19 SNP POLICY FOR PAPER & PLASTIC SCRAPS From Jun 01 st 2018: Stop receiving the containers from other ports (including SNP s premises) to Tan Cang-Cat Lai; encourage customers to directly pick up the containers at the discharging ports or at other SNP s premises such as ICD Song Than, ICD Long Binh, ICD Nhon Trach, TCHP For containers of plastic/paper scraps directly discharged at TCCL, TCHP, TCIT, TCTT: From Jun 01 st 2018, just discharge containers from vessels upon the submission of valid import permits From Jun 10 th 2018: stop receiving all import laden containers of plastic scrap at TCCL, TCHP. TOTAL : 18,855 TEU (by 24/01/2019) Scraps stocked in TCCL = 5,532 teus, TCHP = 1,536 teus In TCIT = 11,124 teus and TCTT = 666 teus

20 VIETNAM PRIME MINISTER S INSTRUCTION FOR PAPER & PLASTIC SCRAPS Prevent the imported scrap cargoes incompliance with Vietnam laws; Shipping lines/ shipping agents must declare e-manifest with full information of the consignee in Vietnam (company name, tax code, the address and number of the certificate/ qualify certification for environmental safety in the imported scrap materials as production materials...) before ETA. Completely describe the cargoes to identify the types of scrap materials on the list of scrap permitted for import to Vietnam as production materials; Shipping lines/ shipping agents, port operators, port authority are prohibited to discharge scrap materials when consignee do not have quota, certification for environmental safety, and deposit for imported scrap. Shipping lines/ship owners must be responsible for cargoes carrying without the certification
