You are invited to submit your most competitive quotation for the following goods:- Sl. Government of India has received a credit from the International Development Association (IDA) in various currencies equivalent to US$ million towards the cost of the ICZM Project and intends to apply part of the proceeds of this credit to eligible payments under the contract for which this invitation for quotations is issued.

2 3. Bid Price a) The contract shall be for the full quantity as described above. Corrections, if any, shall be made by crossing out, initialing, dating and re writing. b) All duties, taxes and other levies payable on the raw materials and components shall be included in the total price. C) Sales tax in connection with the sale shall be shown separately. d) The rates quoted by the bidder shall be fixed for the duration of the contract and shall not be subject to adjustment on any account. e) The Prices shall be quoted in Indian Rupees only. 4. A bidder may submit group-wise separate quotation(s) for the group(s) of his choice. Group name must be superscribed on the envelope. 5. Validity of Quotation Quotation shall remain valid for a period not less than 30 days after the deadline date specified for submission. 6. Evaluation of Quotations The Purchaser will evaluate and compare the quotations determined to be substantially responsive i.e. which (a) are properly signed ; and (b) conform to the terms and conditions, and specifications. The Quotations would be evaluated for all the item together and sales tax in connection with sale of goods shall not be taken into account in evaluation. 7. Award of contract The Purchaser will award the contract to the bidder whose quotation has been determined to be substantially responsive and who has offered the lowest evaluated quotation price. 7.1 Notwithstanding the above, the Purchaser reserves the right to accept or reject any quotations and to cancel the bidding process and reject all quotations at any time prior to the award of contract. 7.2 The bidder whose bid is accepted will be notified of the award of contract by the Purchaser prior to expiration of the quotation validity period. The terms of the accepted offer shall be incorporated in the purchase order. 7.3 All the items procured will be subjected pre-delivery inspection (PD!) at vender's site in Bhubaneswar or Cuttack and stickering at the cost of firm. 7.4 The number and quantity of items to be supplied may vary depending on the cost and requirements. 7.5 The rate should be quoted in the format in the Annexure-HI. 7.8 The rates quoted should include the cost of transportation to the respective shelters. 7.9 The quotation should accompany a copy of registration certificate. 5 TECHNICAL SPECIFICATIONS Annexure-1 Details of Standardized Shelter Items with specification MN S1. Items Specification Units per Shelter 1. Life Buoy Specification: Should meet the latest SOLAS regulations and there amendment 05nos (Ring type) thereof and tested, inspected, stamped and approved by IRSIMMD, Govt of India. Material: Lifebuoy made of polyurethane foam. The buoys body shall be finished with two coats of vinyl base paint The life buoy will have more protective alternate covering. The lifebuoy shall be of a highly visible orange colour (UV protected).the life buoy should be evenly formed and free from any type of metal parts. Dimension: The life buoys shall be of annular ring type, made of unicellular plastic material having and outer diameter of not more than 800 mm (31.5 inches) and inner diameter not less than 400mm (18 inches). > Grab line: The lifebuoy should have a grab line of not less than of 5.5meters.10-12mm thickness, 38mm circumference having a breaking strength of above 500kg. It shall be made of polypropylene, or other suitable buoyant type synthetic material.(a) Beckets: when used beckets for securing the grab line shall be 2inches polyethylene or other suitable synthetic material. > Buoyancy-19.5 KG. Strength: The lifebuoy should be capable of supporting a weight of 14.5kg for 24 firs without any affect on the lifebuoy. The lifebuoy should he rotproof and be resistant to deterioration from sunlight exposure, oil or oil products and show no melting or burning after exposure to fire for two second. The lifebuoy should show no damage after being dropped 3times from a height of 2meters on concrete floor and cracks or any permanent deformation when dropped in to the water from a height of 30 meters. ) Retro-reflective materials: The lifebuoy shall be fitted with govt. approved retro-reflective tape with a minimum of Scm (2 inches) width around the lifebuoy with four locations spaced equally around the circumference of the lifebuoy. 2. Lifejacket Specification: Should meet the latest SOLAS regulations and amendment thereof 05nos (Adult) and tested, inspected, stamped and approved by IRSIMMD, Govt of India. Construction: The quality of workmanship (e.g. seam stitching fixing of various fixtures, ergonomics of design and placement of fixtures etc) must be of high order. It should be fitted with a whistle made of a rustproof material, capable or making a loud shrill note in fresh water/sea water, and firmly secured by a cord. The life jackets should have sufficient buoyancy to lift the mouth of an unconscious wearer not less than 120mm clear of the water. Should shows no loss of buoyancy after immersion in water for 24 hrs. > Strength: The life jacket body strength and shoulder strength should meet the test prescribed in SOLAS regulations. > Vest: should be fitted on a nylon sleeveless mesh vest. Vest should have pockets/pouches. Should also have means for airlifting a survivor during search and rescue operation. (e) The buoyancy of Life Jacket should be at least 16 Kg in fresh water. Weight of life jacket should not exceed 1.5 kg. Life Jackets should be suitable for use by adults. The material used for the covers, tapes and seems should be rot proof, colour fast and resistance to deterioration from exposure to sunlight and are not unduly affected by sea water, oil or fungal attack. The lifejacket should have tapes for fastening with quick coupling device. Retro-reflective materials: The life jacket shall be fitted with govt. approved retro-reflective tape with a minimum of 5cm (2 inches) width for immediate visibility. Miscellaneous features: The model no and the year of manufacture, buoyancy and details of approving authority should be printed on the life jackets. Each lifejacket should have mark of inspecting authority on the valise and a permanent marking of date of expiry 3.
