3 Procurement Process Reminder Quiet Period The Quiet Period begins on the date the solicitations are published. Contact only with the designated procurement specialist (Al Oracion). Quiet Period extends until an award recommendation appears on a City Council Agenda, or a City Council Committee Meeting Agenda. 3

4 Solicitation Overview PURPOSE: The City of Houston (City), Houston Airport System (HAS) invites interested firms to submit statements of qualifications for the design-build services for the vehicle maintenance facility at George Bush Intercontinental Airport (IAH). 4

7 Submittal Procedures One (1) original, marked original, signed in BLUE ink, ten (10) hard copies as well as ten (10) electronic PDF copies on a non-returnable USB drive of the submittals. One (1) marked Original and one (1) copy of Financial Statements, must be received at the address below no later than Thursday, February 28, 2019, 2:00 P.M. CST. 8 SOQ Submittal Requirements Each SOQ must be organized and follow the required format as stated in Section 10.5 of the RFQ. Each Section must be appropriately tabbed and inclusive of all the required submittals. Submissions to the RFQ must be valid for a period of one-hundred and eighty (180) consecutive calendar days from the date of receipt by the City. Forms to be submitted with Statement of Qualifications are listed in Section 17.0 and must be properly and completely filled-up. 8

16 Project Scope and Overview Overview: Construct a new facility as the home for Vehicle Maintenance, Shuttle Bus Maintenance, Airside OPS, and Supply Chain. This new construction would: Ensure safe working environment for HAS and FMD employees Be fully air conditioned except vehicle maintenance bays Have efficient layout and proper equipment. Complete all work using phased approach. 16

17 Project Scope and Overview Scope: Proposed Vehicle Maintenance Facility (VMF) Facility Size is approximately 51,000 SF Structural Steel Options Mechanical yard Associated site concrete paving and landscaping Fenced and lighted 100,000sf gravel vehicle hold yard. Parking for approx. 180 vehicles The VMF will be shared by 4 separate City entities Vehicle Maintenance (VMF) Airside Operations (OPS) Supply Chain Management (SCM) 3rd party maintenance operator (Shuttle Bus Maintenance). Shuttle Bus Maintenance must be able to occupy their designated area by December

18 Project Scope and Overview Phasing Approach: The Design-Build firm will perform services for this Project under a Two-Phase delivery method. Phase 1 Pre-Construction and Shuttle Bus Maintenance Construction: Phase 1 includes Pre-Construction activities, site work, the building shell, as well as the build-out of the VMF and Shuttle Bus Maintenance areas. Shuttle Bus Maintenance is the initial priority and must be able to occupy their designated area by December Phase 2 Remaining Construction Services: Phase 2 of construction includes the build out of the second floor for SCM and OPS spaces. At no time will Phase 2 interfere with the set Phase 1 completion date of December 2019 unless the proposed work is conducive to the completion of Phase 1. 18
