3 Performance Measures - Key Dates March 30, 2009, Chapters 670 and 690 approved by General Assembly December 2009, State Budget Bill Introduced January 8, 2010, former Secretary Homer provided MPO notification of CTB to require regional entities to develop regional land use and performance measures May 17, 2010, State Budget Bill with Transportation Policy Goals approved July 1, 2010, Budget Bill became law July 1, 2011, RSTP match requires MPO (Urban Areas Greater than 200,000) to have CTB-approved performance measures for regional transportation and land use. 3

4 2010 Budget Bill HB 30, Chapter 874 Item Transportation Policy Goals A-4 The maximization of all federal transportation funds available to the Commonwealth shall be paramount in the budgetary, spending and allocation process. B-2 Beginning July 1, 2011, state RSTP match is contingent upon OIPI consultation and CTB approval of regional transportation and land use performance measures in accordance with Chapters 670 and 690. B-3 Projects funded by CMAQ funds (whole or part) shall be federally obligated within 24 months of their allocation by the board and expended within 48 months of the obligation (total six years) B - 5A FY11 and thereafter RSTP funds shall be federally obligated within 12 months of their allocation by the board and expended within 36 months of obligation (total four years), or board shall rescind state match B-5B FY10 and any preceding fiscal year RSTP funds shall be federally obligated within 12 months of July 1, 2010 and expended within 36 months their obligation (total four years), or board shall rescind state match 4

That the Commonwealth Transportation Board, with the assistance of the Office of Intermodal Planning and Investment, may require that appropriate regional organizations develop as part of a long-range plan quantifiable measures and achievable goals for the urban region relating to, but not limited to, congestion reduction and safety, transit and high-occupancy vehicle (HOV) usage, job-to-housing ratios, job and housing access to transit and pedestrian facilities, air quality, movement of freight by rail, and per capita vehicle miles traveled. 5

7 VTRANS Performance Measures VTrans2035 s charge is to identify the components of a quality transportation system for the future. To do so requires: Evaluation of the performance of Virginia s existing transportation system; Identification of key factors influencing performance in the future; and Development of strategies shaping how Virginia should move forward 7

Jobs/Housing g Balance Measure provides a ratio that compares the availability of jobs to the availability of housing within a geographic region. Population Density in Metropolitan Areas Measure provides the number of people living in a geographic area, in terms of f people per square mile. Daily y Vehicle Miles Traveled Per Capita (VMT) is a measure determined by the number of vehicles using Virginia roadways each day, and by the number of miles that those vehicles travel on Virginia roadways per day. 12

Highway Crashes and Fatalities This measure area reports results tracked by calendar year: The number of crashes and the number of resulting fatalities occurring on state-maintained roadways (reported by the Virginia Department of Motor Vehicles), and the corresponding rate of crashes and rate of fatalities per 100,000,000 Vehicle Miles Traveled (VMT) on those roadways (tracked and reported by the US Department of Transportation). 15

19 Be Proactive Next Steps To obtain state matching RSTP allocations from the CTB beginning July 1, It is recommended that HRTPO s regional performance measures be developed d in consultation with OIPI, MPO adopted, and submitted no later than April, 2011 for CTB review and approval. RSTP FY11 Effective July 1, Track the CTB allocation vintage and ensure obligation of the funds within 12 months of allocation and then expend the funds within 36 months of the obligation. RSTP FY10 or Prior FYs Effective July 1, Obligate all such FY RSTP funds within 12 months of July 1, 2010 and then expend the funds within 36 months of the obligation. Process dictated by the state 2010 Appropriations Act and highlighted as part of the state Transportation Secretary s Office responsibilities. 19
