1 TAC Agenda Item 6A Mailout 02/08/19 RECOMMENDATION FOR TRANSPORTATION POLICY (TPC) APPROVAL OF AMENDMENTS TO THE TRANSPORTATION IMPROVEMENT PROGRAM (TIP) AND 2040 REGIONAL TRANSPORTATION PLAN (RTP) There are two (2) amendments for which staff is requesting recommendation to the Transportation Policy Council this month: Program additional funding on the City of League City s Landing Boulevard/NASA Road 1 extension project to cover changes in bridge design. Due to the realignment of the roadway and subsequent relocation of the span over Clear Creek, the length of the bridge increased from 700 feet to 2,772 feet. The increased span requires that the structure to be upgraded from concrete to steel. The proposal is to split the cost increase with HGAC 50/50. Program HGAC Planning Studies in the TIP: 1) Southeast Harris County Subregional Study; 2) Regional Goods Movement Plan; 3) Safety Intersection Studies; 4) Regional Travel Surveys. A summary table of actions is attached including links for more detailed information Action Requested Staff is requesting TAC recommendation to the TPC for action on the above amendments.

3 TAC Agenda Item 6A Mailout 02/08/19 NO AUTHORIZING AMENDMENTS OF THE 2040 REGIONAL TRANSPORTATION PLAN (RTP) AND THE TRANSPORTATION IMPROVEMENT PROGRAM (TIP) FOR THE HOUSTONGALVESTON TRANSPORTATION MANAGEMENT AREA WHEREAS, the 2040 Regional Transportation Plan was adopted by the Transportation Policy Council on January 23, 2015; and WHEREAS, the Transportation Improvement Program for the HoustonGalveston Transportation Management Area was adopted by the Transportation Policy Council on May 25, 2018; and WHEREAS, the proposed revisions to the Transportation Improvement Program are consistent with the 2040 Regional Transportation Plan and its finding of conformance with the State Implementation Plan for air quality; and WHEREAS, the proposed revisions to the Transportation Improvement Program are consistent with the federal fiscal constraint requirements established for the Transportation Improvement Program and are consistent with the financially constrained 2040 Regional Transportation Plan. NOW, THEREFORE, BE IT RESOLVED BY THE TRANSPORTATION POLICY COUNCIL (TPC) FOR THE HOUSTONGALVESTON TRANSPORTATION MANAGEMENT AREA THAT THE 2040 REGIONAL TRANSPORTATION PLAN AND THE TRANSPORTATION IMPROVEMENT PROGRAM BE AMENDED TO REFLECT THE REVISIONS IDENTIFIED IN THE TABLE OF FEBRUARY 2019 TPC AMENDMENTS. BE IT FURTHER RESOLVED THAT FEDERAL FUNDS AUTHORIZED BY THE TPC FROM THE CONGESTION MITIGATION AND AIR QUALITY (CMAQ) AND SURFACE TRANSPORTATION BLOCK GRANT (STBG) PROGRAMS REPRESENT A LIMITING AMOUNT. ANY COST OVERRUNS ON PHASES OF WORK AUTHORIZED BY THE TPC OR COSTS INCURRED ON PHASES OF WORK NOT AUTHORIZED BY THE TPC SHALL BE THE RESPONSIBILITY OF THE PROJECT SPONSOR. MPO ID: Project Description: Federal cost: $5,100,000 TDC Request: 1,020,000 Southeast Harris County Subregional Study area borders are IH 45 on the west and Galveston Bay to the east, and the Houston Ship Channel to the north and Harris County Line to the South. Located in the study area, State Highway 225 is an important regional corridor that serves as a major east west thoroughfare, freight route, and hurricane evacuation route. Additionally, State Highway 146, in close proximity to Port Houston's two container terminals, serves as an important national highway freight route. This study will analyze the movement of freight traffic through the area while providing enhanced mobility and accessibility to internal users. 