Study Area: Environmental Justice City of Albany s South End Percent Minority Study Area: % 2010 US Census and American Community Survey (ACS) Environmental Justice area in terms of both % poverty and % minority

Public Health Concerns Residents concerned with emissions from heavy vehicles and railroad Widely covered in news media EPA involvement Sources: Times Union, CBS 6 News Albany, TheAlt.com, Save the Pine Bush

Multi-agency Collaboration S. Pearl St. Heavy Vehicle Travel Pattern Study Study partners: CDTC data collection, analysis, report and graphics; public and stakeholder outreach City of Albany public and stakeholder outreach; technical support Albany Housing Authority- public outreach NYSDEC air quality monitoring NYSDMV license plate registration data Port of Albany data collection and support NYSDOT Region 1- volume/speed/class counts; technical support

Outreach Residents A Village meetings (x3) DEC/EPA meetings Strong neighborhood support Stakeholders Port of Albany Trucking Association of New York (TANY) CDTC Freight and EJ Advisory Committees Technical Advisory Committee

S. Pearl St. Heavy Vehicle Travel Pattern Study Data Collection: CDTC License Plate Survey 15 Automatic License Plate Recognition Cameras (ALPRs) NYSDOT volume/ speed/class counts DEC air quality sampling May 1 May 7 Beta test April 27

Data Collection: License Plate Survey Contractor: FES Installations (Madison, NY) Equipment: Genetec SharpV Automatic License Plate Recognition Camera ALPRs installed from April 27 to May 11 License plate and image of vehicle captured Online dashboard for viewing Much larger and more accurate data set compared to traditional license plate survey methodology +/- 960,000 records collected Data stored with FES Installations Photo Source: Genetec Inc.

Data Collection: Heavy Vehicles What is a heavy vehicle? Not just trucks, but not pickup trucks This effort: FHWA Class 4 and up Consistent with NYSDOT traffic count classifications Differs from NYSDMV Body Style Sample of NYSDMV Body Style Codes:

Data Collection: NYSDOT NYSDOT Region 1: volume/speed/class counts April 27 to May 4 4 locations: Ezra Prentice, I-787 NB ramp, I-787 SB ramp, Corning Hill Rd Will also be compared with ALPR camera data At Ezra Prentice: 11,738 vehicles per day on S. Pearl St. (AADT) 14.1% are heavy vehicles (FHWA Class 4 and above) 12% buses 24% tractor/trailers 63% single unit trucks 85th percentile speed: NB = 33.3 mph, SB = 34.6 mph

Data Collection: NYSDEC NYSDEC: air quality sampling Location: Ezra Prentice homes Limited by life of wick on sampling device Times synced with ALPR cameras Spikes in emissions to be compared to origins/destination and frequency of heavy vehicles Help identify which cohort(s) of trucks are the worst polluters Future: 24-hour sampling

Data Cleaning License plate data sent to Department of Motor Vehicles (DMV) +/-960,000 plate reads to +/-165,000 unique records Match with registration database to identify heavy vehicles by body type (differs from FHWA classification) False reads to be removed All other vehicle types to be deleted (privacy issues) Status: currently waiting for DMV data

Data Analysis Origin = where vehicle enters study area Destination = where vehicle exits study area Travel patterns from each origin point Raw number and percent for each destination point Through traffic vs. local traffic Origin: South of Study Area Destinations: Num. Per. I-787 Northbound 000 0% Church St./Broadway 000 0% S. Port Rd % S. Pearl St. (northbound) 000 0% Binghamton St. (west) 000 0% b/w S. Port Rd and Binghamton St % Binghamton St. (east) 000 0% b/w Binghamton St. and Ezra Prentice 000 0% Green St % Total % Binghamton (W) S. Pearl (N) b/w S. Port & Binghamton S. Port I-787 NB b/w Binghamton & Ezra Prentice Binghamton (E) Green Church/Broadway

Data Analysis S. Pearl St. Heavy Vehicle Travel Patterns Screen line analysis all heavy vehicles passing Ezra Prentice Northbound and Southbound Current Status: Consultant (FES Installations) is developing coding and routing algorithms Screen line Binghamton (W) S. Pearl (N) b/w S. Port & Binghamton S. Port I-787 NB b/w Binghamton & Ezra Prentice Binghamton (E) South of Study Area Screen line Green Church/Broadway

Recommendations Could include projects/initiatives such as: Reconstruct Port Rd. as alternative route Outreach cohorts of trucks that could use alternate route without significant operational impacts Speed limit and/or enforcement

Next Steps Schedule: June-July: Data Cleaning and Analysis July-August: Draft Report and Recommendations September: Final Report Develop as proof-ofconcept
