Worked with more than 225 public and private sector clients with more than 125 in Florida. Extensive work for customers in Southeast Florida. Senior staff members have a combined 125+ years of directly relevant experience. Play leading roles in major industry associations (SWANA International, SWANA Florida, Recycle Florida Today, U.S. Compost Council). Project work will be conducted by KCI staff with years of experience working together as a team. Mitch Kessler, Project Director & President of KCI Nationally recognized expert in the procurement of solid waste management services and development of solid waste management plans. 34 years of solid waste experience including 300 projects for over 300 clients. Immediate past president of the Florida Sunshine Chapter of SWANA and current Florida Representative on the International Board. Directed development of the SWANA Zero Waste Certification Course and the SWANA Recycling Certification Course and serves as instructors for both. Peter Engel, Project Manager & Senior Consultant 31 years working with public and private sector clients in recycling, composting, and integrated solid waste management. Expertise includes: Financial analysis of integrated solid waste management system Operational analysis of municipal collection services Procurement and development of recycling and composting facilities Co-author of the SWANA Zero Waste Certification Course.

2 Comprehensive Sanitation Plan: Scope of Services Phase 1: Operational Assessment Information Review: Review and compile existing information regarding City collection services. Operational Assessment: Conduct on-site assessment of City collection operations. Community Engagement: Develop a web-based survey to be distributed by City and participate in public meetings. Define Potential Collection Scenarios: Identify scenarios for improved residential garbage, recycling and trash collection. Assess Scenarios: Identify options to improve operational and financial performance and identify achievable performance metrics. Technical Memorandum: present and discuss results of the assessment. 5 Sanitation Goals, Objectives, and Potential Areas for Improvement Overall: Improve Collection Service Operations and Efficiency. Improve Quality of Customer Service. Improve Safety to Benefit City Staff, Traffic, Pedestrians, and Residents Maintain or Reduce Costs of Operations. Optimize Routes for Efficiency. Eliminate Missed Pick-ups and Late Put-outs. Implement a GPS and RFID Based Tracking System for Route Optimization and Service Verification. Meet Strategic Plan and Sustainability Plan Goals for Increasing Landfill Diversion Rates and Reducing Carbon Footprint. Consider the Integration of Potential Annexation Areas into Any New Plans and Processes. Increase Resident Education. Improve Enforcement. Garbage and Recycling: Maintain and Improve Backyard Service. Increase Recycling and Reduce/Eliminate Contamination. Implement Recycling Containers Large Enough for Cardboard, With Lids to Keep Materials Dry, and That Do Not Trap Water Where Mosquitos Could Breed. Proper Size of Containers to be Determined in Process. Bulk Trash: Institute Training Programs and Policies to Eliminate and Prevent Any Future Creation of Unsightly Holes in Swales. Reduce or Eliminate Illegal Dumping. Separate Bulk Waste from Vegetation/Landscape Waste Change Billing Process for Oversize Bulk Trash Piles from Annually (Included in Annual Garbage Bill) to Immediately Upon Incident, and Increase Fees per Cubic Yard to Cover the Dumping Fees and Costs Incurred by the City.
