5 RNO Direct Airport Access Ramp Removal Concerns NDOT Plan eliminates ground access redundancy for first responders, in the event of a mass casualty crisis NDOT Plan creates single point failure intersections, where a traffic disruption (accidental or purposeful) would make facility and its occupant, vulnerable targets the soft NDOT Plan does not use Airport Master Plan forecast which identifies a 64% increase in annual passengers to 6.5 million by 2036 equating to a significant increase in vehicle traffic If the I-580 Direct Airport Access Ramps are removed, RNO will be the only Top 100 Airport without direct highway connectivity CCCTA 01/14/19 Board Meeting Presentation Page 17 of 23

7 Airport Access Conflict/Delay Comparison with Design Options The RTAA engaged the services of a traffic engineer to provide an independent traffic engineering review of the proposed NDOT alternatives and develop alternative concepts which retain or enhance existing airport access. These alternatives have been shared and discussed with NDOT. 8 Next Steps RTAA Board Resolution 537 (Adopted June 14, 2018) Urges NDOT to include the RTAA Design Alternative into the EIS Allow the RTAA to be involved in evaluation of the Alternatives: Environmental Impacts, Traffic Modeling, and Financial Planning Urges the Regional Transportation Commission (RTC) to include the RNO FAA approved passenger forecast into their transportation model Provide comments on the DEIS once released Continue working with NDOT as a Participating Agency and building support for the RTAA Alternative as the Preferred Alternative in the EIS and beyond CCCTA 01/14/19 Board Meeting Presentation Page 20 of 23
