1 Issue no. 10, 1 st November 2014 Dear Reader, Welcome to the last issue of ENCLOSE Newsletters! The ENergy efficiency in City LOgistics Services for small and mid-sized European Historic Towns project has just arrived to its conclusion. The final activities have been completed and the last deliverables (D5.2 A Framework for the definition and implementation of Sustainable Town Logistics Plans in historical small-/mid-size cities and D5.3 Recommendations and roll-out strategies for energy-efficient and sustainable urban logistics in European historical towns ) have been released. The ENCLOSE Final Conference, organized in Brussels on October 22 nd 2014 had a great success, as confirmed by the high number of participants from all over Europe. During this conference, the guidelines for planning and implementing Sustainable Urban Logistics Plans (SULPs) have been presented and explained. As discussed in Brussels, the SULP guidelines aim to support decision-makers and urban logistics stakeholders to define the most suitable logistics solutions with respect to the needs and requirements of towns (specially the small and medium size ones, representing the majority of European towns). SULP is in fact a specific plan for managing city logistics processes and designing solutions within mid-term horizon in the perspective also of the integration with the Sustainable Urban Mobility Plan (SUMP). We thus consider the SULP as a key part of SUMP, specifically devoted to city logistics issues. In this issue Letter of the Project Coordinator ENCLOSE output and results ENCLOSE final conference City logistics events in Europe Contacts The guidelines have been used by the 9 ENCLOSE towns for developing their SULPs, which have been presented during the ENCLOSE final conference. The guidelines and the 9 SULPs will be available soon on the ENCLOSE web site. Moreover, the last ENCLOSE project meeting was held along with the Final ENCLOSE Conference: the overall results and outcomes achieved by the project have been discussed in order to pave the way for the future sustainability of project results, involving also relevant European stakeholders and other European cities. Eventually, I would like to thank all the partners of the ENCLOSE consortium for their great job and all the people who have contributed to the success of the project and I renew our warm invitation to keep following us, not only through the project website and google+ page ( but also trough the activity of the Logical Town Association which will keep the outputs of the ENCLOSE project sustainable. 2 ENCLOSE outputs and results NETWORKING BEST PRACTICES The ENCLOSE pilot experiences have been networked to relevant European stakeholders and cities to be involved in the communication strategy developing a contact database with more than 750 contacts, more than 200 European towns (including around 120 stakeholders/towns from non-partnering countries). quarterly ENCLOSE newsletters, distributed to over 1000 contacts in Europe (cities, stakeholders, transport operators, research organisations, industry experts). The ENCLOSE official website,, available and regularly updated in 12 different languages, reports ENCLOSE project activities as well as relevant events in Europe. Promotion and networking with European small and mid-sized historic towns (even if not directly involved in the ENCLOSE project) on the themes of sustainable and energy-efficient logistics were targeted. Among the several disseminations performed, ENCLOSE partners organised various technical study visits (with partners and non-partners) and several successful ENCLOSE conferences and workshops on issues of European city logistics and sustainable mobility planning (Lucca (IT), Norwich (UK), Vaxjo (SE), Brussels, etc.) to facilitate the exchange of experiences, promoting the adoption of SULPs, and investigating policy level issues to define a strategy to ensure long-term sustainability of SULPs designed framework. Moreover, relevant communication and dissemination actions were performed: attendance to fairs and exhibitions and international events (INTERTRAFFIC, TRA, ECOMM; VTI transport forum, Energy Cities, etc.), publication and distribution of dedicated communication material and of the present RAISING AWARENESS ENCLOSE aimed to raise awareness about the challenges of energy-efficient and sustainable urban logistics in European small and midsized historic towns, and about real opportunities to achieve highly significant improvements and benefits by implementing and operating suitable and effective measures, schemes and framework approaches targeted for each specific urban environment. ENCLOSE partners, during the project duration, have organised 12 relevant local awareness rising events (AREs) aiming to stimulate the uptake of energy-efficient urban logistics solutions, and to support initiatives, which are engaged 2

