Cleveland Health Line BRT A planning study to identify high capacity transit improvements that: Connect to key destinations Support and contribute to local land use plans Reduce travel time Are user friendly and easy to understand Boost economic development Provide service that is equitable, inclusive, and cost effective EmX BRT Eugene, OR

What is the Peninsula Corridor Study? The Study is being managed by Hampton Roads Transit (HRT) in cooperation with the Cities of Newport News and Hampton.

Building on Previous Studies

Focus of Study Types of Transit Alternative Transit Modes Mode Examples Typical Stop Spacing (Miles) Typical Daily Ridership Standard Bus HRT Bus System to 5,000 Express Bus HRT MAX Routes 0.25 to to 5,000 Bus Rapid Transit Orlando - Lymmo Cleveland - Health Line Eugene - Emerald Express 0.25 to 1.0 5,000 to 15,000 Streetcar/Trolley Portland Seattle Charlotte 0.25 to 0.5 1,500 to 10,000 Light Rail Transit (LRT) Norfolk Tide Minneapolis Charlotte Dallas 0.25 to 1.0 5,000 to 30,000

Study Process Purpose & Need Tier 1 Alternatives & Screening Tier 2 Alternatives & Evaluation Recommendations & Next Steps

Project Schedule

Study Outcomes At the end of this study, we will have: A plan prioritizing the strongest high capacity transit corridors on the Peninsula Geographic corridor(s) Transit mode System Definition A short list of alignment alternatives that can be evaluated with the NEPA process An assessment of the potential for funding through Federal, State, and Local sources The shortlist of alignment alternatives will be carried forward into the NEPA process DEIS is expected class of action

Public Input, Round 1 In-person and online Public meetings: May 2016 Pop-up meetings: June through August Survey and online comments: May through September Summary of input Improve transit frequency, reliability, stop amenities, connections, and affordability Connect people to jobs and ensure that the region remains attractive to residents and businesses. Corridors generally emphasized: Newport News north/south travel Inter-city travel in the south, between the two downtowns Inter-city travel from north Newport News to southeast Hampton

Issues & Opportunities Purpose and Need Provide Travel Choices Support Growth in Accordance with Plans Mitigate Increase in Congestion by Attracting Riders Need Contribute to Desirable Place & Attract New Residents Effectively Compete for Federal Funding

Tier 1 Alternatives

Evaluation Process Through the evaluation process the level of performance measurement increases and the number of alternatives decrease to reach a project recommendation Evaluation will: Assess each corridor using set criteria Score the corridors and compare relative scores and rankings Select corridors for further evaluation

Evaluation Criteria Provide Travel Choices Serves Public Facilities & Popular Destinations Transportation Connections Transit Reliability Transit Travel Time Savings Support Growth in Accordance with Plans Employment (Jobs) Population Land Use Mitigate Increase in Congestion by Attracting Riders Corridor Transportation Capacity Transit Ridership Likely Property Impacts Traffic Flow Contribute to Desirable Place & Attract New Residents Impacts to Environmental Features Serves Households Likely to Use Transit Serves Households without Cars Effectively Compete for Federal Funding Meets Federal Guidance Capital Cost Operations & Maintenance Cost
