WP.24: Mandate of work Intelligent Transport Systems (ITS) for Sustainable Mobility UNECE Road Map for promoting ITS adopted by Inland Transport Committee ( ) 20 global actions to promote use of ITS Action 6: Scale up ITS work in UNECE transport activities Promote sustainable mobility principles (efficient, safe, environmentally friendly and affordable) Action 13: Integrating with rail transport Advance rail interoperability Action 15: Enhancing the modal integrator s role of ITS Integrate modal information systems for logistics Mandate for UNECE Working Party WP.24 4

WP.24: Mandate of work Intelligent Transport Systems (ITS) for Sustainable Mobility UNECE Working Party on Intermodal Transport and Logistics (WP.24) July 2012: WP.24 background paper on ITS (ECE/TRANS/WP.24/2012/1) November 2012: WP.24 panel discussions ITS in intermodal transport chains Role of Governments and regulatory agencies May 2013: WP.24 Workshop on ITS experiences (Brussels) review concrete ITS examples and experiences possible recommendations for UNECE Governments 5

WP.24: Sustainable mobility Intermodal transport and sustainability Sustainable transport efficient make optimum use of infrastructure safe and secure clean and green Intermodal transport could contribute, but: Many stakeholders (operations transshipment) different equipment and infrastructures various regulations (modal and international) 6

WP.24: ITS for sustainable mobility Applications for Intelligent Transport Systems (ITS) UNECE organs WP.29 ABS, child restaint, automatic braking SC.3 RIS systems SC.1 Digital tachographs WP.1 Var. messages signs WP.15 Dangerous goods WP.24 Intermodal transport Source: UNECE 7

WP.24: ITS for sustainable mobility ITS definition (WP.24) ITS for intermodal transport Information, communication and data interface systems applicable within and between transport modes, transport infrastructure, rolling stock and transport users ITS solutions Information interchange between stakeholders and modes Alignment of different data exchange environments Transparent and stable procedures Optimum use of equipment Quick reaction times in case of delay or malfunctioning 8

WP.24: ITS for sustainable mobility ITS for intermodal transport ITS requirements accessible (one stop shop) reliable (well-functioning) safe and secure affordable allow transparent operations (tracking and tracing) compatible with uni-modal systems (interfaces) internationally acceptable interoperable Gaining information Processing information 9

WP.24: ITS for sustainable mobility Interoperability of ITS solutions 5 interdependant work areas for ITS development + applications Political Legal (contractuel) Organisational Semantic Technical Source: Janin - UN/CEFACT 10

WP.24: ITS for sustainable mobility Some conclusions Existing ITS projects and applications have often fragmented and proprietary features mostly uni-modal features Key role for European (better global) ITS solutions Freight forwarders Governments 11

WP.24: ITS for sustainable mobility Some conclusions Role of Governments and regulatory authorities provide good governance and stable framework conditions (political, legal, financial) Specifically, they should: monitor compliance collaborate with other authorities (security, environmental risk management, sustainable mobility, social regulations) ensure discrimination-free access to information by all stakeholders promote neutral and effective data exchange standards 12

WP.24: ITS for sustainable mobility Some open questions How to overcome the gap between ITS research and large-scale application? Who are the key drivers of ITS solutions in international transport chains, and why? How to surmount the patchwork of uni-modal and proprietary ITS solutions? What are the incentives to make this happen? 13
