4 1 Introduction Port of Melbourne Corporation (PoMC) has committed to preparing project reports for the (Project) on a quarterly basis. This report is the twelfth Project report. In accordance with the Project for Construction (), the quarterly Project report provides a summary of key Project construction and dredging activities. This report describes performance against the requirements for the period 1 January to the 31 March This report is a requirement of the with relevant findings for the period divided into the following sections: Project Activities Activity Update o o o o o o Communications and Consultation Summary Audits Inductions and Training Reporting and Notifications to Government Agencies Environmental Incidents Environmental Monitoring Buffer Management Plan Activity Update. The current (Revision 7 published 2 March 2016) is available on Port of Melbourne Corporation s website ( 2 Project Activities The Project incorporates the following components: the development of additional container capacity for Victoria by the development of Webb Dock East as a new international container terminal the development of Webb Dock West to accommodate Victoria s roll-on, roll-off import and export automotive trade alongside the creation of ondock pre-delivery inspection facilities infrastructure upgrades at Swanson Dock to facilitate the increase of the capacity of existing container terminals (this is subject to investment by incumbent stevedores). 5 In addition, the Project includes the development of significant backbone infrastructure including road connections, buffer walls and barriers, wharves and associated facilities. The Webb Dock works are expected to be completed in Project works are undertaken by PoMC and Contractors (engaged by PoMC) and are managed in accordance with contractor construction management plans and procedures. Project works to deliver equipment, systems and other superstructures are being undertaken by Contractors engaged by Operators (appointed by PoMC) and are managed in accordance with development agreements. Figure 1 provides an overview of Project construction activities throughout the quarter which are further described below. Page 5 of 17

7 2.1 Civil works Roads and Services contractor BMD Group (BMD), continued work throughout the PCP precinct during the quarter. BMD s activities included: Continuation of West Gate Park landscape mound works Installation and commissioning of new services along Webb Dock Drive and Kooringa Way Completion of noise wall construction activities north of Williamstown Road Completion of Webb Dock Drive construction including switch of operational traffic from Todd Road onto Webb Dock Drive Commencement of over dimensional gate construction across Williamstown Road Completion of excavation, dewatering and recoating activities for APA/VIVA pipeline works Continuation of pipe protection and road construction works across APA/VIVA pipeline. During the reporting period, PoMC awarded the Completion Works Package (Completion Works) to contractor McConnell Dowell. McConnell Dowell commenced preparation of contractor management plans and undertook the following: Early site investigation works Commencement of site compound establishment Commencement of Short Road Track improvement works. 2.2 Maritime works Maritime Works Contractor, McConnell Dowell, continued work throughout Webb Dock East and Webb Dock West during the quarter. McConnell Dowell s activities included: Dredging by the Machiavelli within Webb Dock and disposal of material at the Port of Melbourne Dredged Material Ground Continuation of Webb Dock East wharf rehabilitation and strengthening activities at Berth 4 Completion of pile extraction work at Webb Dock East Berth 4 Continuation of deconstruction works at Webb Dock West Berth 3 pontoon Page 7 of 17

