2 The Port of Bar fundamentals The Port of Bar is holding company, in which the State is main holder with participation 54% in corporate capital. At this moment, the port covers the area of 200 ha (including the port aquatorium of approximately 80 ha). According to the Detail Urban Plan (DUP), aditional area (cca 400 ha) are dedicated for further port development.

4 Terminals CONTAINER TERMINAL The length of the operational quay is 330 m; The depth of the water area is 12 m; In this moment, terminal covers the area of m 2 ; * 205 service connections for refrigerated containers; * According to the Detail Urban Plan development area of the Container Terminal is 30 ha;

5 Terminals TIMBER TERMINAL Terminal consists of several subsystems: acceptance and despatch, storage sawn wood, sorting and forming units for despatch, drying of woods and others. * Area of the Terminal: 5,86 ha; * the storage area: m 2 of covered space; * Capacity of the terminal ranges from to m 3 /year, depending on type and shape of wood products.

6 Terminals GRAIN TERMINAL Grain silo with capacity of t. Available equipment at this Terminal enable handling operations with grain on different relations: ship silo and vice versa truck silo and vice versa wagon silo and vice versa

7 Terminals BULK CARGO TERMINAL Terminal is specialized for handling ores, other types of bulk cargo, scrap iron etc... * the length of the operational quay is 0.55km; * the depth of the port aquatorium is 14 m; * the open storage area is 5 ha; * three gantry crane with 12 t capacity are installed; * mobile harbour cranes with capacity 25 t at the outreach of 44 m and 22 t at the outreach of 42 m;

8 Terminals PASSENGER AND RO-RO TERMINAL The Port of Bar has specialized passenger and ro-ro terminal with five berths. There are regular or seasonal lines from Bar to Bari (Italy), Ankona (Italy) and other ports.

10 Terminals GENERAL CARGO TERMINAL Terminal is designed for handling all type of general cargoes. * the length of the operational quay is 1.37 km; * the average depth of the port aquatorium is 11 m; * closed storage area ( m 2 ); * open storage area ( m 2 ); * Cold storage plant: m 2 net area (for different temperature regimes from C to C; * available cranes with capacities within the range: 3 t to 32 t (14 pcs.)

14 ENVIRONMENTAL LAWS AND REGULATIONS IN MONTENEGRO /fully aligned with the relevant EU Directives/ Law on Environment (2008): regulate basic principles of environmental protection and sustainable development, instruments of environmental protection, monitoring, information system, public participation in decision-making in environmental matters, responsabilities, national plans (climate changes, desertification) etc. Law on Nature Protection (2008): Natura 2000 network, protected areas, protected species, National Biodiversity Strategy and Action Plan, access to information, public participation, financing, sanctions etc. Law on Environmental Impact Assessment (EIA) (2005) Law on Strategic Environmental Impact Assessment (SEA) (2005)

16 STRATEGIC ENVIRONMENTAL POLICY INSTRUMENTS IN MONTENEGRO Declaration on Montenegro as an Ecological State (1991) National Sustainable Development Strategy (2007) Strategy for Integrated Management of Coastal Area (2007) Strategic Master Plan for solid waste management Strategic Master Plan for the waste water disposal and purification for the territory of the Montenegrin seaside and Municipality of Cetinje National plan for emergency action in the case of pollution of the sea (2006) National Biodiversity Plan with Action Plan (draft, 2009)

17 BASIC LAWS AND REGULATIONS RELATING TO PORT ACTIVITIES : Law on ports (2008): regulate: Management, concessions, port order, surveillance Obligation of Port Authority and the Port Concessionaire to respect international and national laws and regulations relating to preventing pollution from ships, protection of the sea and costal areas, as well as civil responsibility for the damage caused by pollution Prohibition to release and dump liquid and solid wastes, oil and oily water, as well as all other pollutants in the port area, except at places where adequate facilities and equipment for their handling exist Provisions regarding surveillance and control (inspectors) Sanctions

18 BASIC LAWS AND REGULATIONS RELATING TO PORT ACTIVITIES : Governmental Decree on the Maintenance of Order in Ports (2006): Harbour Master`s Office is authorised to control port facilities and equipment which could endanger the environment. Port operator is obliged to clean port waters and land area from oily and other substances. It is prohibited to pollute water by dangerous materials from ships and other means of transportation and to pollute air by emissions of dust, smoke and gases beyond the limits defined by the specific regulations.

19 PORT/FREE ZONE ENVIRONMENTAL POLICY INSTRUMENTS In order to implement ISO Standard, environmental aspects has been identified; activities in progress. The whole area of the Port is under the free zone regime: The Law on Free Zones (2004) and General Regulations of Conducting Business Activities in Port of Bar Free Zone (2004) apply. Law on Free zones: prohibition of activities presenting hazard to the environment. General Regulations of Conducting Business Activities in Port of Bar Free Zone: before obtaining the operating licence the Zone users are requested to present adequate evidence that his activities will not endanger the living and working environment. Detailed Urban Plan of the Bar Economic Zone (First Phase): provisions concerning concept of environmental protection (principles), ecological differentiation of the Port area (ecological risk zoning), environmental protection conditions and activities, projects to be realized, including oil spills prevention, ballast water and solid waste management.

20 PORT ENVIRONMENTAL MANAGEMENT: PROJECTS Defining an optimal technology for waste disposal at bulk cargo terminal (2004): cargo handling facilities, equipment and technology; waste quantities; environmental impacts; optimal technology for solving the problem etc. The list of pollution sources in the Port of Bar (2004): Port of Bar environmental aspects, identification of pollution sources: dusting at bulk cargo terminal, industrial waste waters, atmospheric waste waters, sewerage waste waters, waste oil, contaminated waste, uncontaminated waste etc.

21 Port monitoring system Daily we recieve meteorological report from our national meteorological institution. Only casually and after acidental situations we engage competent state institutions like Eko-toksikološki zavod from Podgorica, and Institut za biologiju mora from Kotor for water and air quality monitoring.
