Yehia 2.0 DISCUSSION ITEMS Note: Agenda items guided by the aid of a PowerPoint presentation. 2.1 Scooper Progress P. David provided an overview of the Scooper Mitigation Plan. The main objective is to marginalize the scooper presence at Pearson to ~10. The focus of the strategy is to make the airport an undesirable and unprofitable place to do business. Going forward, the GTAA s role is evolving and will accelerate in the following areas: 1. Negotiate on behalf of the CCTL and its drivers associations as the contract steward. 2. Establish, measure and monitor SLA s with Peel. 3. Review and share monthly/quarterly Peel reports with CCTL membership. P. David outlined the Education and the Enforcement parameters of the mitigation plan. The mandate is to align all the stakeholders who operate directly on our premises to deliver the same message and execute the same process and actions when witnessing or deterring scooper activity. The GTAA will focus to communicate the message to four (4) target groups: 1. Passengers; 2. GTAA Staff (GSRs, TARs, OSRs); 3. Groundside Operations Staff (Commissionaires & SSOs); and 4. Parking Operations. In addition, there will be a tactical component to better identify visual cues to differentiate airport approved vehicles. M. Marchetti also identified that the Drivers must be more diligent when selling their vehicle(s) to ensure the decal is removed. As part of the tactic to better differentiate vehicles, a new decal will be created to identify Peak Period vehicles. B. Dhillon inquired to why Peak is scheduled when there are vehicles in the compound to service the passengers?

3 Page 3 of 6 C. Cordi advised that it is a necessity to have Peak Period services as there are not enough main fleet vehicles to meet the demand during the peak hours. Operational representatives take the lead and the initiative to determine the scheduling of services. We will investigate the scheduling of Peak Period services and aim to ensure that the services are not scheduled during times when they are not needed. B. Dhillon made an inquiry regarding the use of Doubling up services. D. Sidhu confirmed that Doubling up services are being utilized when required. T. Saggu inquired about the upcoming Request for Proposal for Peak and how many licenses will be awarded. M. Marchetti advised that the new Request For Proposals for Peak Period Services is in development and we are working to include some new parameters. At this time it is has not been determined how many licenses will be awarded. The Committee also identified that fake driver id s are being utilized. Both P. David and M. Marchetti made the recommendation to investigate options to change the printing methods. P. David also provided an overview to the Committee of the meeting held with Peel Regional Police, held on December 16, Next Steps: 1. To schedule a meeting with Peel Regional Police (PRP) to discuss the development of SLAs to be put in place for the next six (6) month service period; and 2. To have a follow up meeting with the Scooper Mitigation Sub-Committee to review the results and approve the SLAs. 2.2 Customer Service Guest Complaints M. Marchetti provided a full year overview of the customer complaints versus a year ago. Overall, there was an increase of +44 complaints and although the number of complaints pale in comparison to that of the total number of trips made by the industry, the reality is the number of the complaints are increasing. The analyses of the numbers are also more precise in 2013, as there was a departmental change within the Customer Service division. As a result of the changes, complaints are received, logged and accounted for more accurately. B. Dhillon made an inquiry to what kind of complaints are received? M. Marchetti noted that the complaints are from various categories i.e.) rudeness, speeding, charging the incorrect fare etc However, how one passenger perceives an action or treatment by a driver will differ from another. B. Dhillon inquired if the complaints are mainly attributed to the Peak Period vehicles? D. Sidhu responded and advised that most of the complaints are attributed to the main fleet;

