1 Meeting Date: Subject Summary of Issues Recommendation Financial Implications Options Attachments Changes from Committee Innovate 680 (Project 8009) Authorization to Issue Request for Proposals (RFP) No for Engineering Services and Feasibility Study The Shared Mobility Hubs (SMH) is one of several strategies in the Innovate 680 program to be undertaken in the Interstate 680 (I-680) corridor that aims to encourage mode shift and reduce congestion. Located at strategic places such as existing park-and-ride facilities along the I-680 corridor, the SMHs will provide commuters with access to multimodal transportation options. The SMHs will provide quality service and connectivity, where different modes of travel are offered. RFP No will solicit proposals from interested firms to provide engineering services and conduct a feasibility study. Staff seeks authorization to issue RFP No to obtain proposals from interested firms to provide engineering services and conduct a feasibility study for the I-680 SMH project. The I-680 SMH project is fully funded from Measure J funds as part of the Innovate 680 project in the I-680 funding category. The Authority Board may choose to not issue the RFP. None None Background Innovate 680 is a program of projects that promotes an integrated approach to redefining mobility and addressing the increasing congestion on I-680 through seven key strategies that range from completing the High Occupancy Vehicle (HOV) lanes to deploying a suite of technologies to improve traffic flow. 2.A.7.2-1

2 Page 2 of 6 One of the key strategies of Innovate 680 is implementation of SMHs, which will include services, amenities, and technologies that can work together to make it easier for travelers to connect to transit, while also providing them with more transportation options. The purpose of a SMH is to facilitate travelers to take alternative modes of transportation. Features of the SMHs may include various transit station improvements such as enhanced waiting areas with landscaping and lighting, complimentary WiFi and real-time travel information; wider sidewalks, pedestrian lighting and trees for shade; bike paths, designated bike lanes, and bike parking options; dedicated bus lanes and supporting signal improvements; service facilities for shared cars, scooters, and electric vehicles; smart parking technology; curbside management for Transportation Network Companies (TNC); transfer platforms from micro-transit to express bus; and connection protection. Each feature can be tailored to the unique needs of the communities surrounding the SMHs. The key components of the scope-of-services for the I-680 SMHs are: Task 1: Project Initiation and Management The consultant will conduct a kickoff meeting with Contra Costa Transportation Authority (Authority) staff to clarify project goals, scope, activities, and existing information. The consultant will also establish regular coordination meetings with Authority staff to gain agreement on project direction, provide updates on progress, and gain feedback on draft materials. The task also includes preparing monthly progress reports to accompany invoices, preparing meeting agendas and minutes, and ensuring quality control measures are in place, and conducting quality control prior to each submittal. At the project initiation meeting, the consultant will provide an overview of the study context, identify the stakeholders and demonstrate a consultation plan. This will be revised based on input provided by Authority staff to develop a scope-of-work that meets the needs of a SMH Feasibility Study. Task 2: Shared Mobility Hub Vision and Planning/Design Principles The consultant will review all existing plans, data, and other feasibility studies to establish the countywide vision and planning/design principles for the SMHs. Consultation meetings will include stakeholder visioning, design charrette, and follow-up design meetings where the consultant and Authority staff can exchange ideas to develop the vision for the project. Stakeholders include but are not limited to Contra Costa County, cities of Contra Costa County, 2.A.7.2-2

3 Page 3 of 6 California Department of Transportation (Caltrans), Bay Area Rapid Transit (BART), County Connection, and other transit agencies. Task 3: Technical Analysis The consultant will review and analyze: Existing Contra Costa County transportation network mapping, including BART stations, park-and-ride facilities, major transit access points, etc.; Existing and forecasted transit ridership in the station vicinity including all modes/ services, routing choice and directional distribution and trip origin; Land use and travel patterns of all modes to/from surrounding neighborhoods; Pedestrian and cycling movements and travel patterns through the study area; and Population, employment, and transportation forecasts and demands; transit capture rates from existing vehicular travel; interchange demands; ridership and travel forecasts for transit routes; and station entry volumes for pedestrian activity. After review of the above, the consultant will identify: SMH connectivity needs to include: station area connections, travel demand, access and egress with corresponding facility needs; SMH connections including: active transportation, transit connectivity and service, TNCs, and pedestrian connections; Commuter parking locations, sizes, types (structure or surface), and private vehicular circulation; and Opportunities to provide quality of service to attract the use of SMHs. Services may include, but not limited to, cellular/wireless communication and mobile device charging. Lastly, the consultant will develop transportation design options and formulate related policies: Station facilities including concourse, connections, entrances, bicycle parking, pedestrian facilities, trails connections and commuter parking; SMH design template that can be implemented throughout Contra Costa County; and 2.A.7.2-3

