1 STATE OF ISRAEL MINISTRY OF DEFENSE COORDINATOR OF GOVERNMENT ACTIVITIES IN THE TERRITORIES Humanitarian & Civilian Activities towards the Gaza Strip - Monthly Report September 2010 Following is a report regarding the civilian and humanitarian activities taken by the Israeli authorities during the month of September 2010: Expanding the Civilian Policy towards the Gaza Strip According to the Cabinet s decision to expand the civilian policy towards the Gaza Strip, Israel has implemented the following measures: The capacity of the Kerem Shalom crossing was increased by 170% so that 250 truckloads will enter the Gaza Strip via Kerem Shalom on a daily basis. The list of controlled items to the Gaza Strip was published on July 5 th. The list is located in the Prime Minister's Office websitewww.pmo.gov.il/pmoeng/communication/spokesman/2010/07/spokegaza htm. Promoting the implementation of International projects - o o 14 projects were approved prior to the Cabinet s decision. 31 projects were approved in the first package. o 22 projects were approved in the second package. A Joint COGAT - PA team was established in order to promote projects that are funded and supervised by the international community. A joint team between COGAT, the MOD Crossing Authority and the PA was established in order to enhance the capacity of the existing operational crossings.

2 Main Points During the month there was reducing of 33% in the volume of truckloads entering the Gaza strip through the Kerem Shalom crossing and Karni Conveyor, due to September holidays. During the month there was an increase of 46% in the volume of Heavy Duty Diesel delivered to the power plant, 15% decrease in Cooking Gas delivered into the Gaza Strip. During the month, 1,773 Palestinians entered Israel, West Bank and abroad. 5% increase in number of businessmen that exit the Gaza Strip during the month. During the month 60 international staff members entered\exited the Gaza Strip million Dollars were delivered for UNRWA. During the month 43 diplomatic delegations entered the Gaza strip. Movements and Permits During the month, 1,773 Palestinians exited the Gaza Strip through Erez crossing. Overall 2,017 permits were issued for Palestinians to cross through Erez, including: o 1,067 permits for medical cases- 533 patients and 534 companions, to receive medical treatment in Israel, the West Bank and abroad. o 7 permits were issued for embassy visa interviews. o 7 permits were issued for attendance in conventions and professional medical seminars. o 52 permits were issued for traveling abroad. 424 businessmen exited the Gaza Strip.

3 Projects Implementation Status The transfer of equipment for approved projects in the Gaza strip has continued according to the coordination with the international organizations. The implementation of approved projects: o Water treatment Planto The northern water treatment plant - Part B (World Bank) - 46 truckloads of Cement, Iron and other equipment were delivered during the month. o The water treatment plant in Sheikh Aglin (KFW) - 30 truckloads of materials and equipment were delivered this month. o 900 Greenhouses (USAID)- 12 greenhouses (4 truckloads) were delivered during the month. o Agricultural Family Plots (USAID) - agricultural inputs (4 truckloads) were delivered during the month. o 151 Housing Units (UNRWA)- The Project has been completed The Activity of the International Community Movement of International staff members- overall 60 movements were recorded through Erez during the month. 16 Palestinians with scholarships exited the Gaza Strip for academic studies abroad. 53 Palestinian international organization employees exited the Gaza Strip. 43 diplomatic delegations entered the Gaza Strip during the month. During this month 16 donation requests were approved to the Gaza Strip. Good and Equipment from the flotilla were transferred (overall 160 truckloads were delivered until today, out of total of 200).

4 Humanitarian Infrastructure During the month the supply of electricity and water from Israel was maintained. The transfer of fuel continued thou out the month, according to the PA s requests: o 8,141,682 liters of Diesel for the power plant were transferred. o 2,899 tons of Cooking Gas were transferred into the Gaza strip. Maintenance equipment were transfer for infrastructure nets according to the PA s requests: o 7 truckloads of equipment for the Palestinian Power Plant activated by Siemens were delivered. o 1 truckload of equipment was delivered for the Palestinian Energy Authority. During September, 5 truckloads of Equipment were transferred for "G'awal" Media Company. Money Transfer 100 million Dollars were transferred to the PA for Salary payments 13.5 million dollars for UNRWA s salaries were delivered into the Gaza Strip.
