1 IDENTIFICATION Department Position Title Infrastructure Regional Maintenance and Safety Officer Position Number(s) Community Division/Region(s) Yellowknife North Slave PURPOSE OF THE POSITION The Regional Maintenance and Safety Officer provides leadership, guidance and oversight in the provision of all safety, incident report, training, and inventory support services for the North Slave Region to ensure human resources, purchasing, and contract services meet the operational requirements of the department. The incumbent is also responsible for assisting with the management and delivery of Highway and Airports Maintenance programs, including ice roads, to meet the designated construction and maintenance standards. SCOPE Located in Yellowknife, this position reports to the Regional Superintendent, North Slave and is responsible for: Liaising with Regional Airport Manager to develop Workers Safety and Compensation Commission (WSCC), Department of Employment and Social Development Canada (ESDC), Government of the Northwest Territories (GNWT) Risk Management, Occupational Health and Safety (OH&S) Committee and Airport Safety Management System incident reports. Liaising with North Slave Project Officer to assist with the delivery of regional projects including Winter Roads. Developing and coordinating the implementation of an ongoing health and safety program in accordance with departmental standards, ongoing changes in construction and maintenance practices, as well as legislation. Inspecting work sites and workshops and enforcing established health and safety frameworks. 2 the Yellowknife, Fort Providence and Edzo Highway Maintenance Camps. Determining and purchasing materials, such as asphalt oil and sodium chloride, for all three Highway Maintenance Camps. Conducting all incident reports for three Highway Maintenance Camps, and the Yellowknife Airport. Conducting training programs for three camps in the North Slave Region. Acts as the regional resource on territorial and federal health and safety legislation. Seasonally operates heavy equipment to ensure road safety. The incumbent plays a key role in the prevention, investigation and reporting of all incidents, the delivering and implementation of Health and Safety programs, the delivery of winter roads and contributes to the effective operation of three maintenance camps in the North Slave Region. The Regional Highway Safety Officer acts in accordance with WSCC, OH&S, Federal ESDC and GNWT Acts and regulations. RESPONSIBILITIES 1. Develops and coordinates the implementation and compliance with an ongoing health and safety program in support of the Region. Manages incident reporting for the Yellowknife Airport, according to severity of the incident reports submitted included: WSCC, ESDC, GNWT Risk Management, OH&S Committee, SMS (Airport Safety Management System). Communicates all incident findings to Regional Airport Manager, and provides and files report copies into the AIRMAN program. Manages incident reporting for the North Slave region, including assisting supervisors at three highway maintenance camps with WSCC claims. Develops and delivers safety training programs to contractors and departmental staff, such as highway flagging, safe ice construction, and ice road survival courses. Delivers Workplace Hazardous Material Information System training (WHMIS). Conducts driver evaluations to ensure new staff are competent to drive highway equipment. Conducts office, work zone, workshop, ice roads and highway inspections to ensure regulation compliance, and hazard inventory and control; authorized to shut down sites that are deemed unsafe. Conducts risk analysis on various highway maintenance activities and recommends new initiatives to mitigate risk of accidents. Co-chairs the Joint Occupational Health and Safety committee, takes minutes and forwards them to all other committee members. Liaises with WSCC and communicates new legislations and regulations to staff and managers. Main point of contact for incident reporting, which may occur after regular work hours. 3 2. Provides ongoing administrative, System for Accountability and Management (SAM) financial system, PeopleSoft, inventory management and processes support for the Region. Develops and completes attendance sheets, time sheets, and overtime sheets on a biweekly basis for three maintenance camps. Records and reports daily maintenance activity into the Maintenance Management System. Completes vouchers for invoices, VISA logs, Travel Authorizations, and expense claims for all three camps. Identifies, purchases and tracks water, Gasoline, Diesel, Asphalt Oil and Sodium Chloride consumption and takes annual stock inventory for reconciliation. Tracks and orders office supplies and equipment. Organizes, and effectively maintains project, personnel and general filling systems for all three camps. 