3 Case Studies Proposals Selected Pillar Title Economy Physical High Speed Rail Network Hong Kong, China ICT and Telecom Russia Institutional People-to- People Visibility of Sea Freight Logistics APEC Cross-Border Privacy Rules System Passenger Name Record Utilisation Accessible Tourism for All China United States Japan Chinese Taipei Physical Connectivity High Speed Rail Network Aims to connect two APEC economies and significantly reduce transportation time Involves infrastructure building and development spanning two APEC economies; promote sustainable growth through low-carbon transportation options Expected to improve travel facilitation and customs procedures through co-location arrangements ICT and Telecom Aims to improve connectivity in remote areas through the use of ICT by providing broadband access, and improved mobile and fixed line technologies. High-level strategic documents have been adopted and a special universal services fund has been established. Aims to develop regional interlinked initiatives, adapt regulatory frameworks and involve a wide range of stakeholders. This initiative will contribute to APEC s work on ICT development by reducing the digital divide and enabling faster and more reliable connections throughout the Asia Pacific region. 2

4 Institutional Connectivity Visibility of Sea Freight Logistics Under the framework of APMEN, member ports can collaborate on the data exchange to realize end-to-end data visibility for sea freight. The real-time Track and Trace Service can render the logistics supply chain more transparent in the Asia-Pacific and contribute to the integration of logistics supply chain information in the region. APEC Cross Border Privacy Rules (CBPR) System The CBPR System aims to implement the APEC Privacy Framework s principles by ensuring common privacy protections for consumers no matter where the data is collected or transferred. More economy participation in the CBPR System will heighten consumer privacy protections and increase regional economic integration in the APEC region. As more APEC economies participate, the CBPR System s benefits to business will grow, thus enabling more businesses particularly MSMEs to obtain the data transfer benefits of a CBPR certification. People-to-People Connectivity Passenger Name Record (PNR) Utilisation Addresses the problem of a rapid increase in travelers in the face of staffing constraints at the borders; need to facilitate entry while enforcing the law and mitigating terrorist threats Use of passenger name record (PNR) to identify low-risk travelers whose entry can be facilitated Need to address data quality and prepare the necessary legal and regulatory framework to properly implement PNR Accessible Tourism for All Promote inclusive tourism for the elderly and people living with disabilities (PLWD); improve social accessibility for marginalized groups Data gathering to get feedback and find areas of improvement; integration of transport and public services; empower and engage the elderly and PLWD; training of tourism service providers and development of facilities Developing awareness and empathy are key to success 3
