2 Entitlements and Transportation Rights screen Primary screen to view contractual entitlements. Provides segment entitlements, MDRO and MDDO information, Section 14.9, and AMDDO information by location. Provides original and net entitlements. Net entitlements are original entitlements less Capacity Release awards. Displays entitlements at a contractual or shipper level. Filters are available at multiple levels to refine information selected. 2

3 Entitlements and Transportation Rights Screen How to access the Entitlements and Transportation Rights Screen: 1. First, log into a business unit. This can be done by: A. Selecting Customer Activities (Login) B. Then selecting the business unit from the drop down menu when highlighting Select Business Unit 1 A B 2. Second, select Entitlements from the menu tree and under Entitlements select Entitlements and Transportation Rights. This will lead you to the Entitlements and Transportation Rights screen. 2

5 Entitlements and Transportation Rights - Filtering Optional field that is used in combination with the Svc Req Name to retrieve information at a contract level. This level may be used to evaluate entitlements for many market area validations. Required field that retrieves information for an individual service requester. This filter can be used without the Svc Req K field to retrieve entitlements that are aggregated at the shipper level such as those in the access area. Used to filter data by type of lateral: Blank all segments NA mainline points only INC incremental laterals only NON non-incremental laterals only For TETLP, the pipeline rate zone for which data should be retrieved. The date entitlements should be retrieved for. Allows for inclusion or exclusion of capacity replacement, Contemporary, and Legacy contracts 5

6 Entitlements and Transportation Rights - Filtering Allows filtering of information by engineering pipeline section. Is very useful when evaluating entitlements at the detail level. TETLP only to filter between the 24 and 30 lines. Allows filtering by type of location: All All points Segments Only displays locations that are flow location segments MDRO/MDDO only displays locations that have firm receipt or delivery entitlements Optional field that is used in combination with the Svc Req Name to retrieve entitlement information for all the aggregate contracts for the company. Must check whether you want to view Forwardhaul or Backhaul contracts and whether you want to view South to North Flow, North to South, or both. If the Svc Req K field is entered then the checkboxes will be grayed out and checked off depending on the entitlements of the contract. Whether or not the contract is a Displacement Contract 6

On TETLP, identifies whether the segment is located on the 24 or 30 pipeline. Miles away from the end of the pipeline at meter The entitlement assigned to the segment before any Capacity Releases are considered. Indicates the direction of flow of the entitlements. The original Maximum Daily Receipt Obligations associated with the segment location. The alphanumeric identifier associated with the segment. The rate zone the segment is present in. Identifies the engineering pipeline section where the segment is located. Name of the segment. The entitlement remaining for the segment after awarded Capacity Releases are considered. The net (original less awarded Capacity Releases) Maximum Daily Receipt Obligation associated with the segment location.

9 Entitlements and Transportation Rights Grid Screen The original Maximum Daily Receipt Obligation associated with the segment location; based on latest effective RFS. The net (original less awarded Capacity Releases) Aggregate Maximum Daily Delivery Obligation attributable to a shipper s Part 284 contracts (FT-1 s, SCT s, CDS s etc) after capacity release; the remaining releasable portion of AMDDO and thus the remaining total MDDO that may be released at the location across the Shipper s applicable contracts. The net (original less awarded Capacity Releases) Firm Section 14.9 Capacity Entitlements associated with the segment location. Priority percentage assigned during capacity release. Used to determine which customer receives cuts during multicontract overlap validation processing. The logical order of flow locations as defined to the system. Identifies whether the segment is a flow location segment.

10 Grid Screen Orig Dedicated MDRO and MDDO Qty Identifies for a given MDRO location the difference between the segment entitlement assigned to the contract for the adjacent upstream segment and the segment entitlement assigned for the adjacent downstream segment. Identifies for a given MDDO location the difference between the segment entitlement assigned to the contract for the adjacent upstream segment and the segment entitlement assigned for the adjacent downstream segment.

11 Original Dedicated MDRO and MDDO Qty defined Original Dedicated MDRO / MDDO. Original Dedicated MDRO applies only to locations that have MDRO. Original Dedicated MDDO applies only to locations that have MDDO. Original Dedicated MDRO for a given MDRO location is the difference between the segment entitlement assigned to the contract for the adjacent upstream segment and the segment entitlement assigned to the adjacent downstream segment. Similarly, the Original Dedicated MDDO for a given location is the difference between the segment entitlement assigned to the contract for the adjacent upstream segment and the segment entitlement assigned to the contract for the adjacent downstream segment. (see diagram below)

