3 GENERAL DATA (1) Port is established in 1906; Bar is the main cargo port in Montenegro; Free Zone regime in almost all port area (the Free Zone is functioning based on the Montenegrin Law on Free Zones, Free Zone Port of Bar General Regulations, etc.); The area of the port covers 200 ha (port aquatorium on approx. 90 ha). According to Detail Urban Plan additional 400 ha are dedicated for further development of port area; Capacity of the port is 5 million tones of different types of cargos, per year; The depth of the port aquatorium is up to 14m;

4 GENERAL DATA (2) The Port of Bar is situated on the entrance to the Adriatic sea, precisely on 42 05' of the North latitude and 19 05' of the East longitude, on distance of 976 nautical miles (nm) to Suez canal and 1190 nm to Gibraltar. Integrated with the Belgrade-Bar railway and road traffic network, the Port represents very important link in the chain of intermodal transport.

5 GENERAL DATA (3) Bar has a great potentials as a regional importance port; The quality of the port infrastructural links with Its hinterland has a strong influence on the current port capacity utilization rate; Managerial efforts have to be focused on two principal directions, increasing utilization of existing Port capacity and developing Port capacity;

6 RAILWAY BAR BELGRADE (1) The Port of Bar is a point of departure of the railway line Bar-Belgrade. Railway network in Montenegro consists of three railroads and they are as follows: Vrbnica-Bar (part of the railroad Belgrade-Bar on the territory of Montenegro); Podgorica-Nikšić; and Podgorica- Božaj (part of international railroad Podgorica-Shkoder (Albania) at the territory of Montenegro);

7 RAILWAY BAR BELGRADE (2) Respecting following factors: current low utilization rate of the Port of Bar capacities; low percentage of quantities transported by train in the overall quantities handled through the Port of Bar through the railway Bar - Belgrade; estimated current capacity of the railway Bar Belgrade (Technical and financial study of the railway Bar Belgrade rehabilitation, Italferr, November 2009) approx. 1,8 million tones per year; etc. It can be concluded that existing situation of the railway from Bar to Belgrade enables significant increasing of the cargo flows intensity.

8 RAILWAY CARGO OPERATOR IN MONTENEGRO Operator for rail freight transport is a joint-stock company Montecargo" Podgorica, which performs the placement of wagons in the port area. The company transports the goods in inland and international rail transport in accordance with provisions of the Law on Railway and Law on Security, organisation and efficiency of rail transport. "MONTECARGO" Podgorica is a joint-stock company, where 87,63% shares are owned by state of Montenegro.

9 RAILWAY NETWORK IN THE PORT In the previous table are presented some results of analysis of available berths in the Port of Bar (cargo terminals). In shadowed cells are focused details related to port railway network (total berth analyzed - 18, accessible by railway -15). The Port area possesses 21,5 km railway tracks directly connected to the railway line Bar-Belgrade and 7,1 km of road traffic lines.

14 PORT AUTHORITY OF MONTENEGRO (1) The Law on Ports was published in the Official Gazette of Montenegro, No. 51/2008 of 22nd August 2008 and the Law on Amendments to the Law on Ports was published in the Official Gazette of Montenegro, No. 27/2013 of 11th June The Law regulates: legal status, division of ports, management, compensation, concessions, order, inspectional supervision as well as other issues which are important for ports in Montenegro. According to the Article 9 of the Law on Ports, the main duties and responsibilities of Authority are pointed out: Care for construction, reconstruction, maintenance, management, protection and improvement of a port; Supervision over use of port, provision of port services and performance of other activities in a port; Control over construction, reconstruction, maintenance and protection of port infrastructure and superstructure;

15 PORT AUTHORITY OF MONTENEGRO (2) Provision of conditions for carrying out maritime transport and port services in a port and at anchorage of a port; The application of internal regulations, international agreements and standards refers to the ports; Preparation of port development plans brought by the Government; Provision of port operations in line with market principles; Preparation of criteria for establishing the amount of compensation for using port infrastructure; Preparation of concession act, participation in the proceeding for granting concession and conclusion of concession agreement; Approval of the compensation amount for port services based on the maximum amount established for this compensation; Control of execution of the concession agreement; Regulation and coordination of relations and activities among concessionaires; Maintenance and use of port superstructure which is in state-owned property and was not under concession; Preparation of content and manner of keeping records on concessions; Other duties in accordance with the law.

16 PORT TERMINAL OPERATORS Port Authority of Montenegro is located in Kotor. There are two main port operators: Port of Bar ( 54% shares are owned by state of Montenegro) Port of Bar Port of Adria Port of Adria ( 62% shares are owned by Global Ports Holding - Turkey) Port of Bar

17 PROJECT 1: NEW TERMINAL FOR LIQUID CARGOES ACCORDING TO DETAIL URBAN PLAN In the existing Detail Urban Plan is foreseen development of a new terminal in the Bigovica bay zone; Concept inserted in the Detail Urban Plan considers building complete new infrastructure: breakwater, quays, roads, etc.; building new reservoirs of m 3 capacity; building underground reservoirs of m 3 capacity; building a new tunnel through Volujica Hill; building a new loading/unloading station for wagons and trucks;

18 PROJECT 2: EXTENSION OF THE QUAY AT THE PASSENGER TERMINAL Extension of the quay at the Passenger Terminal will improve accessibility of the port with focus on medium/large Ro-Pax ships (with bigger draft) and cruise ships in the Port of Bar. The dimensions of the new part of the quay are: Lenght 432,85m; Width 30,00m;

19 PROJECT 3: EXTENSION OF THE QUAY VOLUJICA ON DRY BULK TERMINAL ACCORDING TO DETAIL URBAN PLAN Extension of the quay Volujica (166x30m) and new open yard (166x50m) on Dry bulk terminal;

20 PROJECT 4: SECOND PHASE OF GRAIN SILO ACCORDING TO DETAIL URBAN PLAN building of new Grain silo with capacity of tons; (the new Grain silo will increase the storage capacity to 60,000 tons); upgrade of existing capacities/equipments for grain handling;

21 PROJECT 5: BUILDING OF CLOSED STORAGE ON DRY BULK TERMINAL ACCORDING TO DETAIL URBAN PLAN building of closed storage (150mx50m) with movable roof; new storage will ensure optimum degree of protection of stored cargo from atmospheric influences (protection against exceeding the allowed moisture content in cargo) and the emission of dust from stored cargo will be eliminated with the positive effect on environmental protection;

23 PROJECT 7: DEVELOPMENT OF THE NEW IT SERVICES IN ACCORDANCE WITH THE EU REGULATIONS AND EU BEST PRACTICES Port Community System (PCS) has been developed in 2014 (upgraded in 2015 and 2016) and PCS is in line with EU Directive 65/2010; Preparation for Maritime Single Window; Module RAILWAY is planned as an ICT connection with railway operators;