4 Page 4 of 6 Strategies to retrofit existing park-and-rides along I-680 into SMHs. Task 4: Stakeholders Participation/Collaboration and Preparation of a Background and Issue Identification Report Consultant will conduct stakeholder workshops and focused group presentations to gather information and feedback regarding issues of concern for parking, accessibility, and mobility. Based on the results of the technical analysis and input from stakeholders, the consultant will prepare a Background and Issue Identification Report. The report will consist of current and previous research, technical analysis data, and organization of project information. The project information will include analysis of relevant studies, reports, plans, relevant planning area, economic and traffic characteristics, institutional relationships and any other relevant documentation for each potential SMH site. Task 5: Shared Mobility Hub Feasibility Study Based on information from the technical analysis and the Background and Issue Identification Report, the most desirable options for development of SMH will be determined. The Consultant will assemble and organize options according to key elements and the vision for the project. The consultant will rank all options according to accessibility, compatibility with community character, and connectivity to transit, pedestrian and bicycle facilities. The consultant will prepare a template of the SMHs with all services and plans to retrofit existing park-and-ride lots along I-680. In addition, the consultant will prepare preliminary sketch plans depicting spatial relationships and overarching considerations for each SMH location identified by the study. Sketch plans will include text, statistics, and illustrations of prototypical potential transit facilities, along with generalized depiction of linked existing and planned pedestrian/bicycle pathways. As part of this task, the consultant will also identify all the mobility options that should be considered as part of each SMH identified by the study. In addition to transit, pedestrian/bicycle access, first-mile/last-mile options, the SMHs could include electric vehicle charging stations, ridesharing services, electronic signage of real-time transit information, dedicated TNC locations, and Shared Autonomous Vehicle (SAV) services. Based on stakeholders input, the consultant will prepare a priority list of the locations for the SMHs identified in the study. 2.A.7.2-4

5 Page 5 of 6 Task 6: Implementation and Phasing Plan The consultant will identify the next steps necessary to finance and implement the proposed SMH projects, including planning, studies, design, permitting, environmental, Right-of-Way (ROW) acquisition, outreach, and construction. The implementation plan will be developed on a project-by-project basis, as well as in an overall phase-by-phase summary. To the extent feasible, projects will be matched to potential funding sources or implementation methods. Utilizing the SMH template prepared under Task 5, the consultant will prepare a strategy to retrofit existing park-and-ride lots along the I-680 corridor to SMHs. The strategy will identify the processes, steps, logistics, ROW needs, physical improvements and costs. Proposal Review Process The proposal review process calls for a technical evaluation of the submitted proposals and an evaluation by an interview panel. The criteria and weighting (maximum of 100 points) of the technical elements of the evaluation will include the following: Qualifications, Related Experience and References: Firm s experience; years in business and past/current client references; technical expertise and professional competence in areas directly related to the RFP; years of experience performing similar work with public agencies; and demonstrated ability to provide, manage and coordinate the scopeof-services. Maximum points: 25 Proposed Staffing and Project Organization: Technical expertise, competencies, and applicable experience of assigned key personnel; including certifications, licenses, training, and availability. Maximum points: 35 Approach: Depth of understanding of the Authority s requirements, objectives and understanding of the scope-of-services; and demonstrated knowledge of the services being requested, and proposed technical innovations or ideas identified in the proposal. Maximum points: 30 Cost and Schedule: Overall cost and ability to meet the proposed schedule. Maximum Points: 10 Local preference will not be used as a criterion since this is a specialty service. 2.A.7.2-5

6 Page 6 of 6 From the technical review process, the selection committee will determine a short list of firms to interview. The interview will also provide for a maximum of 100 points. Overall, the weight of the technical elements and the interviews will be 60 and 40 percent, respectively. The firm with the highest overall ranking will be considered the finalist. Authority staff will negotiate final terms and contract provisions with the proposed finalist. In the event final negotiations are not successful, the next firm in the ranking will be considered. Once a finalist and all contract provisions have been finalized, staff will seek Authority Board approval of the contract. 2.A.7.2-6