6 Regional Goods Movement Study The Regional Goods movement study is an effort to collect data, conduct analysis, and engage with regional stakeholders covering multiple aspects of the region s goods movement system. The study is designed to ultimately produce a plan to help ensure the region can continue to play a role in supply chains while meeting regional economic goals, addressing critical mobility challenges and contributing to community livability and quality of life. Identifying and implementing improvements to the region s supply chains is critical to the region s economic vitality. The objective of the Regional Goods movement plan is to help the region by developing policy recommendations and project solutions that will enhance the mobility, reliability and safety of the region s freight significant corridors and facilities; provide access to new growth areas; promote multimodal goods movement; enhance the region s economic competitiveness; mitigate community impacts related to congestion, safety, the environment and quality of life. ($1,000,000 STBG/Cat ,000 TDCs) Safety Intersections Studies From 2012 to 2016 intersection related crashes account for 37 percent of all regional vehicle crashes, and 26 percent of all regional vehicle crash fatalities. Intersection related crashes are a focus area of the recently adopted Regional Safety Plan. Intersection safety is not only important to motorists, but also bicyclists, pedestrians, and public transit commuters. In many instances low cost simple solutions will mitigate or eliminate safety issues at traffic intersections. H GAC has identified the 50 high frequency traffic crash intersections in the region. These locations are responsible for the majority of intersection related vehicle crashes. Determining the most suitable safety counter measures for these locations will significantly reduce the number of motor vehicle fatalities and injuries throughout the region. In conjunction with local jurisdictions, H GAC will conduct a series of intersection safety audits at the identified high frequency crash locations. The purpose of these audits is to determine the characteristics of motor vehicle crashes at each location and develop a list of appropriate recommendations to remedy these issues. The emphasis will be on implementing short time low cost solutions that can immediately impact traffic safety at these locations, such as stripping, signage, traffic signal synchronization, installation of turn lanes, etc. H GAC with also work with TxDOT and FHWA to utilize additional funds through the State Traffic Safety Fund, and the FHWA Intersection Crash Reduction Initiative. ($1,000,000 STBG/Cat ,000 TDCs) Regional Travel Surveys are utilized for updating the regional travel demand model. This planning study is a combination of the collection of surveys and passive data. The survey types are household, transit on board, airport, commercial vehicle and supplemental surveys. 9 TPC Agenda Item 6A Mailout 02/08/19 NO APPROVING THE AWARD OF TRANSPORTATION DEVELOPMENT CREDITS (TDCs) TO THE PROJECTS IDENTIFIED IN TABLE 1 AND AUTHORIZING RELATED AMENDMENTS TO THE 2040 REGIONAL TRANSPORTATION PLAN (RTP), AND TO THE TRANSPORTATION IMPROVEMENT PROGRAM (TIP) FOR THE HOUSTONGALVESTON TRANSPORTATION MANAGEMENT AREA. WHEREAS, Texas Administrative Code, Title 43 Subchapter H, identifies the purpose, goals, and administrative requirements for the Transportation Development Credit Program in the State of Texas, including the suballocation of credits to Metropolitan Planning Organizations (MPOs); and WHEREAS, the Texas Department of Transportation has documented the current balance of credits allocated to HGAC, the MPO for the HoustonGalveston Transportation Management Area; and WHEREAS, Texas Administrative Code, Title , establishes requirements for the award of transportation development credits by MPOs; and WHEREAS, the HoustonGalveston Area Council has established a documented process for the evaluation of applications and the award of credits; and WHEREAS, the HoustonGalveston Area Council is in receipt of requests for credits; and WHEREAS, the award of credits for these purposes is consistent with the Policy governing the consideration of requests for credits adopted by the Policy Council on September 27, NOW, THEREFORE, BE IT RESOLVED BY THE TRANSPORTATION POLICY COUNCIL (TPC) FOR THE HOUSTONGALVESTON TRANSPORTATION MANAGEMENT AREA THAT TRANSPORTATION DEVELOPMENT CREDITS BE MADE AVAILABLE TO THE PROJECT LISTED IN TABLE 1 IN THE AMOUNT SHOWN, AND THAT THE TRANSPORTATION DIRECTOR IS DIRECTED TO ENTER INTO ANY NECESSARY PROJECT AGREEMENTS.
