All visitors and service providers who wish to gain access to any vessel must be included on the agent s list of authorised visitors and service providers for the vessel as per ISPS requirements. All visitors and service providers must provide proof of identity and sign for a visitor s pass prior to entry to the Terminal. All visitors and service providers must comply with safety instructions issued by security officers and / or Patrick employees. All vehicles must be parked in the designated car park area and visitors / service providers must proceed to the vessel via the pedestrian access way. If necessary, security officers will escort service providers with stores and equipment to the gangway. 5 FREMANTLE The Maritime Transport Security Act 2003 requires compliance with the International Ship and Port Facility Security Code (ISPS Code) This facility is currently operating at Security Alert Level 1 Normal. Patrick Terminal Fremantle has an approved Security Plan under the ISPS Code. Under the security plan, Patrick Terminal will control access and activities taking place on this site. This includes controlling access to the site for visitors and contractors seeking access to your ship and for stores being delivered to your vessel. You should take note of the following, Your agent has provided us with a list of persons and deliveries expected during this visit. You should advise the agent if you require changes to this list. If a person or delivery is not on the agents list, we will contact you and request confirmation that the person or delivery is expected and that you authorise Patrick Terminal to allow that person or delivery to proceed. If we have any doubt regarding a person or delivery to your vessel we will require the Ship Security Officer to visit the security gate and identify the person or delivery prior to entry to the site. The ISPS Code requires Patrick Terminal to maintain continuous communication with a ship at berth. The means of communication is through the Patrick Terminal Duty Shift Manager. The contact details for the Patrick Terminal Duty Shift Manager are provided in this booklet. The Port Facility Security Officer for this site is David Power (Ph: ) It is suggested that for routine matters the initial contact should be with the Patrick Terminal Duty Shift Manager. Under the ISPS Code, the ship is also required to establish a continuous means of communication with the port facility. 6 1. Marine Orders Part 32 Person in Charge. Marine Orders Part 32 (Cargo Handling Equipment) Clause: 9.1.1, requires Patrick Terminal to nominate a person who will be in charge of loading and unloading your vessel at this port. The person in charge of loading and unloading your vessel will be the Patrick Terminal Duty Shift Manager. 2. Port Facility Security Officer (Delegate) Operational Requirements Restricted Zone Under An Operating Portainer Crane To ensure the safety of persons aboard your vessel Patrick s maintain a restricted zone in the alley ways on either side of a bay being loaded / unloaded. Persons must not enter any part of the restricted zone when the portainer crane is operational. This requirement applies to Patrick employees, ships crew and visitors including official visitors such as AMSA inspectors, customs and quarantine officers etc. For operational purposes the Patrick Deckman and Team Leader are permitted to carry out their duties in this area. The restricted zone extends from one side of the vessel to the other but does not include the inboard and outboard walkways running fore and aft of the vessel. When a person is walking along the fore and aft walkways it is their responsibility to ensure they do not walk under a crane load or an empty spreader. Where entry to the restricted zone is unavoidable the Patrick shift manager must be informed before entry and he will arrange for the crane work to cease.

Non Standard OOG by prior arrangement through shipping line. Timeslot bookings via the VBS. Refer to 1-Stop website. 5.2 Additional Information All export cargo must be pre-advised (PRA) via 1-Stop. Import containers delivered after the expiration of free storage days will be subject to storage charges as per the standard schedule. Please refer to e-net for all storage charges. Page 10 of 14

11 5.3 Late Receivals Late Receival Request All late receival applications are to be submitted to the National Operations Centre and Vessel Operator for approval. Only applications submitted on the Patrick late receival spreadsheet will be considered for approval. All late receivals are to be submitted to Containers are to be PRA d and the late receival form is to be completed in its entirety upon application. Applications will only be processed during normal business hours 0800 to 1600 AEST, Monday to Friday. Please note under normal circumstances no hazardous late receivals will be considered at East Swanson Dock. Late receivals that are cancelled or which do not eventuate will attract the late receival fee. All late receivals are to be applied for in a timely manner as no containers will be received after vessel arrival at berth. Although the terminal will make every effort to accommodate the receival of containers at the requested delivery time, in circumstances where they cannot, time slots will be issued at the terminal s discretion. Early Receivals Early receivals maybe accommodated by prior agreement with the National Operations Centre. All applications are to be submitted to lrec@patrick.com.au on the Patrick early/late receival form. Early receivals will attract export storage charges in excess of seven (7) days. 5.4 Hazardous Containers Hazardous exports will be issued with VBS slots after the validation of correct and complete PRAs and MO41 at least 24 hours prior to nominated receival date. Patrick may defer receival of hazardous exports beyond vessel cut-off time to remain within the hazardous limits of the facility. An original MO41 must accompany hazardous cargo no later than 12 noon the day BEFORE vessel cut off or it will not be received. Containers must be PRA d at the same time. Incomplete documentation will be rejected. Hazardous imports affecting the terminal threshold (Red-Line) must be picked-up within 24 hrs of discharge and other hazardous imports must be picked-up within 3 days of discharge. Otherwise container operator must arrange for removal to a bond facility. Page 11 of 14

12 5.5 Ship Working Arrangements Where required, labour will be provided 3 shifts per day 7 days a week. DAY SHIFT: EVENING SHIFT: MIDNIGHT SHIFT: 0700 to 1500 (non continuous) 1500 to 2300 (non continuous) 2300 to 0700 (non continuous) Terminal is closed for vessel operations from 1500hrs X mas Eve until 0600hrs on Boxing Day & 1500hrs New Years Eve to 0600hrs on New Years Day. 6.0 IT Systems 6.1 Operating Systems OMS SPARCs VBS Client Access The Operational Management System is the database for container tracking within the Terminal. The Synchronised Planning and Real time Control system is a graphic based system using real time data from OMS. SPARCs is used for ship and yard planning. The vehicle booking system (VBS) is administered by 1-STOP. Carriers wishing to utilise the VBS system must be registered. (Registration details, associated costs and minimum hardware / software requirements can be obtained via 1-STOP. Is via the internet at enet.patrick.com.au Applications for Login and Passwords must be submitted to the Patrick IT Helpdesk on Helpline It is the contact point for all client access enquiries and / or system issues. 13 7.2 Container Storage Charges A free storage period commences from the day the cargo is made available by the Terminal. Storage charges are payable on all containers/goods left undelivered after three (3) working days (Monday to Saturday) including the day of availability. Charges effective 1 July 2014: ISO Containers; per TEU per day or part thereof. Day 1 to 2 AUD GST per day Day 3 onwards AUD GST per day General Yard Handling Fee: AUD GST per move per ISO container Reefer power and monitoring in excess of the free storage period will be charged at a daily rate of: AUD GST (a) All tariff rates are exclusive of Goods and Services Tax which is payable in addition. (b) Subject to Patrick Stevedores Standard Terms and Conditions, copy available upon request. (c) Credit Terms payment is required prior to release of containers / cargo. (d) Tariff, Terms and Conditions are subject to change without notice. 14 8.0 Maritime Security Levy This levy is to recoup Patrick s compliance cost with the Maritime Transport and Offshore Facilities Security Act (and Regulations) 2003, which gives effect to the International Ship and Port Security (ISPS) Code, which was introduced on 1 st July Security Levy at leased site Berths 8 to 10: AUD GST per laden container/bolster/flat rack or any unit to ISO standard. Levy will be subject to periodic review. Levy will not apply to empty containers or transhipment movements within the same Patrick facility. Page 14 of 14
