1 Manage the transportation of hazardous substances by road Page 1 of 5 Level 6 Credits 10 Purpose This unit standard is for carriers of goods service vehicles carrying hazardous substances. People credited with this unit standard are able to: examine hazardous substances for transportation by road to legal requirements; provide a suitable vehicle for the transportation of hazardous substances; manage the loading and unloading of hazardous substances; select and instruct drivers; and complete and handle documentation relating to the transport of hazardous substances by road. 2 Page 2 of 5 Land Transport (Road User) Rule 2004; Land Transport Rule: Dangerous Goods 2005; New Zealand Standard NZS 5433:1999, Transport of dangerous goods on land. 2 Any new, amended or replacement Acts, regulations, Rules, standards, codes of practice, or Land Transport New Zealand requirements or conditions affecting this unit standard will take precedence for assessment purposes, pending review of this unit standard. 3 Definitions the Truck Loading Code means The Official New Zealand Truck Loading Code Code of Practice for the Safety of Loads on Heavy Vehicles (current edition), available from booksellers; carriers are persons or organisations contracting or subcontracting to transport hazardous substances, or the consignor or consignee when they use their own vehicle to transport the goods; they can also include the operator as defined in the Transport Act 1962 (as amended by the Transport Amendment Act 1987); hazardous substances are as defined in NZS 5433:1999, and include flammable, explosive, poisonous, corrosive, and radioactive materials; organisational requirements include any legal requirements, standards, codes of practice, organisational and/or site requirements, industry best practice, and manufacturers instructions. Elements and performance criteria Element 1 Examine hazardous substances for transportation by road in accordance with legal 1.1 All hazardous substances that are defined in NZS 5433:1999 are identified. 1.2 Labelling of goods is checked to ensure that legal requirements are met, and the load refused if it does not comply. class label on outer packaging, class number, UN number, UN packaging marking code, consignee s name and address. 1.3 Containers and packaging are checked to ensure they meet legal requirements for condition and suitability for their contents. 1.4 Supplied documentation is checked for legal compliance, and the load refused if it does not comply. 3 Page 3 of Delivery instructions are checked as having been supplied. consignment note or other instructions for the delivery of the goods. 1.6 Public liability insurance confirmed as in force in accordance with organisational Element 2 Provide a suitable vehicle for the transportation of hazardous substances. 2.1 Vehicle is roadworthy and suitable for the load being carried. 2.2 For the bulk carriage of hazardous liquids and liquefied gases, vehicles are confirmed approved by the appropriate statutory authority, as stipulated in NZS 5433: Vehicle displays the appropriate statutory and other information relating to the hazardous substances being carried on the vehicle. 2.4 Legally required documentation is checked as having been placed in the cab of the vehicle. 2.5 Vehicle is supplied with safety equipment in accordance with legal first aid kit, fire extinguishers, protective clothing, other appropriate safety equipment. Element 3 Manage the loading and unloading of hazardous substances. 3.1 Loading and stowage on the vehicle is checked as meeting legal requirements for ensuring no injury to people or damage to equipment or the load. 3.2 Loading and unloading equipment is checked as fit for the task and is being used safely in accordance with legal 3.3 For Dangerous Goods Classes 1, 2, 3, 4, and 5 and any other substance with a flammable subsidiary risk, precautions are provided to prevent fire and other sources of ignition as specified in legal
