1 APPENDIX A SCOPE OF SERVICES REGIONAL TRAFFIC SIGNAL TIMING AND OPERATIONS PROGRAM (RTSTOP) Professional Services Contract for the period of September 25, 2013 to June 30, 2014 Robert Hunt, Consultant Specific tasks to be performed during the contract period include: Task 1 Traffic Signal Time Plan Development and Review Services include developing and refining recommended signal timing coordination plan concepts for consideration by PAG jurisdictions. The Consultant, in conjunction with other contracted employees working on this program will recommend new traffic signal timing patterns (cycles, splits and offsets) for a minimum of 50 traffic signals within the region. Subtask Ongoing traffic signal timing work includes converting City of Tucson traffic signals from 90 second cycles to second cycle time plans throughout the entire Tucson network. New second cycle time plans have been developed by Consultant for City of Tucson traffic signals north of Grant Road. Work under this task will include continuation of time plan development and implementation of traffic signals within the City of Tucson south of Grant Road. Refinements to traffic signal time plans outside of the City of Tucson will be done following the completion of the City of Tucson network in an effort to synchronize traffic signal time plans across jurisdictional boundaries. Subtask 1.2 Consultant will provide assistance at the request of PAG and PAG jurisdictions to review, refine, or develop traffic signal time plans. Subtask 1.3 Consultant will assist jurisdictional staff by suggesting controller data input needed to implement traffic signal time plans, including specialized time plans such as the regional transit priority system and hybrid beacons. Subtask 1.4 The Consultant will assist PAG staff in the refinement of a selection process for identifying traffic signals to be retimed that is acceptable to the traffic staff of the PAG Member Agencies. Subtask 1.5 The Consultant will assist PAG staff in the development of a performance measurement process for evaluating the effectiveness of the traffic signal time plan review/refinement/development as part of PAG s Regional Traffic Signal Timing and Operations Program. Traffic signal time plan acceptance, implementation (controller input), and fine tuning will be the responsibility of the owning agency. Other controller parameters such as clearance intervals will remain the sole responsibility of the owning agency. Signal synchronization plan implementation will be the responsibility of the governmental jurisdiction owning and operating the intersection. Technical staff from the specific intersection s jurisdiction will provide final approval and are responsible for the implementation of timing plans that are provided. Detailed field reviews will be the responsibility of the owning agency. Retiming recommendations of traffic signals will focus on cycle, splits and offsets. It is the responsibility of the owning jurisdiction to address clearance intervals and other signal timing details in accordance with local, state and federal policies and guidance. Retiming recommendations may include traffic simulations and capacity analysis using the regional Synchro model currently being managed by PAG. Development of recommendations may require the collection of traffic turning movement, travel time or other such data collection as warranted. The collection and budgeting for such data will be the responsibility of the local agency.

2 Task 2 - Support for Regional Traffic Signal System The City of Tucson has implemented a centralized traffic signal system (i2) that is used throughout the region. Consultant will provide support of the regional management of that system as it is a required element to regional traffic signal operations, signal coordination, and signal time plan adjustments. This would include the addition of new signals and the administration of system users. The City has a maintenance contract with the system vendor. Consultant would coordinate system issues with the vendor. Subtask Consultant will provide regional management of the centralized traffic signal system transition to a new platform as the (i2) system is in the process of being replaced. This would include the addition of traffic signals to the new system and the administration of system users, center to center architecture, and functionality specifications with jurisdictional staff and the system vendor. Task 3 Regional Traffic Signal Synchro/SimTraffic Model Consultant will provide project management for the regional traffic signal (Synchro) database and assist use and implementation thereof by jurisdictional representatives throughout the region, including assisting in establishment of protocols for updating the regional database and keeping it consistent with individual jurisdictional Synchro databases. Task 3.1 Consultant will update Synchro database information to reflect changes in intersection geometry, traffic signal timing/phasing plans, and other parameters to reflect real-world conditions. Task 3.2 Consultant will assist local jurisdictions with providing the latest data available needed for the model and reviewing model accuracy for geometric conditions, signal timing/phasing and other parameters. Consultant will also provide assistance to local jurisdictions in the use of the Synchro software. Task 3.3 Consultant will provide assistance at the request of PAG in arranging and hosting a regional Synchro training, and purchase/upgrade of Synchro software for PAG and jurisdictional use as determined necessary. Task 4 Support for Southern Traffic Operations Center Consultant will coordinate with PAG, local authority control centers, and the state Traffic Operations Center in Phoenix in development of an agreeable regional strategy for control center operations and structure for the region. Following ADOT approval to move forward, consultant will assist in the development of a concept of operations for traffic signal management to be provided through a regional traffic operations center. Consultant will provide review and input to other draft materials necessary such as intergovernmental agreements or other contractual arrangements to facilitate a multi-agency control center operation in the Tucson region. Task 5 Support to Real Time Traffic Monitoring and Control System Consultant will provide services to PAG, PAG jurisdictions, and the University of Arizona in the development and implementation of a real time traffic monitoring and control system. Specific services will include review and guidance of recommended corridors for initial implementation of detection equipment to collect travel time and speed data.