3 in sustainable city logistics and urban mobility in Spain (Burgos), Portugal (Almada), UK (Dundee), Romania (Alba Iulia), Bulgaria (Balchik) and Greece (Serres). SUPPORTING SMALL AND MID-SIZED EUROPEAN HISTORIC TOWNS ENCLOSE project directly supported the development of sustainable urban logistic Plans (SULPs) in 9 European small and midsized historic towns involving partners from 13 European countries Austria, Bulgaria, Greece, Ireland, Italy, Norway, Poland, Romania, Portugal, Spain, Sweden, The Netherlands and UK with a very high potential of achieving a much wider audience, thanks to the participation of European and worldwide City Associations and networks, providing the necessary multiplying promotion and diffusion context. Beyond the ENCLOSE partnering towns, the project provides information and guidance to interested towns, and supplies them with a common strategy, methodology and tools for sustainable logistics planning specifically designed for small and mid-sized European historic towns (see below). IMPLEMENTATION OF PILOT LOGISTICS SERVICES AND SOFT MEASURES Implementation of Pilot logistics services in 3 historic forerunner towns: Lucca (IT), Trondheim (NO) and s-hertogenbosch (NL) and soft measures in 6 historic follower towns: Balchik (BG), Serres (GR), Almada (PT), Alba Iulia (RO), Burgos (ES) and Dundee (UK). GUIDELINES FOR THE DEVELOPMENT AND IMPLEMENTATION OF A SUSTAINABLE URBAN LOGISTIC PLAN (SULP) Implementation of the guidelines for the development and implementation of a sustainable urban logistic plan (SULP) in the ENCLOSE forerunner and follower cities, and creation of a suitable framework for the definition of SULPs for small and mid-sized historic towns. During the last month, the ENCLOSE consortium has developed a crucial document about the methodology for the definition and development of sustainable urban logistic Plans (SULPs) for small and mid-sized historic towns. Such a relevant document stems from the ENCLOSE forerunner and follower cities experience and defines a suitable framework for the definition of SULP. The guidelines for the development and implementation of a sustainable urban logistic plan (SULP) have been presented during the final ENCLOSE conference in Brussels. DELIVERY OF LOCAL SPECIFIC SULPs IN 9 ENCLOSE HISTORIC TOWNS According to the guidelines reported above, the 9 ENCLOSE historic towns have delivered local specific SULPs including a set/mix of measures that can support local Administrations to drive and manage the logistics process in the perspective of 3

4 city and citizens quality of life, reduction of energy consumption and CO2 impacts. Each SULP refers to the related SUMP, sustainable urban mobility Plan (e.g. high level Sustainability and clean environment and Strategic Line priorities), and includes the involvement of key city stakeholders in the discussion about suitable solutions as well as the definition of a road map for the possible adoption by local authorities. other experiences on sustainable city logistics in Europe. The workshop allowed discussing common issues, challenges and results together with a number of European stakeholders and Municipalities. ENCLOSE final international conference The Final ENCLOSE International Conference was held on the last 22th October 2014, in Brussels (Belgium). City logistics events in Europe SMART MOBILITY WORLD, TURIN 2014 The event, hosted by the Permanent representation of Spain to the European Union, had a great success due to the high number of participants from all over Europe. During a networking cocktail, participants were introduced to ENCLOSE towns and other project partners. A dedicated poster session has offered good networking opportunities and discussion about ENCLOSE activities. The purpose of the event was in fact to network and disseminate results of the 9 small and medium sized European cities of the ENCLOSE project and to take advantage of Smart Mobility is an initiative organised in Turin, aiming at European guide for the development of ITS services and Info-mobility for smart cities, and for the development of technologies for Green Cars and Sustainable Transport. The event new components will enrich the well-established Conference & Expo (2014, November 13 th 14 th ), extending the schedule of Smart Mobility World 2014 which will be developed over 3 days. 5 2014 ANNUAL POLIS CONFERENCE The 2014 Polis Conference is one of the major platforms for cities, metropolitan areas and regions to discuss on their transport challenges. High-level plenary sessions are complemented by technical sessions showing innovation in policy and practice across the transport spectrum. The Annual Polis Conference 2014 (27 th -28 th November 2014 in Madrid) will provide an opportunity for cities, metropolitan areas and regions to showcase their transport achievements to a large audience, and for the wider transport community to engage with representatives of cities and regional authorities on innovative transport solutions. More information: INTERTRAFFIC ISTANBUL 2015 The seventh edition of Intertraffic Istanbul (27-29 May 2015) once again proved its position as the leading traffic technology event for Eurasia and the Middle East. The previous edition attracted 5,286 professionals in infrastructure, ITS/traffic management, safety and parking from 79 countries around the globe. More than 200 exhibitors from over 30 countries presented their products and services. LOGICAL TOWN ASSOCIATION Annual conference The annual international conference of the Logical Town Association will be held in Lucca. The event is organised by the Logical Town Association in collaboration with the Municipality of Lucca. Main topics that will be discussed during the event will be both the technical and normative aspects of a sustainable approach to city logistics, involving several European stakeholders experienced in eco-friendly freight distribution, cutting-edge technologies and operational schemes specific for mid- and small sized historic towns. In particular, this year the conference will be focused on FEV and bike logistics: several European best practices will be presented. The Logical Town Association was born as one of the results of the action carried out by the ENCLOSE project in order to achieve a relevant reduction of energy consumptions and significant behaviour changes of urban freight distribution stakeholders and operators. The Association will become soon a member of Heritage Europe in order to better coordinate networking activities in Europe.
