1 SPECIFICATIONS Project Scope: The City of Guelph requires the following for the Infrastructure projects being done within the City. Phase 1 for the review, analysis, design of detour routes and general traffic control services, including, without limitation, identifying the designated detour routes for each project listed in Attachment A. Phase 2 for the coordination of temporary traffic control, providing the staff and set up, maintenance and removal of all required traffic control devices and equipment for each project listed in Attachment A as required for the closing of streets, lanes and/or sidewalks for these detour routes as approved by the City. PHASE 1 REVIEW AND ANALYSIS OF SERVICES: There are 18 Infrastructure Stimulus Funding (ISF) projects for 2010 (refer to Attachment A). The successful bidder will review, analyse, plan, and oversee the implementation of the approved temporary traffic control measures, including detours, for road interruptions / closures on the City road allowance. This will include review, analyse and approve temporary traffic control plans submitted by contractors for ISF projects. It will NOT be your responsibility to design these plans within the construction contract limit. The successful bidder will also review the initial setup of all temporary traffic control measuresto ensure compliance with approved temporary traffic control plans. Detour Routes Detour routes shall be limited to arterial and major collector roadways only. Refer to the City s Official Plan Schedule 9A Existing Road Network for road classifications. All proposed detour routes must be reviewed and approved by City of Guelph Operations Department. All temporary traffic control plans and detour plans must be submitted for approval to the Engineering Project Manager for each of the ISF projects a minimum ten business days prior to the anticipated implementation. NOTE the City of Guelph MUST review and approve all temporary control plans prior to implementation. Ensure compliance with all applicable federal, provincial laws (including but not limited to the Occupational Health and Safety Act and Highway Traffic Act) and City bylaws and all the Ontario Traffic Manuals. Ensure adherence to the City s Temporary Traffic Control policy (refer to Attachment B). Sign specifications shall be as per the Ontario Traffic Manuals and Attachment C. SP1

2 Where applicable, obtain all necessary approvals from the MTO for placement of temporary traffic control measures on the Hanlon Expressway and other jurisdictions where necessary e.g. County of Wellington. Advance Information signs these signs shall be posted a minimum five business days in advance of scheduled work (s). (Refer to Attachment C for sign specifications) Special Local Business signs for projects where businesses are impacted, special sign tabs stating Businesses Open and Accessible shall be posted onto TC-7 Detour- Turn off / Diversion signs. (Refer to Attachment C Sign C for sign specifications). Construction Notice the contractor shall notify all affected stakeholders (as defined by the City) of traffic interruptions / detours. NOTE the City of Guelph MUST review and approve all construction notices prior to release. The contractor shall also issue notice when roads are re-opened to traffic. Meter bagging The contractor shall coordinate meter bagging through the City s Operations Department, Parking Services. Meter bagging requests must be submitted a minimum 3 business days in advance of the scheduled work. Transit the contractor shall coordinate all road interruptions with Guelph Transit. Guelph Transit MUST receive initial notification of pending road interruptions a minimum 10 business days in advance. Traffic Signal impacts Detour route plans must be forward to the Operations Department Traffic Signals group a minimum 10 business days in advance of setup. The contractor shall attend all pre-construction meetings and site meetings as required by the project manager. SP2

3 PHASE 2 CONTRACT ADMINISTRATION The successful bidders will implement the approved temporary traffic control measures, including detours, for road interruptions / closures on the City road allowance and install and maintain all approved temporary traffic control devices. This includes monitoring and responding to emergency calls for damaged and/or missing temporary traffic control devices The contractor shall be responsible for the setup of all approved temporary traffic control measures associated with detour routes. All temporary traffic control devices must conform to the OTM manuals, including, but not limited to, font style, colour, and minimum sheeting. Any traffic control devices that do not adhere to these manuals will be removed and replaced with the correct device at no cost to the City and the City will not pay for and/ or delete the cost of any/all devices that are found not to adhere to these manuals. All temporary traffic control devices, unless otherwise specified, shall be installed in a temporary manner on portable stands or may be mounted on hydro poles (where applicable). All temporary traffic control devices must be secured to prevent damage to property and/or persons. Any traffic control devices that are not secured properly to prevent damage to property and/or persons will be removed and/or secured properly to prevent damage to property and/or persons at no cost to the City and the City will not pay for and/ or delete the cost of any/all devices that are found not to be secured properly to prevent damage to property and/or persons. The contractor shall be responsible for obtaining all locates (where applicable) for installation of sign posts, etc. Inspections / Documentation the contractor shall be responsible for conducting inspections on a daily basis to ensure all required traffic control devices are in place. All inspections must be documented and the inspection reports shall be forward to the project manager. If the successful vendor is notified by The City of Guelph any time during the duration each project that any temporary traffic control device(s) are missing then the City will not pay for the cost of such device(s) starting the day of notification until, and including the, day of the replacement. The City of Guelph will reimburse the successful vendor for any missing temporary traffic control device that has been deemed stolen. The vendor will need to provide all required documentation to support this (i.e. police report etc). The City of Guelph will ONLY reimburse the vendor at the City s price or the vendor s price which ever is the lowest. SP3

For locations within the downtown, the Downtown Guelph Business Association must be notified. Road closure includes closure of both directions of travel or one direction only. Closures are permitted only when work compromises public safety or safety of workers. Priority will be given to maintaining two-way traffic.
