1 ADDENDUM NUMBER 1 SPECIFICATION NUMBER: POLICE VEHICLES For which bids (without pricing) must be submitted to the Bid and Bond Room, City Hall, 121 North LaSalle Street, Room 301, Chicago, Illinois prior to 11:00 A.M. Tuesday, December 20, BIDDERS MUST ACKNOWLEDGE RECEIPT OF THIS ADDENDUM NUMBER 1 AND ALL ADDENDA IN THE SPACE PROVIDED ON THE APPROPRIATE PROPOSAL EXECUTION PAGE (CORPORATION, JOINT VENTURE, PARTNERSHIP OR SOLE PROPRIETOR). FAILURE ON BEHALF OF THE BIDDER MAY BE CAUSE FOR REJECTION OF BID. ALL REVISIONS INSCRIBED HEREIN WILL BE INCORPORATED INTO THE BID SPECIFICATION PER THIS ADDENDUM NUMBER 1. THE FOLLOWING CHANGES LISTED BELOW ARE CHANGES OR CLARIFICATIONS TO SECTION 6, ENTITLED DETAILED SPECIFICATIONS, TO THE SOLICITATION. CHANGE #1: Subsection 3 of Section 6.22, entitled LITERATURE / DATA, is deleted in its entirety and replaced by the following: CHANGE #2: 3. EPA fuel-economy listing, showing the rating of the proposed vehicles equipped as specified herein, or manufacturer s written statement of estimated fuel-economy rating using EPA test methods. Subsection 4 of Section 6.22, entitled LITERATURE / DATA, is deleted in its entirety and replaced by the following: CHANGE #3: 4. Manufacturer s written statement that it is intent on providing the proposed model in a design substantially similar to that proposed to the City of Chicago to the bidder for the term of the contract. Statement must be a copy of a publicly available statement, a letter on company letterhead, printed or other document, subject to the approval of the Chief Procurement Officer. Statement may acknowledge that current plans may change due to vehicle updates, vehicle availability, changes in manufacturer s plans during the term of the contract or for any other reason. Section 6.23, entitled REPAIR AND SERVICE CENTER QUALIFICATIONS, Subsection is deleted in its entirety and replaced The Contractor or authorized subcontractor must operate an established automotive, truck or equipment service center located within thirty-five road miles of Fleet Management s facility at 1685 N. 2 CHANGE #4: Section 6.36, entitled BID LINE #1: GROUP A POLICE PURSUIT SEDAN, Subsection is CHANGE #5: The vehicle must have the heaviest-duty construction available for the make and model of vehicle proposed. Vehicle construction must be suitable for extended-life policepursuit usage. Section 6.36, entitled BID LINE #1: GROUP A POLICE PURSUIT SEDAN, Subsection is CHANGE #6: The vehicle must be fitted with heavy-duty wheels with securely fastened center caps. A fullsize spare tire and wheel, identical to the standard tires and wheels, must be provided with each vehicle and must be stored securely inside the trunk in a manner that does not interfere with the installation or maintenance of the component tray/board, mounted electronic back-end components, weapon lock and any other components specified below. Section 6.36, entitled BID LINE #1: GROUP A POLICE PURSUIT SEDAN, Subsection is CHANGE #7: Six-inch round auxiliary red/white all-led dome light (an example is the SoundOff Signal ECVDMLTAL00 ) must be installed on the headliner on center line of vehicle approximately seven inches from the top of the windshield (local installation acceptable). Auxiliary dome light must be separately switched with integral switch with off, red and white positions. Section 6.46, entitled BID LINE #8: MARKED POLICE LIGHTING PACKAGE, Subsection is added to Section 6.46 as follows: CHANGE #8: A stainless-steel custom-fabricated beat-tag holder must be mounted to the top surface of the roof-mounted lightbar in a manner that does not significantly reduce the integrity and waterproof nature of the lightbar top lens. Beat-tag holder must be identical in form, function and mounting location to existing Chicago Police Department beat-tag holders and must be capable of holding a removable plastic Chicago Police Department beat tag firmly at the range of speeds of which the vehicle is capable. Contact the Department of Fleet and Facility Management to view a sample. Section 6.52, entitled BID LINE #14: SPOTLIGHT, Subsection is deleted in its entirety and replaced Spotlight must be wired to battery power for operation regardless of ignition-switch, individually fused per the manufacturer s directions. 3 CHANGE #9: Section 6.54, entitled BID LINE #16: AVL SYSTEM, Subsection is deleted in its entirety and replaced CHANGE #10: Units ordered with this Bid Line must be equipped with a global positioning/automatic vehicle location (AVL) system consisting of a Trimble TM3000 AVL device customized for Chicago Police Department usage, Trimble wiring harness, antenna cable and roofmounted GPS antenna. AVL system must be capable of sending vehicle-location information in a format compatible with existing City of Chicago equipment through an integral cellular or PCS data-transmission device to the City of Chicago dispatch system. Section 6.54, entitled BID LINE #16: AVL SYSTEM, Subsection is deleted in its entirety and replaced CHANGE #11: All applicable software licenses for the supplied hardware and software must be furnished. The City of Chicago will provide activation and service for the cellular/pcs SIM card inside into the AVL device. Section 6.57, entitled, BID LINE #19: UNMARKED FIRE LIGHTING PACKAGE, Subsection is CHANGE #12: Wig-wag headlights flasher (an example is the SoundOff Signal ETHF00-SP, though the flasher needs to be manufacturer recommended for and suitable for use with the proposed vehicle make and model). Alternately, a manufacturer-recommended separate-bulb system may be provided to provide alternate white flashes from the headlight housing in an appearance and intensity similar to that provided by wig-wag headlight flashers. Flasher must be configured for approximately 115 single flashes per minute. Power wire must be connected directly to battery positive terminal using appropriate fuse. Low-amperage control wire must be connected to the power center as described below.
