2 Introduction I 2 Demand for road freight is expected to grow by 55% in the period (midterm review of the European Commission s 2001 White Paper on Transport) Heavy good traffic (better: abnormal vehicle transport) grows by 2.8 % per year. What s abnormal? An abnormal transport is a transport of a vehicle or vehicle combination, having either no load or an indivisible load, which exceeds at least one authorized dimension or weight allowed in normal road traffic in EC partner state (Finnish definition from Tiehallinto s website). Consequences: Number of special permission by the national responsible authorities increase Each state has its own exceptive clauses, its own addresses, its own special application forms, mostly only in one language and its typical permit procedures. Crossing Europe with an abnormal transport is connected with a timeconsuming battle against paperwork (a bachelor degree for administrative regulations is helpful). Administration expenditure for handling grows dramatically. 2

15 Vision & values 15 Vision? Yes: A comprehensive pan-european internet platform for the forwarding companies/hauliers first for information about the different rules and regulations; second and as a main objective target to establish a complete internet procedure with the components: Target: 2013 (+) online-input to the applications forms; treatment and permission in the background in national agencies within 24 hours; results (=permissions) are available in digital online-format for a ^paper-less transport^ (with an automatic transfer to the OBUs, if needed). Values? Yes: The regulations for abnomral transport become more clearly and more easily comparable. The permission procedures become more simple, substantially faster and substantially more economical. The overloading of the administration can be reduced. The good transport in the European market is facilitated. 15
