2 Joint Work Agenda SCT-DGAF / AAMVA / CCMTA Objective of this joint is to enhance the direct communication among federal, state and association transport authorities and motor vehicle administrators of Mexico, USA and Canada. On September 29 th of 2011, within the XXIV PIARC s World Road Congress in Mexico City, SCT DGAF held a meeting with AAMVA and CCMTA to make a first contact with the State Authorities of Transport in Mexico in order to initiate a transversal interaction among all members of these three organizations. As a follow up to this meeting, AAMVA, CCMTA and SCT/DGAF are organizing the upcoming AAMVA North American Road Safety Meeting on June 28 of 2012 in Queretaro, Queretaro, Mexico. 3 Update from SCT/DGAF s strategic projects Special Program of Climate Change (PECC) The Government of Mexico is willing to demonstrate that climate change mitigation is possible without compromising the process of development but obtaining economic benefits. Four key elements for developing a comprehensive policy to address climate change: Long term Vision Adaptation Mitigation Transversal policy Since the federal motor carrier participates with 93.4% of total GHG emissions, two main goals were directed to mitigate them: Objective Reduce energy consumption in freight and passenger transportation services. Clean Transportation Program Objective Promote vehicle fleet modernization to contribute to greater energy efficiency of the transportation sector and reduce the GHG emissions with respect to the scenario. Scrapping Scheme & NAFIN funding Update from SCT/DGAF s strategic projects Clean Transportation Program (CTP) CTP is an initiative of SEMARNAT (Secretariat of Environment & Natural Resources) and SCT. Motor Carriers are invited to participate in this program where they have the chance to adopt technologies and strategies to reduce fuel consumption. As a result, air emissions and operating costs will be lower. CTP s strategies Aerodynamic improvements. Single wide base tires. Advanced lubricants. Drivers Training on Efficient Driving. Maximum speed regulation. Systems Automatic Tire Inflation. Reduce idling operation. Emission control devices. Results as of March 2012: 79 carriers enrolled in the Program. 10,442 evaluated vehicles. 634,486 tons of CO 2 emissions mitigated annually. 3

4 Update from SCT/DGAF s strategic projects Scrapping Scheme From 2004 to January ,746 vehicles have been enrolled and 21,214 have been destroyed. On 2011, 6,183 were destroyed, which represents a 51% of increase with respect to Vehicle Fleet Modernization NAFIN funding From May 2002 to March 2012, 48,019 vehicles been funded for a total of 25,229 million pesos, benefiting 36,895 carriers. In ,575 vehicles were financed for a total of 4,238 million pesos, benefiting 7,434 carriers. National Road Safety Strategy Mexico joined the Decade for Action for Road Safety and thus an agreement was signed between the SCT and the Secretariat of Health to implement the National Road Safety Strategy The strategy includes five action plans: To strengthen the management capacity of road safety To enhance modernization of road infrastructure and transport To enhance the use of safer vehicles To improve driving skills and driver behavior To improve health care services 4

5 Accidents on federal highways In 2009, the records showed 29,587 accidents on federal highways, leaving a balance of 31,656 injured and 4,869 dead. Vehicle Safety Inspections SCT s mission: Promote and monitor the safety and operation of the federal motor carrier service, to maintain the integrity of users as well as the heritage of both, individuals and the State. With this mission, the SCT carries out permanent safety inspections, combined with the promotion of training and modernization of infrastructure, in order to improve the safety operation of vehicles and to prevent accidents in the federal roads. 5

6 Measures to strengthen the safety operation of federal motor carrier 1 Double articulated trucks must have or renew their certificate of physical and mechanical conditions for tractors, semitrailers, trailers and converters (or dollies), within two months from the publication of this notice in the Official Gazette. 2 Connectivity permits will be granted only for up to 15.5 miles on roads type C and D. A gross vehicle weight of 66.5 tones will be allowed. 3 Motor carriers will have a six months period to obtain their certificate of physical and mechanical conditions in compliance with the NOM Recruitment of 60 additional inspectors to the existing additional scales will be installed along the country Measures to strengthen the safety operation of federal motor carrier 5 6 Immediate suspension of the second transitory article of NOM-012 which allowed a temporary additional weight of 4.5 tons for double articulated trucks. Double articulated trucks must travel with documentation that proofs the weight they transport. 7 The SCT in coordination with the SSP (Secretariat of Public Security) will promote cooperation agreements with the Federal, State and Municipal Government in order to harmonize regulations in the different orders. 8 The National Autonomous University of Mexico (UNAM) and the National Polytechnic Institute (IPN), have accepted the invitation by the SCT, to participate in the NOM-012 assessment. 6
