6 The Core Network The CN is a multimodal network Total length of Core Road network is 5.975km (3.019km of Corridors and 2.956km routes) Total length of Core Rail network is 4.615km (3.083km of Corridors and 1.532km routes) Core IWW River Danube with the length of 588km and River Sava with navigable length of 593 km Seven Sea ports and two River Ports Eleven Airports

7 The Core Rail Network 3 Corridors and 6 routes, total length of km The access by water are ports Rijeka, Split, Ploce, Bar, Duress and Vlora, External border crossings 11 inland and 6 by water (Rijeka, Split, Ploce, Bar, Durres and Vlore) Internal border crossings 18 inland Rail waiting times much longer than those at road border crossings (good example: Corridor X; Bulgaria-Serbia, Joint border station Dimitrovgrad, predicted waiting time will be less than 1h, and now it is more than 2h)

8 B. MoU Memorandum of Understanding on the development of the South East Europe Core Regional Transport Network (MoU) Signed by Ministers of transport and communication from participant countries, in Luxembourg, on June 2004

9 Objectives of MoU: To accelerate the economic development of the western Balkans countries and to promote closer economic and social cooperation. To co-operate on the development of main Core network (it includes: reconstruction, rehabilitation, upgrading and new construction) Integration among these countries as well as with countries in neighboring regions and the EU. The accompanying investment programmes in the region, Increased co-operation in the field of regulatory and administrative procedures in order to improve the flow of transit traffic and intra-regional traffic, Close cooperation among participants on the harmonization and standardization related to the EU.

10 Multi Annual Rolling Plan Objectives of the Rolling MAP - To enhance regional interest through coherence with actions in other countries, - To stimulate economic development through better modal balance and expeditious use of resources, - To provide more efficient and effective management that will ensure financial sustainability, - To provide improvement of social integration and better living conditions, - To provide safer transport operations, - To enable the adoption of common and appropriate technical standards so as to provide homogeneous services across the Core Network. - Developing a regional approach to railway management, - Improving regional road management

12 SEE Core Network priority project list The MAP Priority Projects List includes 46 individual projects - with 24 projects on Corridors, 13 on Routes, and 9 in Terminals. From that 16 are for Rail Of the 46 priority projects (total billion investment required), 21 are in an advanced stage of maturity, 6 in the intermediate stage and 19 at the conceptual stage. For railway billion is required

14 SEETO Soft measure The most important results: - Draft Harmonized infrastructure charging regime; - Draft Harmonized Network Statement (NS); - Regional Plan to improve regional railway operations (passenger border controls on moving trains, introduction of Electronic Data Interchange (EDI) for freight operations, greater integration of railway border crossing policies)