8 Continuation of earthworks and installation of services at Webb Dock West for the construction of the wharf at Berth 3 Completion of piling installation at Webb Dock West Berth 3 Commencement of concrete deck pouring and southern revetment wall installation at Webb Dock West Berth PoMC Works PoMC engaged consultants to undertake the following works within the reporting period: BlueSphere undertook the drilling, installation and subsequent testing of groundwater wells for the Environmental Site Assessment within the Automotive Terminal to be leased to MIRRAT. Senversa undertook soil sampling, groundwater well installation and groundwater testing for the Environmental Site Assessment within the new SeaRoad lease boundary at the rear of Webb Dock East Berth Operator Works International Container Terminal and Empty Container Park (VICT) During the reporting period, VICT and its builder BMD, continued construction activities in the Terminal Area (On-Dock Area), Gate Control Area (Off-Dock Area) and Empty Container Park. Activities included ground improvement, drainage works, services installation, construction of internal roads, installation of crane rails, building construction and continuation of building fit out. During the reporting period some areas transitioned from construction phase to commissioning operational phase Automotive Terminal (MIRRAT) During the reporting period, MIRRAT and its builder CPB Contractors (formerly Leighton Contractors), completed construction activities in the Automotive Terminal area including the importation and placement of finished surface materials, asphalting, service installation, construction of pavements and building fit out. 9 2.4.3 Pre-Delivery Inspection Facility (Patrick Autocare) During the reporting period, Patrick Autocare continued to operate. Minor landscaping works remain to be undertaken before construction works are deemed complete Pre-Delivery Inspection Facility (PrixCar) During the reporting period, PrixCar continued to operate and its builder Donnan completed minor earthworks and construction activities. 3 Activity Update 3.1 Communications and Consultation Summary Communications for the Project were managed in accordance with the. During this reporting period, Project communications included: Stakeholder Engagement engagement activities focused on construction activities including a weekend closure of Todd Road in March, commissioning of the internal port road, Webb Dock Drive and closure of Williamstown Road west of Todd Road. PoMC and its contractors continue to hold meetings with a number of associations, organisations, peak bodies and industries representing community, transport users and residents to inform stakeholders. Newspaper and radio communications PoMC undertook a two week advertising campaign in relation to the Todd Road closure in the Herald Sun and Port Phillip Leader newspapers. Publications Flyers about the new Webb Dock Drive road opening and closure of Williamstown Road west of Todd Road were produced and distributed to the Port s stakeholders. The Project s weekly works advisory notices continue to be published online providing a look ahead of construction activities. Media Releases (Advisory Notices) No media releases were issued during this reporting period. A total of 11 weekly works advisory notices were distributed to local stakeholders and representatives via , letterbox drop and made available online. Project enews One enews about the Todd Road closure was issued during this reporting period. The Project also issued its quarterly enews to the Trade Relocation Group and Project Liaison Group. 10 Online activities Regular website updates including the addition of the Project s Quarterly Project Report, PCP EMP (Revision 7) and works advisory notices continue to be available via the PoMC corporate website. Public Enquiries The Project responded to 11 enquiries to capacity@portofmelbourne.com, 41 calls on the Project s toll free number and one letter. All enquiries were responded to in accordance with the Project s enquiries and complaints procedure. These enquires are in addition to a number of other stakeholder contacts with individuals and groups. Public Complaints This reporting period, the Project received two related complaints regarding noise. The complaints were acknowledged, investigated and managed in accordance with the requirements of the Project s (refer to Section 3.6). Project Liaison Group (PLG) No PLG meetings were held during the reporting period. All previous PLG meeting summary notes are available on the PoMC corporate website. Notice to Mariners and Shipping Protocols Three Notices to Mariners were issued during this reporting period relating to scheduled stoppage of dredging works, relocation of temporary buoys and construction of the revetment wall at Webb Dock West. 3.2 Audits Seven internal audits were conducted by PoMC during the reporting period focusing on the Contractors and Operators implementation of the Project Delivery Standards. A number of improvement opportunities and recommended actions were identified. From the information reviewed there was no evidence of a non-conformance with the EMP. In February 2016, one external independent interim audit was undertaken: The external independent audit was conducted over one day, focusing on PoMC s implementation of Project Delivery Standard 14 Contaminated Material of the PCP EMP: o The external audit included an audit of VICT construction activities and a site close out audit of MIRRAT construction activities. The audit did not find any evidence of nonconformance with the EMP. The external auditor identified two improvement opportunities and two recommended actions relating to site management and documentation. Page 10 of 17

11 In March 2016, one external independent interim audit was undertaken: The external independent audits were conducted over two days, focusing on PoMC s implementation of the EMP and all relevant Project Delivery Standards with the exception of Project Delivery Standard 14 Contaminated Material: o The external audit included BMD, McConnell Dowell (Maritime) and VICT construction activities. The audit did not find any evidence of non-conformance with the EMP. The external auditor noted two non-conformances, one against Project Delivery Standard 12 Stormwater and Groundwater management and one against Project Delivery Standard 15 Marine Pests as previously identified and notified by PoMC. Refer to section 3.5 for more information. The external auditor identified one improvement opportunity relating to site management. 3.3 Inductions and Training Comprehensive training on the requirements of Project approval conditions including the is provided to personnel working on the Project. This is communicated via Project inductions and task specific training, and will continue to be provided to new personnel as required. During the reporting period 613 project inductions were completed. In addition, two contractors completed the training. No Cultural Heritage Management training was required to be undertaken this reporting period. 3.4 Reporting and Notifications to Government Agencies Reporting and notification requirements to government agencies are identified in Table 2 and Table 4 of the, EMP approval requirements and Notification and Reporting Requirements, respectively. The following reports and notifications were made during the reporting period: One notification relating to the provision of the Environmental Management Plan Quarterly Project Report No. 11 to Department of Environment, Land, Water & Planning (DELWP), Environmental Protection Agency (EPA Victoria) and the Commonwealth Department of the Environment. DELWP acknowledged the provision of the Quarterly Project Report No. 11. This notification was procedural and did not indicate or relate to any nonconformance with the provisions. One notification relating to the minor revision to the Environmental Management Plan (Revision 7) to DELWP, EPA (Victoria) and the Page 11 of 17

