1 CALL FOR APPLICATIONS Payload Preparation Facilities Activity (EPCU) STATEMENT OF WORK This Call for Applications is a translation into English of the essential elements of the contract notice published by CNES in the Official Journal of the European Union: u.int I PURPOSE OF THE CONTRACT Work package Payload Preparation Facilities Activity (EPCU) carried out for CNES at the Guiana Space Centre (CSG), Europe s Spaceport - 1- DESCRIPTION A presentation of the Guiana Space Centre (CSG), Europe s Spaceport, is available at / under Consultations. 2 - Protection, surveillance, access-control - Security and Safety Systems - Planning and Coordination - Quality Assurance, Dependability, Risk Analysis and Documentation and Archives 2 - PLACE OF EXECUTION OF WORK, DELIVERY OF SUPPLIES OR PERFORMANCE OF SERVICES French Guiana 3 - QUANTITY OR SCOPE OF CONTRACT The Payload Preparation Facilities activity forms part of the overall support provision geared to the CSG operating requirements and to technical & operational activities at the Launch Base. It covers the organization, coordination, technical management, maintenance (preventive, corrective, change monitoring & upgrades), technical and operational deployment of facilities contributing to the preparation of payloads. The selected candidate(s) shall provide CNES/CSG with services covering the following technical areas : - Maintenance in Operational Condition of equipment used at the EPCU during and between campaigns, involving mechanical facilities (gantries, gates, mobile satellite containers, etc.), fluids provision (breathable air, gas, effluent from filling operations, etc.), electrical facilities (local distribution of the low-voltage energy, electric systems dedicated to the customers such as LBC electrical boxes, lighting, electrical outlets, etc.) as well as implemented equipment during campaigns (manlifts, blast shields, small equipment, etc.), - Upkeep of clean rooms and other premises, - Keeping into operational configuration the systems involved in the preparation of a satellite campaign at the EPCU (buildings, mechanical systems, fluids networks, systems for surveillance and monitoring etc.), - Provision of operational support (human + technical) of supply items for satellite clients during satellite campaign operations at the EPCU, - Coordination of overall technical and operational activities proceeding at the EPCU, - Management of spare parts, consumables and associated supplies necessary for maintenance. 4 - DURATION OF CONTRACT OR DEADLINE FOR COMPLETION Maximum 84 months from award of contract. II- LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION 1 - TERMS AFFECTING THE CONTRACT Essential arrangements for funding and payment and/or references of relevant provisions The activities are funded by the European Space Agency, the contracts are therefore submitted to geographical return criteria Performance of the contract is also subject to other specific conditions:

3 The majority of CSG facilities is subject to pyrotechnic and environmental protection regulations. They are also subject to the European Union SEVESO High Level Directive. Lastly, as priority facilities of vital importance, they are subject to French inter-ministerial instructions on the protection of sensitive sites and networks n Some areas are subject to a strict security regime or controlled access ( Zones à Régime Restrictif - ZRR) other areas are protected areas containing classified information with regards to national defence. (French inter-ministerial instructions n The selected contractor shall necessarily apply the provisions contained in the Accord Collectif Inter-Entreprises (Inter-company collective agreement) for the Kourou Spaceport, also referred to as "Convention de site". On request, this document shall be made available for consultation for the applicants selected as a result of this Call for Applications. Obligation to hire staff employed by previous contractors (Article L of the French Code dutravail). The selected contractor shall undertake to apply Article L of the French Code du Travail. More information will be provided in the Invitation To Tender (Dossier de Mise en Concurrence) to be sent to the contractors selected as a result of this Call for Applications. 2- TERMS OF PARTICIPATION - CRITERIA FOR SELECTING APPLICATIONS Information concerning the specific situation of the contractor, supplier, or service provider, and information and formalities to assess whether they meet the minimum requirements in respect of economic, financial and technical capacities. In addition to the presentation note requested in section III.4, the application shall include the information requested in Section III. Each candidate company, whether it applies as part of a group or not, shall produce the following documents in support of its application: An affidavit, duly dated and signed by the applicant, proving that it does not enter into any of the cases mentioned in Articles 45 et 46 of the Ordonnance du 23 juillet 2015; A document regarding the capacity of accredited persons to enter into commitments on behalf of the applicant Economic and financial capacity required references In addition to the presentation note requested in section III.4, the application shall include the information requested in Section III: - A statement concerning the total turnover; - A statement concerning the turnover from those services which are the subject of the contract, obtained in the last three available financial years; - Company accounts (summary accounts) covering the last three years of economic operators subject to a legal obligation to produce accounts;

4 2.3 - Technical capability references required In addition to the presentation note requested in section III.4, the application shall include the information requested in Section III: - A list of the main deliverables or services provided in the last three years, indicating the amount, the date and the recipient, either private or public. Proof of deliveries made and services provided shall be in the form of certificates established by the recipient or, should such certificates not be available, in the form of a declaration by the economic operator; - A statement indicating the tooling, equipment and technical means made available by the applicant for the performance of contracts of a similar nature; - Certificates established by quality control authorities entrusted with certifying the compliance of deliverables with reference to certain technical specifications. The tender issuer will, however, accept other equivalent proof guaranteeing the quality produced by applicants, should they be unable to produce such certificates or to obtain them in the required time; - Capabilities with regard to carrying out activities of the same kind and on a similar site. - A statement indicating the average annual headcount of the applicant company and the number of management staff in each of the last three years. - Systems management and monitoring of the supply chain that the candidate can implement during the execution of the procurement. - The indication of the environmental management measures that the candidate wants to apply in the frame of the contract. III- PROCEDURE 1 - TYPE OF PROCEDURE Negotiated Procedure 2 - DEADLINE FOR RECEIPT OF APPLICATIONS 17 November 2016 before 11h00 am, Kourou time. 3 - LANGUAGE TO BE USED IN APPLICATIONS French is the working language. 4 - DELIVERY OF APPLICATIONS The deadline for the submission of applications is 11h00 am., Kourou (French Guiana) time, on 17 November A presentation note (of no more than 5 pages) on the company or on each company in case of groups shall accompany the document package requested in chapter II.2. It shall include details of the applicant s sector of activity and expertise, its staff headcount and geographical reach (head office and other sites). Prior to proceeding with the assessment of applications, if CNES observes that some of the information requested is not provided or incomplete, the relevant applicants will be requested to provide the missing information within 10 days of the request being issued. The application file may be submitted in paper or in electronic form.
