2 EA SEA-WAY IPA CB Strategic Project The general objective of European Adriatic Sea-Way is to improve the accessibility and the mobility of passengers across the Adriatic-Ionian area and its hinterland, through the development of new cross-border, sustainable and integrated transport services and the improvement of physical infrastructures related to those new services. Project objectives 1. integrate and upgrade existing and new collective passenger (tourists and residents) transport services to increase the accessibility across Adriatic basin and decrease CO2 emissions 2. explore a better integration of urban and regional connections between ports, airports and main tourist destinations/urban areas 3. develop new or renovate existing infrastructures in the Adriatic port system in order to promote and encourage a more sustainable and efficient passenger transport 4. foster the passenger sea transport and other collective transport means connected to the port system 5. test new governance models in the light of the forthcoming Adriatic-Ionian Macro-Region. Funded by the IPA Adriatic CB Cooperation Programme with a total budget of 6.6 M Duration: November 2013/June 2016 (32 m) Partnership: 20 beneficiaries and 16 associates

3 EA SEA-WAY IPA CB Strategic Project Project Targets Being representative of different levels of decision makers, including ministries, regional administrations and port authorities, the project partnership worked for 32 months for strengthening sustainable passenger transport systems for the benefit of the Adriatic IPA Programme and for making available to EUSAIR some best practices and some concrete results. Stakeholders involvement - Proved by every project step based on the involvement of the main stakeholders and transport experts at local, national and cross-border level, covering the whole programming area, for being able to overcome present infrastructure and modal unbalances and for fostering integration among different countries /regions. Results-oriented approach - Proved by the role and the importance put on the pilot actions for providing some real improvements in the mobility of citizens and tourists, as well as by the focus of the working groups established on the challenges represented by infomobility and passengers services at terminal.

5 Main results EA SEA-WAY Project Capitalisation action of previous projects and initiatives focused on maritime passenger transport, on accessibility and on mobility, Cross-fertilisation actions with other projects and initiatives, Setting up of Knowledge tools (dbases) to store contents and data collected. Sustainability Elaboration of Sustainability Plans to define method and action plan for using the results after the project end, Scenarios and Guidelines provided (state of art&devlp. forecast), Strategy and Action Plan for the A-I Basin drafted, Ensured by 8 signed CBA bound to implement the passenger transport and pave the way for further investments, Main CBA for establishment of an Observatory for finding common solutions, sharing experiences and harmonizing procedures in the whole A-I area. Transferability Testing feasibility of new interventions (Pilot Actions), Executing concrete solutions infrastructures/services&connections/lines (Pilot Actions), Provided by the Position Papers and the Sustainability Plans produced by each pilot activity to facilitate the transferability of pilot results to other regions facing similar challenges. EA SEA-WAY and EUSAIR: Supporting the Action Plan implementation, making available to TSG2, subgroup on transport, for capitalising: analysis & database; feasibility studies and methodologies related to pilot project design and implementation; MoU on the establishment of a Passenger transport Observatory and various MoU & Agreements.

6 CROSS-BORDER AGREEMENT FOR THE INSTITUTION OF THE ADRIATIC-IONIAN MARITIME PASSENGER TRANSPORT OBSERVATORY Involving all EA SEA-WAY Project Partners (20 PP from 8 countries) For a joint policy and to promote Adriatic-Ionian basin as a destination in whole Signed in Dubrovnik on May 11, 2016 (event during the FC) Specific Objectives: Act as a collector of the needs and priorities of the A-I basin, offering common and shared solutions Standardisation of administrative procedures and of legal framework Removal of physical and virtual barriers and blocks that hinder accessibility of information. on Passenger transport A.-I. basin promotion in relation to passenger transport

7 The Adriatic-Ionian Maritime Passenger Transport Observatory APlan Mission & Field of activity «To provide expertise and be a key driver of change in the Adriatic-Ionian basin» To tackle specific issues on passenger transport and mobility having as goal: THE OBSERVATORY WILL PROVIDE A STABLE NETWORK TO EXCHANGE DATA, INFORMATION, BEST PRACTICES, SOLUTIONS, HARMONIZE REGULATIONS AND ADMINISTRATIVE PROCEDURES AMONG COMPETENT AUTHORITIES/OPERATORS ON MARITIME SUSTAINABLE MOBILITY AND ITS INTEGRATION WITH HINTERLAND

9 The Adriatic-Ionian Maritime Passenger Transport Observatory Legal framework EEIG (European Economic Interest Grouping) Reg (EEC) No. 2137/1985 EU Instrument of cross-border integration between economic actors to facilitate their activities, placing them on equal footing. It allows the establishment of stable cooperation relationships on specific issues related to the pursued activities by pooling of resources, activities or skills, facilitating and/or developing the economic activities of its members. formed by legal public or private entities and by individuals carrying on an economic activity/providing services. registered in one of the EU Member States, giving legal capacity. each member of an EEIG has one vote. Members decide how the EEIG will be run and its final purpose. flexibility: simple formal incorporation requirements (written contract & registered charter). ancillary character. Members maintain economic & legal autonomy. at least two organs: the manager(s) and the members acting collectively. Other organs may be constituted by contract among the grouping members, also determining the powers they will be provided for. not necessarily have to be formed with capital. Members are free to use alternative means of financing. Contributions may also be in the services and skills the members can provide. A possibility is the participation to obtaining EU funding (through EU projects). not formed with the object of making a profit, although it may do so as a consequence of its normal operations (equal/proportional (to the share of members) distribution). not subjected to tax. Any profit or loss is attributed to its members according to their shares.

11 Financing The Adriatic-Ionian Maritime Passenger Transport Observatory Conceived slim Observatory structure and management would consent a limited amount of overheads related to the normal activities; additional expenses should be linked and justified to specific works / Observatory activities. As for the EEIG instrument, all forms of contributions are possible: in cash / in kind / in skill. Operating costs may also be covered by other different methods of financing: from annual fees, direct contributions of the members, remuneration for services rendered to stakeholders, external sources of financing (EU funding). Starting costs originate from project budget