12 Commonwealth Department of the Environment. DELWP acknowledged the revision to the. This notification was procedural and did not indicate or relate to any nonconformance with the provisions. Three notifications relating to the identification of potential heritage items were made to Heritage Victoria and DELWP this reporting period. The items encountered included one timber pile and chain and two glass bottles. Management of the items was undertaken in accordance with the PCP (EMP) and included consultation with the Project Archaeologist and Heritage Victoria. These notifications were procedural and did not indicate or relate to any non-conformance with the provisions. Two notifications to the relevant agencies relating to two nonconformances with the provisions, Project Delivery Standard 12 Stormwater and Groundwater management and Project Delivery Standard 15 Marine Pests. One of these notifications related to a stormwater environmental incident at the MIRRAT site. The other notification related to a procedural nonconformance at the McConnell Dowell (Maritime) site. Refer to section 3.5 for more information. One notification relating to the completion of the Annual Independent External Environmental Audit of Implementation of the EMP. The audit report covered the auditing period 1 January 2015 to 31 December The audit report was provided in March 2016 to DELWP, EPA (Victoria) and the Commonwealth Department of the Environment. The report is published on the PoMC corporate website. This notification was procedural and did not indicate or relate to any nonconformance with the provisions. 3.5 Environmental Incidents A culture of reporting all incidents and near misses, no matter how minor, is supported by PoMC. Several minor incidents occurred during the reporting period relating to waste management, hydraulic oil spills caused by hydraulic hose bursts and minor hydrocarbon spills to land. One non-conformance with the PCP Project Delivery Standard 12 Stormwater and Groundwater Management occurred. Project Delivery Standard 12 requires the development, implementation and maintenance of a stormwater management plan to appropriately contain and manage discharges. Page 12 of 17

13 On 22 January 2016, turbid stormwater discharged from the MIRRAT site. During the event, turbid stormwater discharged from a drainage outlet connected to a commissioned stormwater treatment pond into the Yarra River. This was not in accordance with MIRRAT s stormwater management plan, which requires all commissioned stormwater systems only discharge clean water. Mitigation controls were implemented to minimise ongoing stormwater discharges until rectification works were completed. An investigation has been undertaken and preventative measures associated with redesign and modification to the stormwater treatment pond put in place. The investigation report has been finalised and submitted to relevant agencies. One non-conformance with PCP Project Delivery Standard 15 Marine Pests occurred. Project Delivery Standard 15 requires a marine pest inspection and certification of monitoring and support vessels, dredgers and pontoons is required before mobilisation onto project, where these are sourced from outside Port Phillip Bay. Certification must be received from the final port of call, before entry to Port Phillip. On 1 March 2016, a vessel associated with the McConnell Dowell maritime site entered Port Phillip Bay and commenced works on the Project, prior to receiving the required marine pest certification. The required certification was received on 3 March 2016 after its entry into Port Phillip Bay. The certification confirmed that the vessel did not pose a risk of introducing marine pests to Port Phillip Bay. An investigation is currently being undertaken and report is being finalised prior to submission to relevant agencies. 3.6 Environmental Monitoring The includes two environmental monitoring programs (airborne noise and dust). Dust was monitored via visual assessment. Dust monitoring informed site dust management activities in accordance with the Contractors and Operators Dust Management Plans. Where dust emissions were confirmed to be attributable to the Project activities, appropriate management actions were taken to reduce dust levels to an acceptable level as reasonably practical. Progression of works and the sealing of exposed surfaces have reduced the dust risk associated with site activities. During the reporting period no dust complaints were received. Noise monitoring, where applicable, will be activated in response to complaints. Two complaints relating to construction works were received and were investigated and managed in accordance with the Project s EMP: Page 13 of 17

14 On 12 February 2016, one noise complaint relating to piling noise was received. Piling works was confirmed to only be undertaken during normal working hours on Webb Dock West. Piling works were compliant with EPA Noise Control Guidelines (1254) therefore no management action was required. On 18 March 2016, a noise complaint relating to PCP activities was received. At the time of the complaint, no works were being undertaken however lighting tower generators associated with Williamstown Road closure works were in operation. PoMC confirmed that the noise was attributable to the lighting tower generators. Mitigation measures were implemented to reduce audibility and ensure compliance with EPA Noise Control Guidelines (Publication 1254). 4 Buffer Management Plan Activity Update 4.1 Buffer Management Plan Development and Approval PoMC developed a Buffer Management Plan to fulfil the Coastal Management Act 1999 (Vic) Consent and Incorporated Document, Webb Dock Precinct, October 2012, requirements. The Buffer Management Plan has been approved by DELWP (then DEPI) and the Minister for Planning. Development of the Buffer Management Plan involved public consultation including specific community workshops, specialist local government forums as well as presentations to local government, key government agencies and interested community members. The Project Liaison Group, comprising representatives from community, council, peak bodies and industry representatives, and active on-line communication channels have provided feedback in the formulation of the Buffer Management Plan. 4.2 Buffer Planning, Design and Construction Activities The buffer areas documented in the Buffer Management Plan continue to undergo a detailed design process to give effect to the outcomes sought in the endorsed Buffer Management Plan. A summary of the construction status of each Interface Area and features of the detailed design process is provided in Appendix B. Page 14 of 17
