RECOMMENDATION: THAT this report be received for information. PURPOSE: The purpose of this report is to advise Council on TransLink's upcoming open house in February regarding the proposed bus route changes in Delta. BACKGROUND: TransLink announced proposed changes on the 404 and 606/608 bus routes in Delta as part of the 2014 Service Optimization Program. A staff report summarizing the proposed changes was submitted to Council in the fall of 2013 (). DISCUSSION: TransLink has scheduled an open house in Delta for public feedback on proposed service changes to the 404 and 606/608 bus routes. Customers may participate inperson or online from February 3 to 19, The open house is scheduled for February 13, 2014 between 5 p.m. and 8 p.m. at the Ladner Community Centre ( Street). For those unable to attend the open house, an online questionnaire is available on TransLink's website: Optimization/Get-I nvolved. aspx

RECOMMENDATIONS: A. THAT TransLink be requested to provide a presentation to Council on the proposed service optimization. B. THAT a copy of this report be provided to TransLink. PURPOSE: The purpose of this report is to advise Council of the proposed bus service optimization changes. BACKGROUND: TransLink is currently conducting public consultation on bus service optimization changes for implementation in the summer/fall of : DISCUSSION: TransLink defines service optimization as a process of allocating transit resources from areas of low productivity to where demand is higher. These changes may include service frequency, vehicle type and network architecture. Changes proposed to services within Delta may include the 404 and 606/608 bus routes. 404 Se rvi ce Refinement The current peak hour frequency of the 404 route is 30 minutes. In 2011, the average daily boarding on the 404 bus route during the weekday was on average only 5 persons per trip, with commencement of the Canada Line it would appear that passengers are using faster more direct service routes to get to their preferred destination from Ladner Exchange to Richmond.

4 2014 Bus Service Optimization TL Page 2 of 3 Page 2 of 3 October 10, 2013 As illustrated in Figure 1, the proposed change is to remove the last leg of the bus route from Steveston Highway to Ladner Exchange and redirect it to Riverport. Bus patrons that currently use this route can transfer to the 601 at Steveston Highway/Highway 99 interchange for the trip to and from Ladner Exchange. RiCh '--.u~... - Add - Remove Figure 1: Removal of the last leg of 404 bus route 606/608 Ladner Loop Service Refinement The current peak hour frequency of the 606/608 route is 30 minutes during peak hours on weekdays. The current ridership is low. It is one of the lowest utilized routes in the system (203 out of 213 for annual boardings). As illustrated in Figure 2, the proposed change involves removing the 606/608 during peak periods and having a community shuttle service this route through Ladner. If this proceeds passengers would have to switch buses at the Ladner Exchange from the community shuttle to the 601 bus which would take them to the Canada Line. Prior to the service change in 2014, TransLink should review the frequency of the 601 bus to ensure a minimum wait time for the transfer at the Ladner Exchange. Furthermore, staff have told TransLink about the Marina Garden Estates development and informed them of the potential for additional future riders.

' Implications : Figure 2: Change to Route 606/608 to a Community Shuttle Financial Implications - There are no financial implications for Delta at this time. CONCLUSION: TransLink is planning to conduct public consultation on several bus service optimization changes in January 2014 for implementation later in the year. Staff recommends that Translink attend a Council meeting to explain the changes and the anticipated impacts to local residents. The greatest inconvenience will be to passengers that currently stay on the 606 or 608 with service directly to Bridgeport. Passengers that are picked up on this route will now have to transfer to the 601 at Ladner Exchange. Should the proposed 601/608 service refinement proceed, staff recommends that TransLink assess the potential for increased ridership by reviewing the frequency of the community shuttle and the 601 bus.
