1 MINUTES OF COMMITTEE MEETING AR010 Intercity Passenger Rail Committee Transportation Research Board Annual Meeting 1:30 p.m. 3:15 p.m. January 12, 2010 Marriott Wardman Park Hotel Room Washington B2 1. General Items for the Record a) Welcome by Anthony Perl, Chair b) Approval of Minutes from Mid-Year Meeting i. Alan Tobias noted that the mid-year minutes are missing his affiliation: HNTB Corporation. Jack Tone moved to approve the minutes, Daniel Brand seconded. c) Update of sessions i. The committee received 14 papers, of which none were on North American Rail research. 78 paper reviews were assigned of which 67 were completed, and 7 were accepted for presentation. AR010 sponsored session 212: Worldwide Advances in Intercity Passenger Rail. Some papers are in the Poster session. Five papers are in the re-review stage for potential future publication. i AR010 also organized session 354: New Departures in Passenger Rail with invited speakers from the senior leadership of FRA, Amtrak, NC DOT and BNSF. It was very-well attended and there was standing room only. d) TRB Report Elaine King i. Shared Use Corridor Project 08-64: NCHRP committee has reviewed the paper, which is currently undergoing the editing and production process. A webinar is being planned. Preliminary discussions have taken place between TRB and FRA on the Rail Cooperative Research Program. It must be approved by TRB and National Research Council for TRB to administer research funds. An oversight committee will select research, committee members will be appointed by DOT. FRA authorized $5 million in funding for the initial year. Research will relate to high speed rail, and extend to freight and other passenger rail in future years. Announcement of the Program will take place before the end of the year.

2 i Research topics under the Airport Cooperative Research Program include: integrating aviation and passenger rail in congested corridors. iv. Research Perspectives on Transportation Systems for Livable Communities, October 2010, Washington DC. v. The next TRB Annual Meeting will take place in Washington DC, January 23-27, The theme is: Transportation, Livability, Economic Development in a Changing World. e) Bob Dorer Chair of Rail Group Executive Committee provided an update on the activities of this group. 4. Committee Program a) Invited speakers i. Rod Diridon, California High-Speed Rail Authority Board Member provided an overview of HST systems around the world and the California High-Speed Train Project. Steven Wolf, Environmental Program Manager, CHSRA discussed planning and implementation of the California High-Speed Train Project. 5. Committee Business a) Subcommittee reports i. Intermodal Interface Jack Tone: 17 attendees at this year s meeting; Olivier Klein presented lessons learned from TGV: modal split experience, HST travel sweet spot is 2-4 hours. Update on air-rail interfaces around the U.S./world: planning for western terminus at O Hare airport includes future HST service; Hong Kong planning for HST/ferry connections to airport. Upcoming Asia Rail exposition. i Socioeconomic and Financial Ron Mauri: 10 attendees; the group had a discussion on how to quantify benefits of projects, the challenge is how to capture qualitative factors. Research George Haikalis; 23 attendees; the committee will be celebrating 21 st anniversary; discussed Rail Cooperative Research Program which is now funded, will be TRB-affiliated just like TCRP and may have initial amount of $5 million available; urge members to review Transportation Research Circular Number 490, Jan 1999 and three research topics on AR010 website, subcommittee agrees these remain relevant topics; suggest possible research on demand for intercity travel, especially low-volume trip lengths (longer); research on operating strategies for NE corridor, disaggregating passenger/freight rail 2

3 corridors, and capacity models used by freight applied to passenger rail; presentation on National Rail Plan, STB representative explained role on passenger and freight rail. (b) Activities or accomplishments since last meeting i. Randy Wade - Chair, Project Panel: Research Project A Guidebook on improved Principles, Processes, and Methods for Shared-Use Passenger and Freight Rail Corridors. The guidebook intends to provide a comprehensive overview for state employees/ officials if they are going to provide passenger rail on a shared use corridor. Topics covered include (1) background on the freight rail industry, Amtrak statutory regulations, equipment/track safety. The guidebook can be used as a platform for negotiating with a freight railroad and includes (1) typical cost-sharing and operating costs, (2) what should be included in an operating agreement, and (3) how to maintain and ensure viability of the service. Alan Bing and David Simpson managed the project. The draft has been submitted to TRB and should be available this summer. A webinar is being planned. The panel would like more information in the area of capacity analysis, shared use corridor funding through PRIIA. Because shared-use is reliant on negotiating with freights, cost-sharing mechanisms must be established. The panel is proposing a capacity modeling handbook. i Newsletter Matt Melzer: The last issue was published in October 2009 and is posted on the AR010 website. Next issues will be published in late spring or summer Contributors of articles should contact Matt Melzer, editor, through the AR010 website. The following members volunteered to submit articles on the topics noted in parentheses: Joe Schwieterman (national issue), John Heffner (state legal issues); Daniel UK s second HSR initiative (international issue). No one was identified to write an article on a hot topic. Members agreed to keep the same newsletter title, which matches the committee name. Website Eric Tyrer: The URL is Visits have increased 200 percent. We need more content as long as it does not violate copyright issues. Eric Tyrer through the website. The friends list is up to 225 people. The upcoming Joint Conference and past/current meeting documents are of most interest. Action: Newsletter Editor and Webmaster to issue call for articles/content, member and friends that the newsletter has been posted. (c) Future plans and assignments i. Midyear meeting 2010 The committee discussed the possibility of holding its 2010 mid-year meeting in conjunction with the (1) Joint 3

Other Business Rail Conference in Urbana, IL (18 planning to attend), and (2) APTA Rail conference in Vancouver, BC (may be an issue for public sector employees because it is an international destination) (11 planning to attend). Twelve vs. eight attendees showed a preference for the Vancouver, BC location for the mid-year committee meeting. Recommendations, motions, requests for Council or Staff action i. Subcommittee Reconfiguration The Chair will explore the option for subcommittees or joint rail subcommittees to be reconfigured or new ones be created to reflect current needs/interests. Members will be surveyed from the website and possible reconfiguration of subcommittees could be a focus of the mid-year meeting. i (b) Committee members approved to recommend submission of the Research Problem Statement: Capacity Modeling guidebook for Shared-Use Passenger and Freight Rail Operations. Per TRB rules, one-third of the committee membership must rotate every three years. Conferences, workshops, other activities of interest to members i Joint Rail Conference hosted by ASME/ IEEE/ ASCE/ TRB/ AREMA on High-Speed and Intercity Passenger Rail, April 27-29, 2010 at University of IL, Urbana-Champaign, IL. Over 200 abstracts were submitted worldwide. Members of TRB qualify for the member s registration fee. Meeting space is available for committee meetings on April 26 th.
