Should doubt be expressed, the person must be questioned by the Supervisor as to the reason(s) for this; the Supervisor can then judge how best to provide the necessary facilities to strengthen the person s knowledge in areas of weakness in order to enable them to sign their Route Knowledge Card as soon as possible, Attached as form D4 is an example copy of a Route Knowledge Record Card
