Florin, PE Chief Engineer/Director of Port Development Virginia Port Authority Chairman, Facilities Engineering Committee 8:45 10:15 a.m. Panel I: An Economic and Trade Outlook for the Maritime Industry Overview of the current economic recession, outlook for recovery and future trade volumes. Focus on western hemisphere, especially Panama Canal improvements. Mr. Florin Robert West Principal - Trade & Transportation Cambridge, MA William L. Ralph R. K. Johns & Associates, Inc. Roselle Park, NJ 10:15 10:30 a.m. 10:30 a.m. Noon Panel II: The Changing Environment for Capital Investment The past several years have seen historical change in the port capital investment environment. Further evolution of the market for port facilities seems to be likely. The private/ private buyouts by investment firms that highlighted the period have been consolidated. Overall the port acquisition market public and private has quieted. However, there remains keen interest by public port authorities to explore capitalization of their facilities. In addition, the role of the federal government is poised to undergo a major transformation. The U.S. Congress is in agreement that the historical funding sources for our highway system and major freight transportation networks are no longer adequate to meet future needs. Legislation has been proposed that will fundamentally transform traditional roles in the development and maintenance of our nation s freight and passenger transportation network. This panel will explore the dynamic nature and major trends in public port financing, both in the public and private sector arenas. Erik Stromberg Port Industry Consultant Wilmington, NC Eric Zampol BMO Capital Markets San Francisco, CA Manju Chandrasekhar VP, Economics and Business Solutions Leslie Blakey Executive Director Blakey & Agnew Washington, DC

While a select group of terminals have already embraced automation, many more are contemplating this approach and its ramifications, and whether it should be incorporated into their future. What is the current state of automation in container terminals? Where are automated terminals headed? Considerations for building or converting to an automated terminal. 4 Facilities Engineering Seminar Page 4 Wednesday, November 18 (continued) 10:30 a.m. Noon Panel VI: Port Sustainability Today s ports and maritime facilities have classically defined sustainability as a balance among three critical components of economy, ecology and equity. The challenging economic climate and financial situation of the U.S. and the world economies has further redefined sustainability as a tool in the economic strategy war chest of the ports. This session will showcase holistic sustainable programs for the ports and related industries from practitioners that will include developing a port sustainability policy followed by developing and implementing a comprehensive port wide sustainable program that, at the end of the day, are designed to support a port s growth and expansion through sustainable planning, design and construction to meet the future needs of the port. The session will focus on providing example port and related industry programs that consider the three fundamental elements of sustainability. The session will feature successful approaches and examples of each of these fundamental elements of economy, ecology and equity. Noon - 1:45 p.m. 1:45-3:15 p.m. David Knuckey Director of Engineering Port Freeport John D. Pauling, PE, DEE Halcrow Sewell, NJ Lunch (coffee & dessert will be served in the Exhibit Hall) Jay R. Jahangiri, REM, REA, CESM, REEW President and Environmental Health/Safety Director TRE Consulting, Inc. Martinez, CA Al Moro, P.E. Assistant Managing Director of Engineering/Chief Harbor Engineer Port of Long Beach Panel VII: Asset Management: A Tool for Our Times Our current economic malaise is putting increased pressure on both operating and capital budgets at ports across the globe. An aggressive asset management program can provide ports with a platform to make better decisions, improve operational efficiencies and conserve funds for capital investment. This session will examine the role for asset management systems in port operations. We will discuss how to establish a process to collect the right information, and then see how that information can be used for better planning and to achieve greater operational efficiencies. How European ports are innovating and adapting to climate change. Adaptation requires ports to adjust to inevitable higher sea levels, increased weather aberrations, and manage the implications of increased erosion of adjacent intertidal areas, which may increase the exposure of port facilities.
