List of beneficiaries, procurement of relief logistics, Relief distribution Committee formation, relief distribution, follow up and need assessment for further support along with impact evaluation. Some 500 rural households from cyclone Aila and flood prone areas of south-western part of Bangladesh specially Sayamnagar Upazila of Sathkhira district. 2 2. Introduction 2.1. Meteorological details of cyclone AILA Formed : 23 May 2009 Dissipated : 26 May 2009 Highest wind : 100 km/h (65 mph) (3- minute sustained) 120 km/h (75 mph) (1- minute sustained) Lowest : 974 hpa (mbar) pressure Fatalities : 212 total, >750 missing Severe Cyclonic Storm Aila at peak intensity Area affected : Bangladesh, India Cyclone Aila (RSMC Designation: BOB02, JTWC Designation: 02B, also known as Severe Cyclonic Storm Aila) was the second tropical cyclone to form within the Northern Indian Ocean during The disturbance that was to become Cyclone Aila formed on 21 May 2009 about 950 kilometers (590 mi) to the south of Sathkhira, in Bangladesh. Over the next couple of days the disturbance slowly developed before a Tropical Cyclone Formation Alert was issued by the Joint Typhoon Warning Center early on 23 May 2009 and being designated as a depression. As of 25 May 2009 ( ), 212 people have been killed by Aila and at least 500 more are missing, while many residents, numbering to about 650,000 are homeless. 2.2 Impact of cyclone AILA Torrential rains from Aila resulted in at least 212 fatalities from flooding. More than 400,000 people were reportedly isolated by severe flooding in coastal regions of Bangladesh. Numerous villages specially 100 village of Sayamnagr upazila of Sathkhira district were either completely submerged in floodwaters or destroyed. Dozens of people are reportedly missing throughout the country. A storm surge of 3 m (10 ft) impacted western regions of Bangladesh, submerging numerous villages. Several rivers broke through embankments, causing widespread inland flooding. In one region alone, more than 50,000 people were left homeless. Despite warnings to remain at port, numerous fishing vessels sailed into the storm. Port officials stated that more than 500 fishermen had gone missing since the storm made landfall. In Sathkhira, a dam broke and submerged five villages. Numerous homes were destroyed by the subsequent flooding and tens of thousands of people were left stranded in the villages. At least 800 people were injured by the storm and 2.6 million were affected. Unofficial reports indicate that the death toll in the country has reached 212; however, the Bangladesh government denied this claim. An estimated 58,950 animals were killed by the storm with up to 5,000 deer missing.

3 2.3 Rationale of relief package Sayamnagar upazila of Sathkhira district, 10 Unions, 100 Villages, households are worst affected with their all belongings of the recent terrible AILA. About people of this sub-district are marooned by water and they are not getting food, accommodation place, medicine and drinking water. Hundreds of baby miss their mother and father both so they are vulnerable most; they need baby food urgently to survive. Different organization is distributing relief to the affected people but not abundant against their actual requirements. AID has been working for a long time with the people of Sayamnagar consequently AID like to assist its beneficiaries during their distress. The relief package will not be repeated that mean only the household who has not gotten relief from other source will be served. The details of relief management are given in the implementation arrangement section of the document. 3. Activities 3.1 General activities 1. Undertake a generic socio-economic baseline survey and needs assessment of the project areas. Action In Development AID will conduct a survey for establish a baseline and need assessment of the AILA affected people. To this regard the random sampling method will be used and the respondent will be interviewed. AID will also use secondary data from news paper, electronic media. The survey will be complete within the first 5 days of the package period. 2. List of beneficiaries After the need assessment of the target group and formation of Relief Distribution Committee- RDC, AID staff and representative of RDC will list the target beneficiaries. The beneficiaries will be identified within next two 2 days of survey. 3. Formation of Relief Distribution Committee RDC To ensure the transparency of the distribution AID will form a RDC at respective union level consisting of 7 members in each. The members includes AID staff / authority, Union Parishad representative, Teacher, Imam and representative of NGOs/CBOs and Govt. officials. The responsibility of the RDC includes list of beneficiaries, procurement of logistics and monitoring spot distribution. The members of RDC will meet once in every week to discuss about future course of action and performance evaluation. 4. Orientation of staff and Volunteer AID will arrange a day long orientation for its staff and volunteer those who will work at AILA affected area. 2 staff and 3 Volunteer of AID personnel pool will be involved with rehabilitation relief distribution package for 60 days period. 3.2 Food and others essentials distribution 5. Selection of some 500 AILA devastated household of marginal and small farmers, landless, widow/ women headed and disabled family from project areas through participatory needs assessment techniques (following the recommendations of the needs assessment).

All 2500 people (men, women and children) are getting the minimum portion of their daily needs which enable them to survive. Baby milk serves the baby missing their mother and it removes their agony. Some 1000 distress women get the clothing facility which meets their basic needs at first step of rehabilitation. Besides this medicine availability make the affected people enabled to cope with the distress. 5. Implementation arrangement AID would have overall responsibility for project co-ordination through Relief Distribution Committee (RDC) established within its Emergency and Rehabilitation Co-ordination Unit based in Jhenaidah.The Project would be executed by and under the technical and administrative supervision of AID, following AID s rules and procedures regarding the acquisition of project services, supplies and works, involving the Project Steering Committee (PSC) at all times. Project operations would benefit from AID s extensive technical expertise and experience and the technical and operational backstopping from the staff at AID Head office and the district Office in Sathkhira as required. As much as possible, inputs would be procured from reasonable market, thereby ensuring their suitability and adaptability to local conditions. AID has already established a fully operational Office in Sathkhira to manage operations related to the implementation of its rehabilitation program. The office is staffed by additional 2 regular staff and 3 volunteer of HR pool. These offices would be retained and extended where necessary to implement the Project efficiently and effectively over its duration of 2 months. Project Steering Committee A PSC would be established within AID. The PSC would be chaired by the AID Executive Director. The AID Co-ordinator, Technical Adviser and Project Manager would be ex officio members of PSC, responsible for meeting organization and minute taking. The PSC would provide oversight and co-ordination in implementation of the Project. The PSC would have direct responsibility for ensuring that the Project is implemented as designed and efficiently and effectively according to agreed work plans, particularly through full co-ordination with all

6 relevant agencies in their respective districts and upazilas, and to minimize bureaucratic bottlenecks. In this respect, PSC would approve work plans and review progress and results achieved. But PSC will have no role in the day-to-day operation of the Project. The PSC would meet on a monthly basis. Project Implementation Units / Relief Distribution Committee-RDC AID would establish a RDC in its field offices in each of the project areas. The RDC would be responsible for the day-to-day co-ordination of all activities, including individual project interventions. The PIU would also be responsible for the overall project management, including the selection of communities to benefit from selected area and service providers, procurement of inputs, and monitoring and evaluation. The PIU would comprise representatives of NGOs/CBOs, UP, Govt. office, community people (teacher, imam) and staff appointed by AID, all under the guidance of the AID. 6. Work plan The expected duration of the Project is 2 months, from 10, June 2009 to 10, August A logical framework for the Project and detailed work plans for each of the components would be developed on approval of the Project. 7.