3. Assists with the planning, design, maintenance and construction projects within the North Slave Region. Liaises and assists the Project Officer, North Slave Region, with contract preparation, administration and budget monitoring. Completes construction reports and other related documents for selected projects. Interprets technical drawings and specifications with regards to quantities of work. Assists with the development of designs, specifications and cost estimates. Conducts progress, interim and final inspections to ensure work is of acceptable quality and is progressing in accordance with plans and specifications. Reviews and assesses contractors proposed schedule and other requirements. Assists with consultant and contractor compliance with all the applicable and governing codes, permits, directives, regulations, and GNWT technical standards and guidelines, and takes action when in default. Investigates dispute resolution. Assists with quality control / quality assurance inspections, surveying, testing and quantity measurements are completed. 4. Performs operational and heavy equipment operation related responsibilities. Operates highway or airport maintenance equipment and accessories in all types of weather conditions to ensure road safety and maintenance of airport, highway and winter roads. Operates highway or airport heavy equipment to demonstrate skills for training and/or evaluation purposes to ensure the safety of the general public. Investigates inquiries regarding road conditions or disruption in traffic flow. Assisting with work order creation as well as time and parts entries to ensure all data is entered in a timely manner. 4 WORKING CONDITIONS Physical Demands For 20% of the time the incumbent will be required to hook up truck and sweeper combinations, lift and mount plough, grader and loader blades and operate heavy equipment. Environmental Conditions More than 30% of the time is spent travelling to the work camps, sometimes in stormy and inclement weather and frequently in cold vehicles, to conduct training, evaluate drivers and inspect the work sites to ensure health and safety compliance. The incumbent will transport equipment to maintenance sites and will be exposed to vehicles transporting dangerous goods and vehicle fumes 20% of the time. There is risk of injury resulting from long periods of driving, weather and road conditions and highway traffic. The incumbent works alone in isolated areas and ice roads 25% of the time. Sensory Demands The incumbent will be required to use visual and non-visual senses at least 25% of the time performing vehicle inspection site surveys, field and incident investigative work and while delivering safety training programs. The incumbent must be consistently observant to anticipate potential hazards and maintain alertness to surroundings to ensure safety of self and others. Mental Demands The incumbent will be required to be away from home 50% of the time. The incumbent must be available on call. Position encounters emergency situations. KNOWLEDGE, SKILLS AND ABILITIES Ability to interpret legislation, policies and directives and note inconsistencies. Knowledge of inventory control and warehousing techniques. Ability to analyze an operational construction site to determine compliance. Ability to conduct formal and informal risk analysis to determine the risk inherent in a particular situation. Good physical condition to perform labour intensive duties. Excellent communication skills both oral and written, as well as interpersonal skills and ability to work effectively in a cross-cultural environment. Leadership, supervisory and adult training skills. Ability to multi-task and work under tight deadlines. Ability to analyze short and long term construction and maintenance projects. Proven analytical, consulting, and problem solving skills, combined with common sense and creativity. 5 from concept to completion. Thorough knowledge of all relevant Territorial, Municipal and Federal Acts, Regulations, Laws and Statutes pursuant to safety. Knowledge of ice profiling units and associated software, and GPS units. Ability to operate heavy equipment and to understand each equipment capacities. Project management skills including estimating and financial skills. Safe work practices, WSCC and ESDC rules and regulations. Formal occupational health and safety certification. Class 3 NWT Driver's License with Airbrakes Endorsement and ability to operate heavy equipment in an airport, highway or winter roads environment. Airside Vehicle Operator Permit. Transport Canada Security Clearance. Typically, the above qualifications would be attained by: Certificate or Diploma in Occupational Health and Safety with a minimum 2 years' experience in the field; 5 years' experience in construction or maintenance fields including the operation of heavy equipment in an airport, highway or winter road environment; and practical project management experience. Experience working in both Airport and Highway maintenance environment is considered an asset.
