Starting January 1, 2018, the current conformity program by the Saudi Standards, Metrology and Quality Organization (SASO) will be gradually replaced by the Saudi Product Safety Program (SALEEM). For this purpose, the SASO has developed the new online system SABER. TÜV RHEINLAND YOUR RELIABLE PARTNER TÜV Rheinland is a registered Conformity Assessment Body (R-CAB) for Saleem. TÜV Rheinland offers additionally the following PVoC (Pre-Export Verification of Conformity) services: Saudi Arabia Certificate of Conformity Kuwait Technical Inspection Report Iraq Certificate of Conformity Egypt Certificate of Inspection Botswana Certificate of Conformity Qatar Certificate of Conformity Ethiopia Certificate of Conformity Algeria Certificate of Conformity SABER SYSTEM Web-based tool designed by SASO to apply for product & shipments certification/registration under SALEEM program. SABER will be the communication tool between R-CABs and SASO. It is used for? Issuance of product CoC and shipment CoC Selection of authorized and preferred CABs All relevant application documents are submitted via SABER Tracking the own certification status Receiving the certificates from the R-CAB SALEEM SAUDI PRODUCT SAFETY PROGRAM Authority Compliance SASO Scope Description Validity of product registration (product CoC) Validity of certificate (shipment CoC) Other requirements Saudi Standards, Metrology and Quality Organization (SASO) Mandatory SASO CoC program transforms to Saleem in future More than 45 Technical Regulations in 4 sectors: Construction, Chemical Products, Machinery, and Others on both Local and Imported Products Supplier should apply at a registered Conformity Assessment Bodies (R-CAB) like TÜV Rheinland to perform Conformity Assessment Procedures (CAPs) as defined in the applicable Technical Regulations on Products/Shipments before the products One year One shipment Shipment inspections randomly applied throughout the validity of registration

3 FACTSHEET SALEEM 3 ABOUT SALEEM The Saudi Product Safety Program SALEEM is an integral regulatory system initiated by SASO to control the products placed in the Saudi Market, and SABER System is the webbased tool to implement it. The SALEEM program classifies products into three risk categories and distinguish between regulated and un-regulated products also. UN-REGULATED PRODUCTS OR LOW RISK PRODUCTS These products are not regulated and have free access to the market. There will be no Technical Regulation issued for these products. However, the suppliers must prepare Declaration of Conformity and the Technical File for each product. These documents must be uploaded into SABER System, in order to issue the Shipment CoC through SABER. Low Risk Products will not require involvement of Registered Conformity Assessment Bodies (R-CABs). REGULATED PRODUCTS Two risk categories are defined, Medium and High Risk Products also include GSO Regulated Products. Under this program, SASO will be issuing Technical Regulations similar in concept to EU Regulations suited to Saudi Market with a mandatory involvement of R-CABs. In case the products are in scope, the applicable Conformity Assessment Procedures are defined in the Technical Regulations. These Regulated Products must obtain the Certificate of Conformity for the product and shipments from SABER System through mandatory involvement of the R-CABs. High Risk Products must obtain the SASO Quality Mark Authorization and are subject to Conformity Assessment Procedures. Examples for high and medium risk products: High Risk Products Construcion products: steel bars, cement and ready-mixed concrete Liquefied petroleum gas appliances and accessories Certain automotive spare parts Medium Risk Products Construcion products, e.g. sanitary ware, tiles, bricks, hydraulic binders (cement, gypsum, building limes) Chemical products, e.g. paints, thinner, motor lubricating, oils Machinery, e.g. cranes, machinery used in the food industry PLEASE NOTE According to current information, TÜV Rheinland CoCs will be accepted for Medium and High Risk Products until June However, customers should start product registration in SABER system before June 2018.

4 FACTSHEET SALEEM 4 GSO Regulated Products must obtain the verification as stated in the GSO Regulations. The certification process of the programme consists of two steps: Product Certification: Required for Medium and High Risk Products A pre-market step done by the suppliers where they shall apply to a R-CAB to perform the applicable Conformity Assessment Procedures. These Products must obtain the products CoC as a pre-requirements to Export. Shipment Certification: Required for all products, but with different procedures: Low Risk Products: The supplier uploads the Tech technical documents and the Declaration of Conformity to SABER System and issue the Shipment Release Approval. Medium and High Risk Products: A product shipment CoC similar to the original product CoC must be issued from SABER System. Shipment CoC includes additional information on the shipment details (exporter, ports and quantity of the product). The approval from the R-CAB for issuance of the shipment CoC is mandatory.
