6 Summary Narrative Last Saved: February 6, 2013 Losing Facility Name and Type: Meridian MS CSMPC Current SCF ZIP Code(s): 369, 393 Type of Distribution Consolidated: Destinating Gaining Facility Name and Type: Jackson MS P&DC Current SCF ZIP Code(s): , 396 Background: The Southern Area, with the assistance of the Mississippi District, has completed the First Post Implementation Review (PIR) of the Area Mail Processing (AMP) that consolidated destinating mail from the Meridian MS CSMPC into the Jackson MS Processing and Distribution Center. The transfer of destinating mail processing from the Meridian MS CSMPC to the Jackson Plant began in October 2011 with the Letter and Flats processing moving to Jackson in October. Most of the Priority and Parcel operations remained in Meridian and were not fully transferred to Jackson until March The data for the Pre-AMP period was January 01, 2010 thru December 31, The data included all operations for the Meridian MS CSMPC and the Jackson P&DC. The data for the First PIR was October 1, 2011 thru March 31, Financial Summary: Total Annual Savings Total First Year Savings 1 t PIR vs Pre-AMP $1,105,137 $1,076,457 1 t PIR vs Approved $96,684 $96,684 The first PIR approximate first year savings is $1,076,457 which is above the first year proposed savings of $979,772. The proposed annual Mail Processing Savings were $508,076. The first PIR shows an actual increase in Mail Processing Costs of $11,409 annually. Most of this attributed to under projecting the staffing and work-hours needed to operate the Meridian HUB. The Work hour savings for Losing Facility thus far have been 4,078 hours compared to an annual projection of 18,086 hours. It should also be noted that Priority and Parcel operations remained in Meridian thru most of the first PIR period. Other issues include Maintenance over-runs associated with employee placement outside 50 mile radius and additional transportation cost to help improve service. Customer Service Considerations: The EXFC overnight, 2-day and 3-day mail service performance is shown below for the Meridian MS CSMPC and the Jackson MS Processing and Distribution Center. 7 Gaining Facility: District: Jackson MS P&DC Mississippi Transportation Changes: The approved AMP projected an annual Transportation Savings of $280,904 annually. The savings for the first PIR compared to the approved AMP was $20,445. The first PIR saving compared to Pre-AMP was $301,350. The Highway Contract Route 390MB was initially planned to run into and out of Meridian servicing Louisville MS, Philadelphia MS, and Noxapater MS. This HCR was later adjusted to run into and out of the Jackson P&DC to service those offices. There was an increase in PVS Workhour costs at the Jackson P&DC of $78,743 non related to the AMP which negatively impacted the transportation savings. Staffing Impacts: The approved AMP proposed 41 Craft positions for Meridian compared to 49 for the first PIR and 355 Craft positions for Jackson compared to 353 for the first PIR. This results in in an overage of 6 for the first PIR. Most of this overage is due to under projecting the needs for the Meridian HUB operation as well as the contractual issues associated with excessing the Maintenance employees out of Meridian. Also EAS staffing for Meridian is over by 1 however, the first PIR shows EAS staffing is 8 under the proposed staffing because of 9 unfilled positions in the Jackson Plant. PIR Summary Narrative 6

This results primarily from the removal of all mail processing equipment from the Meridian CSMPC. The first PIR shows Maintenance savings at $57,976 compared to the approved plan and $194,209 compared to Pre AMP. Space Impacts and One-Time Facility Costs: There are no costs or savings in the approved AMP Proposal related to allocation or reallocation of space in the Meridian CSMPC or the Jackson Plant. 7 PIR Summary Narrative