4 Page 4 of 6 however, Peak Period does receive its share. S. Yehia inquired about the control over the operation of Peak Period vehicles. Both D. Sidhu and S. Khairallah commented that they are treated the same as the main fleet and follow the same rules and regulations that are in place. 2.3 Curb Management Program Curb Signage & Brochure M. Marchetti provided an update on the implementation of the Taxi & Limo Information Stand that was anticipated for the curb. The initiative has been put on hold as there will be some new developments with the overall implementation of signage at the airport. As for the new tariff brochure, they will be available at the CVHA Administration Offices for pick-up and distribution to all fleet vehicles. In addition, passengers will have access to the brochures as they will be made available at the Information Kiosk located within Terminals 1 & Housekeeping CCTL Association Updates M. Marchetti acknowledged and thanked all the Members for submitting their documentation as it pertains to the validity of their association. All the submissions will be reviewed and assessed by the next quarterly meeting. Union Pearson Express (UP Express) P. David provided an overview of the status of the UP Express. Currently the project is on track to be operational for 2015 and there will be two stops on the commute line (Bloor Station and Weston Station). As for the Fees, it was noted that it would be disclosed sometime in Q Parking & Ground Transportation Restructuring P. David at the beginning of the meeting provided an overview of the re-structuring that officially commenced on January 1, He introduced Carlo Cordi, Manager Parking Operations as the new liaison for Service Delivery which will serve as a bridge to identify the service requirements and the implementation of the Day of service needs. Marina Marchetti will continue to be the primary contact with the GTAA. 2.5 Conditions of Permit Information Sheet M. Marchetti advised the Committee that the time has come to outline and submit suggested discussion topics that they wish to have discussed during the review of the Conditions of Permit. It was noted that the form should be completed and submitted by February 28, B. Dhillon and the Committee suggested that the timeline is too short and requested a longer timeline. As such, it was agreed that submission of the completed forms are due back to Tanya McKenzie-Hunter (tanya.mckenzie-hunter@gtaa.com) by the new deadline of March 28 th, T. McKenzie-Hunter will provide via or fax a copy of the Conditions of Permit - Proposed Discussion Topics Form.

Dhillon: Is it possible to have an extension on the High Occupancy Vehicle lane ( HOV Lanes ) allowance to coincide with Pan/Parapan Am Games in Response: Driver community to approach the MPs and Government Legislators, as done before, to request an extension to the use of the HOV Lanes. Comment Question S. Khairallah: What facilities are being utilized for the Pan/Parapan Am Games? Response: P. David noted that the events will take place at numerous venues throughout the GTA. Comment Question T. Saggu: Companies like UBER are a part of the problem to the increasing number of scoopers as they are not a legit broker and pay no fees to the GTAA directly or through the drivers. Response: M. Marchetti to make an inquiry through legal to investigate the operation of UBER service and its impact on the airport. Comment Question. Dhillon: Is it possible to re-open the 427 access ramp? S. Khairallah also made a suggestion to only to re-open it to commercial vehicles. Response: P. David & M. Marchetti noted that the request to have the access ramp re-opened was addressed and declined in As for re-opening the ramp for commercial vehicles only, the recommendation will be forwarded to our Airport Planning and Technical Services department for their feedback. Comment Question S. Khairallah: Do we know how frequent the announcements are made within the Terminal regarding the use of licensed taxis and limousines? Response: M. Marchetti advised that it is monitored by our Customer Service Department and we will make an inquiry to find out the exact frequency of the message within the Terminals. 4.0 ADJOURNMENT The meeting was adjourned. Set up next formal meeting with Commissionaires and Taxi & Limo Drivers to review the SOPs in place to ensure that they meet the operational requirements. GTAA to investigate whether the number of AVI numbers can be increased on the monitors within the CVHA Cafeteria. October 2013 Postponed until the award of the Groundside Services and Operations RFP. December 2013 AVI numbers cannot be increased on the numbers within the CVHA. Formally create the discussion group that will address the review of the Conditions of Permit. Investigate the re-opening of the 427 ramp for commercial vehicles only. Ask GTAA Legal Counsel about the impact of UBER operational effect on the Airport. Inquire about the frequency of PA announcements re. Licensed taxis and limousines. Meeting with PRP to discuss and set-up SLA regarding the Scooper Initiative.