12 Original Dedicated MDRO and MDDO Qty terms In most cases, the sum of the Original Dedicated MDRO quantities for a contract will equal the MDQ and the sum of the Original Dedicated MDDO quantities for the contract will also equal the MDQ. However, in some situations, a contract may have the sum of the Original Dedicated MDRO quantities and / or the sum of the Original Dedicated MDDO quantities exceeding the MDQ. In such cases, the contract has more than one way to deliver its MDQ primary firm without borrowing entitlements from another contract. While the term Original Dedicated MDRO / MDDO is not a contractual term and is not defined in the tariff or in the contracts, it is related to a Customer s firm contractual rights and is being provided to Customers for informational purposes as a tool to aid in capacity release and nomination decisions. Because of the variety of ways that contract rights can be released via capacity release, including segmented capacity releases, Original Dedicated MDRO / MDDO is only relevant to and is only provided for original, non-replacement contracts. The Original Dedicated MDDO / MDRO quantity is not used for any LINK system validations.

13 Original Dedicated MDRO and MDDO Qty with respect to capacity release The Original Dedicated MDRO / MDDO quantities are useful to ensure that location quantities and their upstream segment entitlements are not released in such a manner that the remaining MDQ on the releasing contract may not be met on a primary firm basis. Depending on a customer s portfolio of desired nominations, the Original Dedicated MDDO / MDRO quantity can also be useful for nomination purposes. For example, if an AMDDO customer elects to turn off their segment entitlement sharing rights pursuant to section 14.3 (C) of the General Terms and Conditions of the Texas Eastern tariff, then the Original Dedicated MDDO / MDRO quantities can serve to indicate the quantities that need to be nominated to / from each location to ensure a primary firm scheduling priority on a day when the contract s full MDQ is being utilized.

14 Original Dedicated MDRO and MDDO Qty additional information Below is some additional information related to the Original Dedicated MDDOs / MDROs and how they are displayed in certain situations: 1. If there is both an accounting meter and a physical meter at the same location / milepost, and both are shown in LINK, then the Original Dedicated MDRO / MDDO quantity will be shown at only the physical meter while the accounting meter will show zero. The meters may be used interchangeably for nominations, however, it is understood that the quantity reflected on the physical meter is the quantity supported across the physical and accounting meters. If only the accounting meter is reflected in LINK, then the Original Dedicated MDRO / MDDO quantity will be shown at the accounting meter. 2. On SS, SS-1, and X-28 storage contracts, withdrawals are typically nominated from the applicable in-field storage service point (79515 or 79565). However, the contracts are displayed in LINK with segment entitlements beginning at the applicable mainline storage point (79511, 79512, 79513, or 79560). Only the mainline storage point will reflect the Original Dedicated MDRO / MDDO quantity. However, the applicable in-field storage service point should continue to be used for nominating withdrawals.

15 Original Dedicated MDRO and MDDO Qty additional information 3. Certain FTS-2, FTS-5, FTS-7, and FTS-8 contracts have primary firm transportation rights from applicable third party interconnection(s) to the customer s city gate(s) as well as primary firm redelivery rights from the customer s city gate(s) back to the applicable third party interconnection(s). In such situations, Original Dedicated MDRO / MDDO quantities associated with the transportation from the third party interconnection(s) to the customer s city gates are equal to the change in segment entitlements upstream and downstream of the location as discussed above. With respect to the redelivery rights, the Original Dedicated Quantities have been set equal to the corresponding redelivery MDRO / MDDO. 4. Typically, customers who have contracts with a primary firm receipt at Lebanon have a corresponding upstream contract on the ANR portion of the Lebanon Lateral or the Texas Eastern portion of the Lebanon Lateral. While all such contracts with primary firm receipts at Lebanon are granted MDRO at both of the Lebanon takeaway meters (79941 for ANR and for TETLP), only one of the meters has been assigned Original Dedicated MDRO. Where Texas Eastern has knowledge of whether the customer has an upstream ANR Lebanon Lateral contract or an upstream Texas Eastern Lebanon Lateral contract, the Original Dedicated MDRO has been assigned to the associated takeaway meter. Where Texas Eastern does not have knowledge of whether the customer has an upstream ANR Lebanon Lateral contract or Texas Eastern Lebanon Lateral contract, the Original Dedicated MDRO has been assigned at the ANR takeaway meter. Similar methodology is used for contracts with primary firm deliveries at Lebanon.

Certain contracts have entitlements on both the 24 and the 30 system that support one or more primary firm delivery points located wholly on one of the two systems. For such contracts, the customer must look at the collapsed entitlements (i.e. add the entitlements up for both the 24 inch and the 30 inch line) across the two systems in order to correlate the Original Dedicated MDRO / MDDO quantity to the change in entitlements across a given location.