3 Task 6 - Traffic Engineering and Transportation Safety Support to PAG Member Jurisdictions At the direction of PAG, Consultant will provide assistance to local jurisdictions and ADOT in developing project proposals, budgets and concepts of operations related to traffic signal, ITS, transportation management and operations projects, and transportation safety initiatives. Reporting Requirements The Consultant will make progress reports to the PAG staff and the Regional Traffic Signal Timing and Operations Program task force monthly or as appropriate. The consultant will also provide a comprehensive report at the end of the contract period. Services Not Provided: 1. Services do not include any maintenance activities. 2. Services do not include special or ad hoc studies from jurisdictions, consultants or other such groups. Such requests need to be programmed via the PAG technical working group and agreed upon by the Consultant. 3. Local authorities will review and approve all suggested traffic signal timing off-set, cycle or split changes and implement agreed upon timing changes to test the proposed synchronization plans. The local authority is fully responsible for all clearance timings. The Consultant will not, under any condition, open, change or in any way alter a signal s operation. Only the owner/agency will make any such adjustments. 4. Services do not include the development, calculation or review of traffic control device warrants unless specifically agreed upon by PAG, the PAG technical working group and Consultant. Cost of Services and Billing Schedule Consultant will provide services as described above over a period estimated to begin on September 25, 2013 and end on June 30, Contract services are not to exceed $39, Consultant will invoice the client monthly.

5 Task 2 Guidance Related to Manual of Uniform Traffic Control Devices (MUTCD) Consultant will provide advice, guidance and coordination to PAG and its jurisdictional members on the Manual of Uniform Traffic Control Devices (MUTCD) signal design, timing and operational requirements including alternative approaches for the metropolitan region to meet Federal requirements. Subtask Consultant will draft a memorandum for jurisdictional departments of transportation to include summary, insights, guidance, and focus areas from the National Committee on Uniform Traffic Control Devices committee. Consultant serves as the chairperson for the Traffic Signals subcommittee of the NCUTCD and participates at no charge to PAG or its jurisdictional members. Memorandum correspondence may be supplemented with a presentation or overview provided to the Regional Traffic Signal Timing and Operations Program (RTSTOP) task force or the PAG Transportation Systems Subcommittee (TSS). Task 3 Develop Draft Operations Agreement for Southern Traffic Operations Center Consultant will coordinate with PAG, local authority control centers, and the state Traffic Operations Center in Phoenix in development of an agreeable regional strategy for control center operations and structure for the region with a focus on traffic signal control capabilities. Following ADOT approval to move forward, consultant will draft the necessary intergovernmental agreements or other necessary contractual arrangements to facilitate a multi-agency control center operation in the Tucson region. Task 5 Support for Specialized Traffic Signal and Hybrid Beacon Services include coordination with the local agencies and oversight of specialized traffic signals, HAWK hybrid beacon crossings and other signalized traffic signal wireless coordination in the regional signal system. Subtask 5.1 Consultant will provide support to the design, development, implementation, and evaluation of the BikeHAWK hybrid beacons at the Broadway/Treat, Speedway/Treat, 9 th /Campbell, Grant/Sahuara, and other locations as appropriate. This includes preliminary design, design review, guidance on development, installation, operation, and evaluation of the unique hybrid beacon and its coordination into the regional traffic signal network. Subtask 5.2 Consultant will provide review and guidance support to the development of BikeHAWK selection criteria and process currently being developed for the City of Tucson.

6 Task 6 Support to Real Time Traffic Monitoring and Control System Consultant will provide services to PAG, PAG jurisdictions, and the University of Arizona in the development and implementation of a real time traffic monitoring and control system. Task 7 Support to Regional Transportation Safety Program The Consultant will assist PAG staff and its member jurisdictions in transportation safety planning, project development, implementation, and evaluation. Subtask 7.1 Consultant will participate as regional representative in the Arizona Strategic Highway Safety Plan development at the direction of PAG. Participation will focus on traffic engineering expertise as well as pedestrian/bicycle/vulnerable user safety areas as part of the AZ SHSP Task Force structure. Subtask 7.2 Consultant will participate as team member in PAG Road Safety Assessments at the direction of PAG. Participation will focus on traffic engineering expertise and RSA expertise held by consultant. Subtask 7.3 Consultant will participate in the scoping, kickoff, and development of the PAG Regional Strategic Transportation Safety Plan at the direction of PAG. Participation will focus on traffic engineering expertise as well as pedestrian/bicycle/vulnerable user safety areas. Subtask Consultant will participate as regional representative in the PAG Regional Pedestrian Plan development at the direction of PAG.
