STANDARDS FACILITATING CHANGE IN ATM The RTCA, EUROCAE and EUROCONTROL Perspectives Anna von Groote Al Secen Peter Green Technical Programme Manager EUROCAE VP, Aviation Technology & Standards RTCA Head STAN Unit 8 March 2017

The EUROCONTROL, EUROCAE and RTCA Perspectives OBJECTIVE To emphasise the importance of standards in facilitating change in ATM and how cooperation between EUROCONTROL, EUROCAE and RTCA is a key enabler STANDARDS FACILITATING CHANGE IN ATM 2

OUTLINE 1. Objective 2. The RTCA Perspective 3. The EUROCAE Perspective 4. The EUROCONTROL Perspective 5. Questions? At the end please STANDARDS FACILITATING CHANGE IN ATM 3

RTCA - Inputs for ATM Standards Operators ANSP Manufacturers Regulators Portable Electronic Devices Terrain and airport data bases VHF air-ground Automatic Dependence Surveillance Communications Satellite navigation systems ACAS/TCAS Unmanned Aircraft Systems 406MHz Emergency Locator Transmitter R&D International Bodies Standards Organisations ESO STANDARDS FACILITATING CHANGE IN ATM 4

RTCA Global Coordination STANDARDS FACILITATING CHANGE IN ATM 5

RTCA: Organisational Overview and Scope of Standards (1/2) RTCA Organisation: Corporate Board 12 staff 600+ Member Organisations Members Operation Serves as a Federal Advisory Committee - Domestic, international, aircraft, infrastructure, labor, suppliers, airports, academia Consensus-based recommendations Used as bases for TSOs, investments STANDARDS FACILITATING CHANGE IN ATM 6

RTCA: Organisational Overview and Scope of Standards (2/2) NAC - NextGen Advisory Committee Federal advisory committee formed to provide advice on policy-level issues facing the aviation community in implementing NextGen DAC Drone Advisory Committee Federal advisory committee formed to provide advice on the integration of unmanned aerial systems into the National Air Space (NAS) PMC - Program Management Committee Manages the technical Federal advisory committee-related business of RTCA SC - Special Committees Composed of expertise from the aviation community to generate recommendations in response to requests from the FAA to address technical topics TOC - Technical Operations Committee Provides an open avenue for FAA and NAS users to identify and resolve operational issues affecting efficiency STANDARDS FACILITATING CHANGE IN ATM 7

RTCA Perspective Evolving to Meet the Need NextGen/SESAR demand a highly integrated cockpit The evolving airspace requires a system-of-systems approach (airborne/ground) and recognition of new Operational Concepts (in parallel) Communication, Navigation and Surveillance capabilities are increasingly interrelated - and further recognition that information supporting multiple domains is increasing Interrelationships among standards are increasing in complexity (CNS, Ground automation) STANDARDS FACILITATING CHANGE IN ATM 8

EUROCAE: Organisational Overview and Scope of Standards (1/2) EUROCAE Organisation General Assembly Council 20 Members Technical Committee 12 Members General Secretariat 8 staff ~ 220 Members from 34 countries - Europe, US, other regions Domestic and International, Industry, Services Suppliers, Airlines, Airports 36 active working groups 1400 experts Operation Consensus-based recommendations Transparent and open process Membership open to all interested parties Used as a basis for ETSOs, investments Global recognition and application of EDs STANDARDS FACILITATING CHANGE IN ATM 9

EUROCAE: Organisational Overview and Scope of Standards (2/2) President and General Assembly Strategic decisions through Full Members votes Council Final decision-making body TAC - Technical Advisory Committee Technical and operational advisor to the Council and the General Secretariat General Secretariat Day to day management and further development of the Association STANDARDS FACILITATING CHANGE IN ATM 10

EUROCAE Perspective Challenges Faced Political - Multiplicity of infrastructures, systems, rules - Differing requirements, priorities, funding, mandates - New users and demands on the system Technical - Integrated systems approach - Interoperability - new (differing and fast evolutionary) technologies - Introduction of new vehicles (UAV) and operations concepts Operational - Safety and Security - Ever increasing capacities to solve air traffic congestion - Investments and benefits of new technology - Ever more scarce resources available for standardisation STANDARDS FACILITATING CHANGE IN ATM 11

EUROCONTROL: Organisational Overview and Scope of Standards (1/2) Organisation 41 Member States, Centres of Expertise Legal Basis EUROCONTROL Convention and Decision of the EUROCONTROL Permanent Commission 2005 Purpose Focus - implementation of Single European Sky and deployment of concepts and technologies Development process Mandatory for EUROCONTROL Organisation Needs-based through pre-validation Drafting groups access to EUROCONTROL and external expertise Public consultation STANDARDS FACILITATING CHANGE IN ATM 12

EUROCONTROL: Organisational Overview and Scope of Standards (1/2) Operation EUROCONTROL Specifications and EUROCONTROL Guidelines Focus on cross-boundary, network-oriented products, services and interoperability specifications Enabling the procurement and installation of systems and regulatory compliance Validated standards: pioneer phases, prototyping, trials, test labs and operational feedback STANDARDS FACILITATING CHANGE IN ATM 13

EUROCONTROL Perspective - Cooperation as a Global Enabler Cooperation between RTCA, EUROCAE, EUROCONTROL and other standards bodies... strong enabler for global interoperability and harmonisation proportionate standardisation (shared pre-validation) exploitation of existing material (including non-aviation-specific) resources are finite - supports the pooling of resources and expertise Concrete developments... ICAO Standards Round Table EASCG Anna will explain STANDARDS FACILITATING CHANGE IN ATM 14

European ATM Standardisation Coordination Group (EASCG) Joint coordination and advisory group established to coordinate ATM-related standardisation activities Coordination of harmonised implementation of the required ATM-related functionalities in support of Single European Sky goals Need to ensure that the necessary standards are available, in a timely fashion and streamline relevant standardisation activities in Europe Increased need for new standards arising from the deployment of SESAR and the transition to performance-based regulation EASCG established in late 2014/early 2015 to support these goals

EASCG Rolling Development Plan (RDP) V3.0 published 3 March Future RDP updates include link to relevant ICAO work programme indicate joint standardisation activities, joint documents WAC Wednesday, 8 March 2017, 17:30 18:15 Standardisation: connecting R&D achievements, industrialisation, deployment and regulation
